CC 09-18-98 MINUTES Cuperthao City Council, Regular Adjourned Meet/ng Blackberry Farm Retreat Center 21975 San Femando road Friday, September 18, 1998 12:00 p.m. ROLL CALL The meeting was called to order at 12:15 p.m. Present: Mayor Chang, Councilmembers Dean, BurneR, James and Statton Staff Present: Don Brown, Bert Viskovich, Carol Atwood Also Present: Members of the Library Building Committee COUNCIL WORKSHOP 1. Carol Atwood reviewed the city's year-end 1997-98 fiscal status and historic reserve levels. The City Council reafl~med the current reserve policy to remain at 75% of _ the operating budget plus debt service. The council agreed that from year to year this policy could be altered somewhat to fall below the 75% level if special funding needs were identified and future prospects for returning to the 75% level were good. 2. Bert Viskovich reviewed the Library expansion options and agreed to proceed as shown on the attached staff report. 3. Other topics: A. The City Manager reviewed key commission vacancies to be filled in January. A more thorough outreach effort will be undertaken to inform the community of these vacancies. B. The Capital Improvement Pwgram will be reviewed by the City Council at a workshop in January 1999. A thowugh review of all outstanding capital items will be undertaken at that time once we know with more certainty what our actual costs are for some of the large items. C. The Council will refer the regulation of construction hours to the Planning Commission for review and consideralion of potential added restrictions. D. Council members will continue to be invited to participate in various BEST programs offered to city employees, but no special requirement for attendance will be added. September ! g, ! 99g Cupertino City Council Page 2 E. The Council agreed to a streamlined C~eneral Plan review process for the year 2000 update. Staffwill develop an outline of the proposed process for Council review and approval. 4. Other follow-up matters: A. Follow-up with Caltrans re trash along the 280 Freeway interchanges (De Anza, Wolfe) B. Review feasibility of completing sidewalks on north side of Stevens Creek Blvd., east of Foothill. C. Evaluate best way to provide curtains for the stage in the Cupertino Room at the Quinlan Center. D. Look into improving the qnality or power of the projectors available for presentations at the Quinlan Center. Look at the need for new upholstery for furniture at the center. E. City Manager to present a detailed staff'transition plan at the Jan~_~_a_ry, 1999 workshop. CLOSED SESSION Thc City Council adjourned to closed session for the City Manager's evaiuat/on (Govt.
