The City Council of the City of Cupertino dose ordain~as followos Title 11 is
hereby mnended by adding thereto Section 11.27, entitled,"Permit Parking Zane" to read
as follows

Resolution of the City Council. Exei-ptions fran such prohibition when not otherwise
indicated will be by securing and displaying in a vehicle a type of pazking permit
described herein,
11.27.020 Definitions. Whenever herein the following tenor are used, they shall
be d o~stru to ve the following meanings
1. Motor vehicles. A motor vehicle includes any device which any person or property
may be propelled, moved or drawn upon a highway. For the purposes of this Chapter, a
rtotor vehicle shall include licensed automobile, trucks as defined in the FSunicipal Code
Section 11.28.010 (G), recreational vehicle, motorcycle or other motor-driven or drawn
form of transportation weighing over fifty pounds.
2. Resident. The principal occupant of a single-family dwelling or of a legal
housing un t of a condominium or multiple family dwelling. The quarters occupied aze
called a "residence" or a "household".
3. Coimiercial and Industrial P ties. A business enterprise operated within the
pe t par ng zone.
4. Guest of Resident. Bona fide visitors to a residence located in the permit
par inq zone.
11.27.030 Permit Parkin Zane Descri lien. The permit pazking zone shall be the
designated areas n ch no person steal stop, stand or pazk any vehicle, except for
vehicles which display a valid parking permit.
11.27.040 Poati of Permit Parkin Zane. The Director of Public Works shall
cause appropr ate s gns to erected ns de or outside the permit parking zone
indicating prominently thereon the onnditions under which permit parking regulations
shall be enforced.
11.27.050 issuance of Permits to Residents. Residents' parking permits shall be
issued by the D rector of Publ c Works. No more than one parking permit shall be issued
to each motor vehicle for which application is made. The Director of Public Works is
authorized to issue such rules and regulations consistent with this Chapter governing
the manner in which residents shall qualify for parking permits.
11.27.060 Issuance of Permits to Guests of Residents. The Director of Public

parking zone for use of their bona fide transient guests.
11.27.070 Restrictions on Parkin Permits. A parking permit shall. not guarantee
or reserve to er ereo an an-street parking space within the designated permit
zone nor shall permit holders be e~oanpt from parking restrictions or prohibitions
established pursuant to authority other than this Chapter.

11.27,080 Display of Permits. Permits shall be issued in a sticker decal form
and be permanently affixed to the left rear bumper of the rotor vehicle. Trailers,
motorcyles and vehicles without bumpers shall have permits permanently affixed to the
left rear of the vehicle in a way that they shall be easily seen and read by enforcenent
officers.
Permits of guests of residents of the parking permit woe and non-resident visitor
permits shall be issued in a carts form for display through the windshield of the vehicle
in a way that they shall be easily seen and read by enforcement officers.
Trailers, motorcycles and vehicles without windshields or enclosed areas shall have
permits attached to the vehicle in such a manner that they shall be easily seen and read
by enforo~mJ-t officers.
11.27.090 Permit Parking Exemptions. Vehicles readily identifiable by
enforoanent of eers as emergency or government will be exempted from the parking
restrictions of this Chapter.
Vehicles readily identifiable as ooanwxcial, delivery, service and contractor's
vehicles, while the occupants of .said vehicle are actually engaged in providing services
to residences or oann'rcial enterprises or in the maintenance and repair of public
services or utilities will be exert from the parking restrictions of this Chapter.
The Director of Public Works may grant upon request individual one-day exemptions
for non-residents attending scheduled eannunity events conducted in the perndt parking
zone. Application for such exeaQtions shall be made in a time and manner to be
determined by the Director of Public Works.
11,27.100 Application for Permit. Each application or reapplication for an
annual parking permit shall con n ~nfoanation sufficient to identify the applicant,
his address within the permit zone, and the license number of the motor vehicle for
which application is made and such other information that may be deemed relevant by the
Director of Public Works.
11.27.110 Validity of Parking Permits. The parking permit issued to each
resident, guest of res dent th n the none shall expire on January 2, 1984, and
thereafter will expire on January 2 of every even-rnmibered year,
Permits may be renewed biennially upon reapplication in the manner required by the
Director of Public Works.
11.27.120 R lacesnent of Permits. The Director of Public Works may issue a
duplicate pe t any res ent to wham a valid parking permit has been issued or to
whom,a valid quest of resident permit has been issued can furnish proof that said permit
has been destroyed, lost, or the vehicle to which permit was affixed has been disposed
of.

11.27.140 Revocation of Permit. The Director of Public Works is authorized to
revoke the par ng pe t of any person found to be in violation of this Chapter and
upon written notification thereof, the person shall surrender such permit to the
Director of Public Works. Failure, wfien so requested, to surrender a parking permit so
revoked shall constitute a violation of this Chapter.
11 27 150 Penalty Provisia~s.

C. It shall be unlawful and a violation of this Chapter for a person to copy,
produce or otherwise bring into existence a facsimile or counterfeit parking permit or
permits without written authorization from the Director of Public Works. it shall
further be unlawful and a violation of this Chapter for a person to knowingly use or
display a facsimile or counterfeit parking permit in order to evade limitations on
parking applicable in a permit parking zone.

11.27.160 Statement of Urgency.
The Council finds, determined, and declares that the ordinance codified in this
Chapter is an urgency measure necessary for the immediate preservation of the public
peace, health and safety and shall go into effect immediately upon adoption. The fact
constituting such urgency is: Classes will commence at De Anza College on Modday September
Z0, 1982 and the overflow parking will impact the adjoining neighborhoods.
