11.09.010 Pedestrian-Definitions.
A pedestrian is any Person who is afoot ar who is usitg a means of
conveyance Propelled by human power other than a bicycle.
11.09.020 ]Iciminiici~rative authority.
There are conferred upon the City Manager those powers and duties
necessary far the administration of this chapter. In addition, there is
also conferred upon the City Manager the authority and power to designate
such officers anal employees of the City, and of other cooperating public
agencies, such as the Sheriffs Deparfanertt, as may be r~uit+ed to assist
him in carrying out the intent and puzPose of this c3~apter.
11.09.050 Warrants far adult ciaoeaing guards.
Adult C~nssing Caxsis normally are assigned where official supervision
of elementary sc3yool pedestrians is desizable while they cross a public
~9~aY an the "S~J4~~ Route to school," and at lest 40 elementary
school pedestrians for each of any tx~o hours daily use the cirossing while
going to ar froQ sdwol. Adult atroesing guards may be warranted urxier the
following conditions.
1. At uncontrolled crossincJs wheria there is no alternate controlled
crossiTg within 600 feet; and
a. ~ urban azeas where the vehicular traffic volume exceeds
350 in each o! any two daily hours during which 40 ar more
school pedestrians Cress while going to ar frrm school: ar

b. In rural areas whore the vehicular traffic volume a:ar.+eeds
300 in each oP any two daily hours daring whic3i 30 ar mor+e
school pedestxiana c=uss while going to ar try sc3:ool.
Shcerlev~er the critical appr+aach speed e:ooeeds 40 mph, the
warzants far rural areas should be applied.
2. At stop sic~i controlled crossings:
a. Where the vehicular traffic volume a1 undivided highways of

when the sc3:oo1 pedestrians are going to ar fr+Qa school.
3. At traffic signal-~ooa:tzolled cressitx~s:
a. Where the number of vehicular turning mavenersts through the
sc3wol crosswalk e:aceeds 300 per has while sd:ool
pedestrians are doing to ar Pzrm school.
b. Whore there are cir~tanoes not normally present at a
signalized intersection, such as crosectalla~ more than 80
feet long with no intermediate refuge, or an ab¢~oraially high
p¢nportian of large cial vehicles.
11.09.060 Obedier~oe to adult cLroesiilg guards.
It is unlawful far any pessan to disobey the traffic directions of a
person appointed ar sutharized by the City oP Q:pertino to regulate
traffic pursuant tD Section 11.09.050 when suc3i appointee is wearing an
official insignia issued by the City and is acting in the course of
his/her appointed duty.
11.09.090 ViolatiarPenalty.
Any person, Firm ar oarparaticn violating any prwiaicn of this
chapter shall be deemed guilty oP an infraction, and upon oonvicfiioat
thereof, shall be punished as prwi,ded in Q~apter 1.12 of this Code.
