Rhe City Cat~cil finds and determines as follows:
A. Loral reservoix Water storage in and araud Santa Clara Cumty is
depleted, as determined by the Santa Clara Valley Water District; and
B. c~+aadwater praductien must remain in relative balance with redsarge
h~ year to year in order to pmt o~ex+draftirq of the aquifers, with
associated loss of long teen storage and possible infrastruct<se damage;
and
C. Santa Clara County may be entering its fifth year of below average
rainfall, and there are insulficient local and iagozted water resoimoes
to meet the aurpstt std anticipated demand; and
D. Zhe Santa Clara Valley Water District and the Cupertino Water Utility
anticipate a reed !or an area-wide effort to rec~~oe water oore~mptirn.

As used in this chaptez:
A. "Customer" means any person who pays Pcs service to the Q~ertino
!laiicipal Water Utility.
B. "pierscvt" means any individual, firm, partr~ret~ip,
association,oarparation, trust, governmental body ar other aa~ganization
or entity.
C. "Water" means potable water.
D. "Plater Pt+ovider" means Q~ertino !lmicipal Water Utility, California

~e following water uses shall be prohibited throtx~out`the City until suds
time as a declaration is officially made by the Santa Clara Valley water
District that a draught condition no lax~er exists withitf Santa Clain Oamty:
A. No person shall waste watFx, including, but not limited'to flooding or
runoff on sidewalks ar gaffe=s.
B. No pa=wn shall use water far cleaning of sidewalks, driveways, patios,
parking lots, ar outer paved ~ hard surfaces.
C. !b pertaan shall use water thtwgh a hose far washing moto¢' vehicles ar
rera~eatian vehicles ar other types of vehicles without a positive automatic
shutda,m valve rn the outlet end of the hose.
D. No person shall use water to operate deanrative fa~mtains.
E. No person shall use later far oonetxuctian gn~toses (reclaimed/recycled is
available far this use).
F. No person shall waste water t?u:+o:r~h the tm-repair of delectivie plumbing,
sprinlcter watering cr irrigation systems.
G. No person shall use water to irrigate landscaping during daylight hours.
H. No restaurant shall serve water unless specifically requested by a atst®er.
I. No person shall use water to flush water hydrants eta~ept where required for
public health ar safety.
J. No person shall use water far single pass oooli.ng process far new building

K. No chaining and/ar refilling of swimming pools, emaoept. where requiti+ed far
health or safety z~easarts. Topping off of pools to makeup far evaporation
lasses is allowed.
L. No potable cpxxudwater to be used from private wells far last cortttol,
consolidation of baddill, ar far the sole psapose of irrigating

M. watering at golf ceases to ba limited to tees, larding areas, and greens.
N. Large water users will ba required to perform water. audits at their
facilities. cities have to decide what constitutes a large user.
O. No new i*,Rrattatian of plants, shrubs, lawns ar other graving. things m new

be required by the sty to guarantee the irtstallatian of plant materials
