]1.29.030 Definitirns.
As used in this c3~apter, the follawi~ terms shall have the meanings set
forth in this section:
A. "O~ial vehicle" means any vehicle ar part thereof required to be
registar~ed under the State of California Vehicle Oode, whidr; is used or
mairrtair+~ far the tran~sportatian of persons far hire, argrensation ar profit,
ar desisy~fed, used ar maintained primarily for the transportation of property,
Pns-~rx~er vehicles.
B. "Mobile bane" means a vehicle, other than a motar vehicle,. designed or
used as semipermanent horsing far human habitation, for carrying Persons and
property on its own stnxkase and far being drawn by a motor vehicle, including
a trailer coach.
C, "Mobile bane park" Mans any area ar tract of lard where lots are sold,
rented ar held out far rem to one ar more owners ar users of mobile banes,
excluding travel trailers, far the ptu.'pose of permanent ar semipermanent
housing.
D. Tb "park" means tv starri ar leave standing any vehicle, whether
ooarpied ar not, otherwise than temporarily for the purpose of and while
actually engaged in the loading ar unloading of passengers ar materials.
E. "Rnb11c street's" means all streets, highways, lanes Places, avenues and
portions thereof, including extensions in length and width, which have been
dedicated by the owners thereof to public use, acquired for public use, or in
whidi a public easement exists.
F. "Vehicles" means any bast, bus, trailer, motor hare, van, bartper
(whether ar not attac3~ed to a pickup ar other vehicle), camp trailer, mobile
bane, motm^cycle, aukanobile, tnxdc, pickup, airplane, haul trailer, truck
tractor, txtxic trailer ar utility trailer, or parts thereof, ar any device by
which arty persm ar pmoperty may be propelled, mgvwd ar drawn upon a public
street, exxpting a device moved exclusively by human power.
11.29.040 Asgtilatiais.
A. Vehicles Permtitted in Residential Zones.
i. Front or Street Side Setbaclt Area. Vehicles are permitted to ba placed,
kept ar parked in a front ar street side yard setback area.ar within twelve
feet of a public right-of-way in a rear yard area, subject to the following
restrictions:
a. A maxim~an of four vehicles are permitted on a lot in a Rl, RFiS, or
Al-47 single family deta~ed residential zone; a greater number of
vehicles may be permitted if they are ocnpletely enclosed within legal
stzvctures, except four vehicles may be parked outside a legal
structure. Zn all other residential zones, the number of Vehicles
allowed is approved try the City in conjunction with a development plan.
F1or purposes of counting vehicles, a carper mounted on a pickup truc3c is
considered one vehicle, and other similarly vertically stacked
oat~ronenta which belong together shall be counted as a single vehicle.
iiori.zontal groupings shall be counted as two vehicles.
b. Arty open vehicle ccntainirg trash ar debris is not permitted.
c. Arty a,~ercial vehicle with a manufacturer's gross Vehicle weight
rating of ten tharsand (10,000) pounds or more, ar has a total
oanbinatien of molar truck, truck tractor and/ar trailers that ercoeeds
sixty (60) fast in length is not pexZaitted.
d. No pardon of any vehicle may overhang any public right-of-way.
e. All vehicles Host be parked on an inQervious surface oatsistirg of
concrete, asphalt ar other lilts materials. Said irnpervious surfaces may
not exaaed fifty percent of the front setback area, unless a greater
area is approved by the City in conjunction with a develognent plan.
f. All vehicles must be currently registered, where registration is
recgtired far legal operation, and in good operating condition.
2. Area outside of FYortt of Street Side Setback Area. Vehicles are
permitted to be placed, kept ar parked in arty yard area, excluding those yard
areas regulated by paragraph (1) of subsection (A) of this section, provided a
three-foot minimnn clearance is maintained to any stxvctures.
3. Parking Within Structures. Vehicles are permitted to be placed, kept. or
parked in any legal stxucttse, provided that rro more than one required enclosed
parking space is oowpied by a vehicle Trot ppable of being propelled under its
own power.
4. Non Self-Propelled Vehicles. A maximmi of two vehicles not capable of
being propelled urxier their own power are permitted to be placed, kept or
parked outside a legal structure.
5. Liv~i~s~gy.~e~r Sleeping Quarters. No veYricle shall be used for living or
sleeping quart.~+.rs, eXOeQt a9 permitted below:
a. Vehicles located in a mobile hams park and used consistent with any City
Regulatiens applicable to mobile bane parks:
b. Trailers, canpers ar rec:reational Vehicles may be used by a bona fide
guest of a City resident far a period not to exceed seventy-two hours where the
trailer, camper ar recreational vehicle is located on such resident's property.
6. Mobile Heroes. Mobile hangs, excluding travel trailers, are not
permitted within the residential zones of the City, except in a mobile bane
park or as provided by State law.
7. ~trvction Trailers. Trailers used far tettgorary offices or storage on
construction projects may be allowed only on the prior issuance of a permit try
the City Building Department based upon the receipt of satisfactory information
that the use is in oaoQliarrce with the conditions of this cdiapter.
B. Vehicles Permitted in Nonresidential Zones.
i. Parking must be Consistent with Allowed Uses 1n Zane. It ^,twll be

or mnirrr,.ir,crl any vehicle upon any lot, piece or parcel of land within the
nonresidential zones of the City, e~aoept for storage, sale ar business use as
permitted in suds zones.
2. Gbnstnu:tion Trailers. Trailers used far temporary offices on
oeastruction projects may be allowed only on the prior issuance of a permit by
the City Huildirq Departtt~rt based upon the receipt of satisfactc~y information
that the use 18 in oonplianoe with the oorditiartis of this drapter.
C. Loading aryl Unloading and Utility Vehicles. The provisions of this
c3~apter shell not.. apply to active loading ar unloading of any Vehicle, or to
any public service ar utility oonpany vehicle while in the perfornr~iee of
service ar maintenance wank.
D. Parking on Vacant Lots. No vehicle may be parked, k,~t or stored upon
arty vacant ar Lmimpraved parcel within the City.
11.29.060 Palnltie6.
Any person, firn or oorporatiern violating•any_provisian of .this chapter
shall be deemed guilty of an infraction and upon oanvictic~n thereof shall be
punished as pmot-ided in Chapter 1.12.
11.29.060 9eveability Clau9e.
If arry section, subsection, sentence, clause ar phrase of this chapter is
for any reason held to be unoonstitutianal, such decision shall not affect the
validity of the regaining portions of this d~apter. The City Council hereby
declares that it would have passed the ordinance codified in this chapter, and
each section, subsectien, sentence, clause ar phra.'re thereof, in-espective of
the fact that any one ar mare sectiertis, subsections, sentences, clauses or
phrases be declared iunca~atitutional.
