FAC 01-28-03 OF CUPi:I TINO APPROVED MINUTES FINE ARTS COMMISSION Regular Meeting January 28, 2003 CALL TO ORDER At 7:45 p.m. Chairperson Hema Kundargi called the meeting to order in Conference Room A, 10300 Torre Avenue, Cupertino, and led the pledge of allegiance. ROLL CALL Present: Chairperson Hema Kundargi, and Commissioners Janet Mohr, Nancy Canter, Shirley Lin- Kinoshita, Rita Young (7:50 pm.) and City Clerk Kimberly Smith. Commissioners absent: Carl Orr and Barbara Phelps (resigned). Terry Green - Senior Architect for the City of Cupertino, Diana Argabrite - Representative from the Euphrat Museum. APPROVAL OF MINUTES Minutes of the regular adjourned meeting of October 22 and the regular adjourned meeting of Nov. 21, 2002. Nancy Kanter moved for approval, Hema Kundargi seconded the motion. Motion carried unanimously, with Commissioners Rita Young, Carl Orr, and Barbara Phelps absent. ITEMS TAKEN OUT OF ORDER 12. 11. Consider staffing information booths · Euphrat Family Day interim program in April · 2003 Art and Wine Festival July 19-20 Diane Argabrite reported that the Euphrat Museum would not be able to fund the entire cost of Family Day. The commission should seek alternatives such as conducting an event at the De Anza Flea Market on the first Saturday in April. This event would include information booths containing brochures on the Fine Arts Commission, the Euphrat Museum, and hands-on exhibits. The theme will involve indigenous plants and animals and will be referred to as "Stevens Creek Naturally". Shirley Lin-Kinoshita and Kimberly Smith will meet to create an informational brochure. Status of City Center Park and sculpture Terry Green, Senior Architect, presented a power point presentation on City Center Park and the new sculpture. He pointed out areas of public parking, landscaping, the location of the art fountains and lighting, and some possible layouts for special events such as a Farmer's Market. The commissioner's agreed that they would like to visit the artist during fabrication and would like to see a sample of the lights to be installed in the ground. Also, they would like the artist to create an identifying sign or marker for the sculpture titled "perspectives". January 28, 2003 Cupertino Fine Arts Commission Page 2 ELECTION OF OFFICERS 2. Election of chairperson and vice chairperson Item continued to next meeting. ORAL COMMUNICATIONS - None WRITTEN COMMUNICATIONS 3. Sound-off cards and staff responses regarding sculpture at Quinlan Community Center 4. Letter from Monta Vista High School telling of delay in mural project 5. Letter from City Attorney regarding financial conflicts of interest and closed sessions 6. Thank-you letter from grant recipient Judy Gregory 6a. Resignation letter from Barbara Phelps The commission reviewed the written communication. COMMISSIONER AND LIAISON REPORTS 7. Monthly meeting with Mayor Chang (3rd Tuesday at 5 p.m.) · Report from December and January meetings · Select commissioner to attend February 19 meeting Barbara Phelps did not report on the December meeting, she has resigned from the commission. Hema Kundargi reported that she didn't attend the January meeting. Janet Mohr will attend the February 18th meeting. UNFINISHED BUSINESS 8. Fine Arts grant - high school category · Review of application package designed for students · Determine next steps in process (distribution, future deadlines, etc.) Janet Mohr will schedule a follow-up meeting with the teens and Kimberly Smith will update the application package. Public art loan policy & agreements · City Attorney reviewed the form of documents · Commission determines whether to adopt or amend The Commission adopted the policy and agreements as amended. Nancy Kanter moved for approval, Hema Kundargi seconded the motion. Motion carried unanimously, with Commissioners Rita Young, Carl Orr, and Barbara Phelps absent. Review the previously adopted General Guidelines for Selecting Public Art to consider adding a section regarding the acceptance or de-accessioning of gifts or loans. Item continued to the next meeting - Nancy Kanter will provide proposed wording. NEW BUSINESS Items 11 and 12 taken out of order. STAFF REPORTS 13. Committee Roster (information item) The Commission received the document. 14. Children's art on construction fence at Cupertino library. The city clerk informed the commission about the artwork that will be displayed on the construction fence surrounding the library. The city has purchased supplies and made them available to local schools. City staff will mount the artwork from the schools. 15. Accomplishments The city clerk reviewed the list of accomplishment to be shared at the commissioner's dinner and the commissioner's offered additional suggestions. The accomplishments include: · Teen art grants · Information booth at the Art and Wine Festival · Assist with a booth on "Family Day" · Student art exhibition · Art in public places - adopted criteria/accepted loan of torque · Investigate loan program · Distinguish artist award · Pursuing interest in one percent for art program NEWS ARTICLES - None ADJOURNMENT At 10:00 p.m. the meeting was adjourned.
