FAC 07-03-02APPROVED MINUTES FiNE ARTS COMMISSION Regular Meeting July 23, 2002 CALL TO ORDER At 7:35 p.m., Chairperson Hema Kundargi called the meeting to order in Conference Room A, Cupertino City hall, 10300 Torre Avenue. ROLL CALL Present: Chairperson Hema Kundargi, Commissioners Nancy Canter, Shirley Lin Kinoshita, Janet Mohr, Carl Orr, Barbara Phelps (7:39 p.m.), Rita Young, City Clerk Kimberly Smith APPROVAL OF MINUTES Young moved to approve the minutes of the regular meeting of June 25, 2002. Orr seconded and motion passed unanimously with Phelps absent. COMMISSIONER AND LIAISON REPORTS Phelps reported on the June breakfast. Mohr will attend the Mayor's breakfast in August. Phelps also reported on an art meeting she attended in Sacramento. She reviewed several options other cities use to obtain more public art. WRITTEN COMMUNICATIONS City Clerk reported on an e-mail she received from Mayor Lowenthal regarding a citizen suggestion to have a student art competition. Lin Kinoshita, Mohr and Young formed an ad hoc committee to research the feasibility of amending the existing Fine Arts Grant program to earmark funds for high school age students. City Clerk will notify the mayor that the commission is researching the subject. NEW BUSINESS A. Consider cancellation of the August 27 meeting. Commissioners concurred to cancel the meeting. B. Free Shakespeare in the Park. City Clerk reported that a reception will be held on August 10 and all commissioners are invited to attend. Kundargi will make the presentation to the Distinguished Artist of the Year prior to the performance. July 23, 2002 Fine Arts Commission Page 2 Consider special recognition letter or award for assistance to the Fine Arts Commission. The commission discussed various forms of recognition for Diana Argabrite and decided upon a certificate, to be signed by all of the commissioners. Mohr will provide the text for the certificate to the City Clerk, and Canter will present it to Argabrite on behalf of the commission. D. Loan of sculpture "Torque". City Clerk reported that the agreement has been sent to the artist and that a location was selected at the Quinlan Center for the sculpture. The commission decided to have a dedication ceremony when the art is installed. City Clerk will notify the commission when the contract has been signed by the artist and an installation date chosen. E. Consider art competition project. City Clerk explained that the city often has visitors from other countries touring the city, and is considering appropriate gifts for visiting dignitaries. The commission suggested a "call for art" process, with the commission serving as judges along with staff. The city would then have the opportunity to purchase the original art or graphic along with reproduction rights. F. Public art loan policy. City Clerk reported that the loan policy and right of entry documents have not been updated since 1989. She asked the commission to review the documents and provide any revisions they feel are needed at the next meeting. 7.
