CC 01-16-98 MINUTES Cupertino City Council Regular Adjourned Meeting Jan, a_ry 16, 1998 ROLL CALL At 8:45 a.m., Mayor Chang called the meeting to order at the Blackbeny Farm Retreat Center, 21975 Sau Fernando Avenue, Cupertino, California. City Council members present: Mayor Michael Chang, Vice-Mayor Wally Dean, Councilmembers Don Burnett, Sandy James, and John Statton. Council members absent: None. Staff present: City Manager Don Brown, C. CJreg Wright, facilitator. ORAL COMMUNICATIONS - None NEW BUSINESS 1. Team building exercise conducted. 2. City Manager gave an overview of the organization. 3. City Manager reviewed the status of 1997/98 City Council Goals Report. 4. Council members developed draft goals for 1998/99 (attached). CLOSED SESSION At 4:15 p.m. Council recessed to a closed session pursuant to Govt. Code Sec. 54957.6, labor negotiations, in order to conduct a personnel evaluation of the city manager. At 5:30 p.m. Council reconvened. No action was taken. ADJOURNMENT At 5:30 p.m. Council adjourned to Tuesday, Jan. 20, 1998, at 6:45 p.m. (Jan. 19 is a holiday in recognition of Dr. Martin Luther King). - City Manager Jannsry 16, 1998 Cupertino City Council Attachment Page 1 Draft 98/99 Goals 1. Library expansion or build a new one decision (FY'97) - What other non-traditional needs can we meet - Begin design & conslruction in '98-'99 2. Senior Center - Decide by end of '97-'98 and begin expansion in '98-'99 *** 3. Get a Teen Task Force up and running ** 4. Continue to grow neighborhood lines/diversity initiative - Reflect in council, committees, staff 5. Alternate use for Sport Center vacancy (potential) * 6. Widen Stevens Creek Canyon Road *** 7. Look at Sheriff contract for possible additions/enhancements 8. Review/evaluate Code Enforcement program: - Clear about what they are doing vs. what we expect **** 9. Evaluate feasibility of Rails to Trails idea - * 10. Evaluate/coordinate Sheriff activity with neighborhood safety programs ** 11. Explore "push" computer tech idea ** 12. Evaluate residential building floor area - lot size ratios * 13. Ensure that we have a strong senior staff transition plan & have dialogue about it ongoing **** 14. Begin dialogue with schools about kid transportation to and t~om schools safely ** 15. Look at addressing needs of growing senior population - who have English as second language. * 16. Standardize Stevens Creek - median ground cover - sidewalk near Foothill - dirt lot at hotel site - Hoo Hoo Hill landscaping ** 17. Continue on course to annex county pockets - Monta Vista (done) - Garden Gate - Rancho Rinconada *** 18. Vallco proactive with Jacobs Group have a clear negotiation strategy/team for development contract 19. Evaluate future of Sister City programs 20. Address issues with post office ** 21.
