CC 07-08-99 MINUTES CUPERTINO CITY COUNCIL Regular Adjourned Meeting Thursday, July 8, 1999 12:30 p.m. CALL TO ORDER At 12:40 p.m. Mayor Dean called the meeting to order in the Blackberry Farm Retreat Center, 21975 San Fernando Avenue, Cupertino. ROLL CALL City Council members present: Mayor Wally Dean, Vice-Mayor John Statton, and Council members Don BurneR, and Sandra James. Michael Chang arrived at 12:50 p.m. Council members absent: None. Staff present: City Manager Don Bwwn, Community Development Director Bob Cowan, Public Works Director Bert Viskovich, Administrative Services Director, Carol Atwood. ORAL COMMUNICATIONS - None NEW BUSINESS 1. Lunch with Sheriff Laurie Smith/Captain Wilson regarding general discussion on law enforcement in Cupertino. Sheriff Smith described the top three issues in Cupertino as traffic, juvenile crime and burglary. The addition of dedicated detectives to Cupertino during 99/00 will be used as a pilot to try to have more direct impact on juvenile crime and burglary. She said this fits in nicely with her belief in a greater emphasis on community based policing. 2. Presentation and discussion of Compaq Computer suggestions regarding development ideas for Stevens Creek Boulevard property. Present from Compaq Computer were Keith Diaz, Vicki Irwin, Linda Law, Sandy Sloan and Greg Randall. Mr. Diaz described the background of Compaq and the company's desire to make Cupertino one of it's "Three Centers of Excellence" for future growth. The future development of the Stevens Creek Blvd. property is consistent with this goal. He also described Compaq's community support activities in Santa Clara County. Linda Law said that Compaq is supportive of a people-friendly development of mixed uses (office, hotel, residential and retail) with an emphasis on pathways and connections to the community. It should be understood that Compaq's primary need is for additional office space and that this would be the key element of their development proposal. - Page 2 ~uperllno City Council Iuly fl, 1~ Council members gave their individual comments on what they would like to see as a part of the overall development: Michael Chang: Since Cupertino does not have a downtown, some kind of community focal point opportunity should be included. Wally Dean: It's o.k. to build office space, with some service retail. However, some kind of significant sales tax return to the city should be included. Sandra James: Walkways, pathways, and bicycle connections should be integrated into the project. There is a need for meeting/confe~eiice facilities. Office space development is alright with some service retail and consideration of housing. Making the creek an amenity would be a plus. John Statton: The entire Compaq property south of Hwy. 280 should be master planned including the existing buildings on the site. He would prefer a "charette" process where the community and council could take part in the planning process. He would prefer more emphasis on retail, with an emphasis on the higher end that would not compete with Vallco Mall. He would like to see integration of different kind of land use, both vertically and horizontally and indicated that there would be more flexibility on the total amount of square feet if the total design met his criteria. Don Burnett: Around 500,000 sq. i~. total would be acceptable. Housing is a high need with higher density possible. The creek should be opened up and be made an amenity to the project and the city. Existing General Plan height and set-back requirements should be adhered to. Heavy landscaping is a must. Revenue return to the city is important. It was agreed that Compaq should take the council comments into consideration as they develop the preliminary plans for the site. Another study session would be a good way of reviewing Compaq's initial plans and to get early feedback from the council members prior to filing an application for development. ADJOURNMENT At 3:20 p.m. the meeting adjourned to Monday, July 19, 1999, in Conference Room C/D of City Hall for a joint meeting with the Planning Commission regarding the creation of a redevelopment agency in the city of Cupertino.
