Application: Applicant: Location: ASA-2003-01 Li-Sheng Fu (Lee residence) 10588 - 10590 Santa Lucia Road 2 Design Review Committee July 2, 2003 Architectural Site Approval for a new two-story, 4,197 square foot duplex in the R2 Zoning District. Design Review Committee decision final unless appealed Continued from June 4, 2003 Staff Presentation: Peter Gilli, Senior Planner, briefly explained that this item was continued from the June 4, 2003 meeting with the direction of reducing the floor area of the new duplex to 45% and reduce the second story to 45% of the first story. The applicant has made those changes and staff recommends approval of the design. Mr. Gilli suggested approving a Minute Order to the Planning Commission requesting an initiation of code amendment to define what constitutes a duplex. Taghi Saadati, Chairperson, asked if a Minute Order was passed, would it set precedence or would it be possible that a single-family residence could be built in a duplex zone. Mr. Gilli explained that the findings state that this particular duplex is compatible with the neighborhood and if the same case came up in a duplex zone, it would be a different neighborhood that the duplex would have to be compatible with. It should not set a precedent, although it could cause an applicant to think there is a precedent. Mr. Saadati asked if the Minute Order was necessary. Mr. Gilli stated that it is necessary only if there was a concern about a future duplex that looks like a single- family residence in a duplex neighborhood. Mr. Saadati felt that it was not necessary. However, he suggested that this should be brought to the Planning Commission's attention. Gilbert Wong, Commissioner agreed. Mr. Gilli stated that by approving a Minute Order, the Planning Commission could speak on the matter. Mr. Wong was concerned about staff time in reviewing an R2 code amendment. Currently, R1 is being reviewed and the preference is to finish the R1 review before an R2 review. Mr. Gilli stated that the Minute Order would not request a full review of R2, but just an initiation of a code amendment to define what constitutes a duplex. The approved Minute Order would not affect the current application. Mr. Wong asked which area of the duplex was reduced by 5%. Mr. Gilli explained that he thought it was the back of the duplex and the removal of one bedroom. However, he suggested that the applicant could provide more details. Mr. Wong also asked if the rear privacy protection was satisfied with the addition of trees. Mr. Gilli answered yes. Mr. Wong understood that the front design of the duplex was excellent and asked if the back design was similar. Mr. Gilli stated that the back of the duplex still appeared somewhat massive, but acceptable. Mr. Wong appreciated that the applicant worked with staff on all of the changes and supports the project. However, Mr. Wong did not want to approve a Minute Order at this time. 3 Design Review Committee July 2, 2003 Mr. Saadati asked if the applicant put a trellis in the back of the duplex, would it reduce the massing. (for Sobrato Development Co.) 19310 & 19320 Pruneridge Avenue Architectural Site Approval for exterior changes to entries on two existing office buildings.. Design Review Committee decision final unless appealed Staff Presentation: Ciddy Wordell, City Planner, briefly described the project. One entry is to a two-story with an atrium feel with glass and the other entry is a change in the one-story wall plane. The landscaping changes include pavers, new trees around perimeter and throughout the site. The applicant has a preferred color scheme. However, the condition of approval is allowing the applicant to consider two other color schemes at their choice. Staff recommends approval. Mr. Wong asked about the green building issues with the glass enclosure, including sunlight and heat loss. Jim Fulton (ARC TEC, Inc.), applicant, explained that he worked with an energy compliance company that did Title 24 calculations for the entire building. Title 24 will be submitted when applying for a building permit. Mr. Wong asked about the different color selections. Ms. Wordell explained that staff did not have a problem with the applicant having options. All of the schemes are acceptable.
