Per the City's memorandum, seismic design parameters were developed in accordance with the design procedures presented in the 1997 version of the Uniform Building Code (UBC). The seismic design parameters presented in our August 8 letter were based on an earthquake occurring on the San Andreas fault, located about 4 miles southwest of the site. We subsequently evaluated the near-source factors per the 1997 UBC based on an earthquake occurring on the Morita Vista fault, located about 600 to 1,400 feet southwest of the site. The Morita Vista fault(with magnitude of 6.8 and slip rate of 0.4 mm/year, as recently posted by CDMG) should be considered as Type B as defined in Table 16-U of the 1997 UBC. Near-source factors Na=1.3 (per Table 16-S) and Nv=1.6(per Table 16- T) were obtained for the site with respect to the Monta Vista fault. By comparison, the San Andreas fault should be considered as a Type A fault, with near-source factors Na 1.14 and Nv=1.48. We note that the return period for a 6.8-magnitude earthquake on the M6nta:Vista fault is estimated to be about 2,410 years. We also performed probabilistic seismic analyses for the residential site using the site geological information and subsurface soil conditions contained in our December 31, 1997 report. Contributions from six active or potentially active faults (Calaveras, Hayward, Morita Vista, San Andreas, San Gregorio, and Sargent-Berrocal faults)were considered in the analyses. Our analyses indicated that the site will have a mean peak ground acceleration (PGA)of about 0.25g, corresponding to a seismic event with a 100-year return period. The ground surface shaking data presented in our geotechnical investigation for the adjacent water tank was based on earthquake events with return periods of 475 years and 949 years, respectively. In consideration of the nature of the proposed residential structures, it is our opinion that (1) designing the residential structures for 475- and 949-year return periods is overly conservative, and (2) the City's currently adopted building code for residential structures is appropriate for the subject project. In addition, it appears that 1997 UBC criteria for seismic shaking was not provided to the structural engineer. During the August 28, 1998, and September 1, 1998 meetings with the City, Project Geotechnical Engineer, and City Geologist, it was decided that the Project Geotechnical Engineer would provide a revised seismic shaking value to the City for review by the City Geologist. This seismic shaking value would be based on an average of the referenced, author's attenuation relationships for probabilistic seismic analyses of either the San Andreas or the Monta Vista faults. The seismic shaking value selected would be the larger of the two averages. This seismic shaking value would then be considered along with 1997 UBC base shear values and a suitable value would be incorporated into the project design by the Project Structural Engineer. In addition, we examined the trees and the building footprints in the field and discussed drainage considerations. It •J� was determined that subdrains could be installed to carry water away from the low areas. I authorize placing uncompacted fill in the low area north of tree #432 to raise the grade enough to create adequate fall from the drain inlet to the street. No fill should be placed within 4' of the tree trunk. The affected oak trees (#430, 431, 432) are young and vigorous. The impacts to the trees expected for grading and soil preparation are less than what would be imposed if the trees were transplanted. Given the age, size and health of the trees, I expect the trees to survive the impacts and adapt quickly to the new landscape.
