CALL TO ORDER At 7:06 p.m. Chairman Robert Harrison called the meeting to order and led the Pledge of Allegiance. ROLL CALL Present: Chairman Robert Harrison, and Commissioners Nancy Canter, Jessi Kaur, Michael Harkin. Absent K.C. Chandratreya. Staff present: City Clerk Kimberly Smith. APPROVAL OF MINUTES 1. Kaur moved to approve the minutes of October 23, 2007. Canter seconded and motion passed unanimously with Chandratreya absent. PRESENTATIONS ORAL COMMUNICATIONS WRITTEN COMMUNICATIONS 2. The City Clerk reported that the Euphrat Museum of Art provided an end-of--year report for the Commission's review. City Clerk also distributed a binder which included all the public art projects for which the Fine Arts Commission is responsible. UNFINISHED BUSINESS 3. Preparation of aPercent-for-Art ordinance and "developer's guidelines" document - ad hoc committee Jessi Kaur and K.C. Chandratreya. K.C. Chandratreya was not able to attend. The Commission requested that they receive a digital draft of the ordinance. City Clerk will contact Chandratreya and distribute the draft to the Commission. 4. Update on kinetic bird sculpture by Jason Paul Bennett, public art to be installed at Cupertino Landing (Sandhill Property Company), 10495 N. DeAnza Blvd. The Commission concurred to place the sculpture on the new location closer to the low wall. City Clerk will forward the Commission's request for a plaque with sculpture name, artist name, and year. The Commission also preferred that the plaque contain history of the name and type of materials used. 5. Discussion of sculpture garden and/or sculpture locations in community -update from Michael Harkin Harkin handed out a first draft. City Clerk will remind all Commissioners before the February meeting so they have an opportunity to tour sites under discussion. December 11, 2007 Cupertino Fine Arts Commission Page 2 6. Discussion regarding selection criteria for Distinguished Artists, and identify new filing deadlines so that awards can be given during CREST ceremony (Cupertino Recognizes Extra Steps Taken) - ad hoc committee Harrison and Kaur. The Commission was interested in coordinating the award with Fine Arts Week on the first Friday in October. The Commission also agreed that the CREST event was not the best option. Canter will replace Kaur on the subcommittee so that Canter and Harrison can meet with DeAnza College. The Commission is corisidering Euphrat Museum as a host for the event. Canter will work on improvements to the application, including criteria, and add a new category of emerging artist and Kaur will prepare news stories later. Harrison will contact FALC and Euphrat to request their involvement in the project. It was agreed that the budget request should be $500 for Distinguished Artist, $500 for Emerging Artist, $4000 for Euphrat, and possibly a budget for the Fine Arts Week event -working title "Arts' Day Night" Follow-up on Veterans' Memorial dedication event held on November 11. Commissioners who attended noted that the event was very moving, and well attended by the community. NEW BUSINESS STAFF REPORTS 8. Review current ad hoc committee list City Clerk reviewed the ad hoc committee. COMMISSIONER REPORTS Arts-related news updates from Commissioners 10. New schedule for Mayor's meeting with commissions City Clerk reported that Dolly Sandoval is the new mayor and that a new meeting schedule has not yet been finalized. NEWS ARTICLES 11.
