08-038, Markkula Ctr., building public confidence T~~ff PrnnOCSI , City of Cupertino "Building Public Confidence" April 29, 2008 Presented by Judy Nadler Senior Fellow in Government Ethics Markkula Center for Applied Ethics Santa Clara University Goal: To introduce the mayor, city council, and city lea.dership team to critical issues and national trends in government ethics. To engage in an interactive discussion about strengthening and maintaining a culture and practice of ethics which focuses on policies and actions that enhance effective decision-making and build and strengthen public confidence. Format: Two-hour workshop Apri129, 2008 which would include mayor, city council, and members of the leadership team. Materials: In addition to the results of background research, the Ethics Center will also provide "A Framework for Ethical Decision Making", case studies illustrating key issues faeing the City, and best practices in governance. Faculty: Judy Nadler, Senior Fellow in Government Ethics, Markkula Center for Applied Ethics, and adjunct faculty, department of politicai science, Santa Clara University. Ms. Nadler's experience in government has spanned 25 years, serving as councilmember and mayor in the City of Santa. Glara. She has served as a member of the League of California Cities Ethics Education Task Force, the City of San Jose Sunshine Reform Task Force and has been a featured speaker on ethics before the League of California Cities, U. S. Conference of Mayors, the National Institute of Justice, and the National Fire Academy. She is the director of "Ethics and the Public's Business," a program for newly elected officials and "Ethics and Leadership Camg for Puhlic Officials," a summer worksl~op for mayors, council members, city managers, ethics commissioners and others. Draft Proposa.l for City of Cupertino Page 2 Scope of Work: The Markkula Center for Applied Ethics will conduct research on the City of Cupertino, conduct interviews with appropriate elected and appointed officiats, as needed; develop the workshop program; provide staffto deliver the program; and submit a written report with recommendations for ne~rt steps. The City of Cupertino will provide administrative support if needed, secure the location, arrange for a11 details associated with the meeting. The City will also provide a written outline of specific issues to be covered in the presentation. Cost: with government discount: $1,600.
