For many years I have employed my qualified, certified and licensed arborist to thin and reduce the 40+ year old "Australian Willow" (Geijera parviflora) in front of my property, located between the curb and the sidewalk. This is done every 2 to 3 years. I started doing this when I came home from a vacation to find that the city crew had severely trimmed the tree so high that it resembled a palm tree. This is a tree whose natural form has branches hanging down, but after that trimming what little was left of the branches were short and standing upwards. Fortunately it eventually recovered from this bizarre appearance. I also keep a small notice on the tree asking that the city tree trimmers speak to the homeowner (me) before doing anything to the tree. According to the new proposed tree ordinance, I will be prohibited from pruning this tree or subject to a fine. 14.12.080 Prohibited Acts It is unlawful and it is prohibited for any person other than the City ManagerTree/Right of Way Supervisor or his duly authorized agent or deputy to/her designee, for any person to engage in, cause or allow any of the following acts: A. Plant, trim or cause to be planted,trimmed or removed any pubic tree. Am I correct in understanding that the trimming prohibition applies to superior technique according to the best practices of a professional, licensed and certified arborist? Also, I was planning to remove some of the dead branches that have accumulated since its last trimming myself(I have a long-handled branch trimmer). Am I subject to penalty if I do this? I would be happy to relinquish the large expenditures that I have spent on the trimming of this tree over the years if I could be assured that the city will be able to do a professional job that retains the natural form of the tree. On another subject, the master list of tree species to be used for new planting does not include a single local native tree species! There are many good reasons for preferring native trees, and a few of them are appropriate for some street locations. Our City Forest lists some natives to be considered for street trees (http://www.ourcityforest.org/index.php?option=com content&view=article&id=125:streettreeshtml&catid=36: basics&Itemid=219). There are highly knowledgeable landscape designers specializing in native plants who could advise you on what native trees could be added to the master tree list. I recommend that you look into expanding the master tree list to include those California native trees that have the appropriate characteristics to qualify as a street tree.
