For the budget years 2010 and 2011, the Council generously granted the historical society $5,000 each year to help support our museum exhibits and other programs dedicated to preserving and illuminating Cupertino's historic past. While what we really would like is for support from the C ity to help us hire an executive director, any level of support would be greatly appreciated and help us to "keep the doors open". Thank you for your consideration. This will allow more extensive and useful collaboration with the City of Cupertino and enhance KMVT's existing activities with the City. Our Commission would be happy to review such a proposal and work with KMVT to ensure maximal benefit to Cupertino. Peter Friedland Chair, TICC 1 Cc 5130 /tom. 41201F Silicon Valley Community Media Sh1Ney Wolfe Executive Director KMVT Community Television 1400 Terra Bella Ave, Suite M Mountain View, CA 94043 Dear Mayor&Council Members: KMVT has begun our Go Digital! Capital Campaign in efforts to raise money to upgrade our rapidly deteriorating equipment to digital and allow us to provide new services to the community. The upgrades are critical to enable KMVT to continue expansion within the communities we serve. We have estimated the cost at$500,000. Today we ask for$65,000 from the City of Cupertino to purchase a Digital Switcher. We ask for your support today so we can better serve the community on a more direct level, as endorsed by TICC. Today's support would begin bringing more unique& expansive programming to the City of Cupertino. As the City of Cupertino is going through its own current growth developments,we as your partner would like to be standing right beside you supporting the community voice. Thank you for your time. Sincerely, S. -Hey Wolfe Executive Dire• or KMVT Community Television KMVT Silicon Valley Television & Media "Go Digital!—Serving our Communities in a Digital Era" KMVT KMVT Community Television began in the 1970's and became a non-profit 501(c)(3) media center to meet the needs of the community voice in Silicon Valley. The KMVT studio, located in Mountain View, provides local television, multimedia training and professional video services to its surrounding communities—the City of Cupertino, Sunnyvale and Los Altos. KMVT cablecasts to over 100,000 viewers—and provides webcasting to all. The mission of KMVT is to provide equipment, training and air time to the residents of Silicon Valley for the purpose of building community empowerment and ensuring First Amendment expression through digital media. KMVT provides an environment that promotes positive media education, team work, hands-on experience and the opportunity to step outside one's comfort zone and take on a task that may have never felt achievable. Media and Television can feel scary and unattainable, however we provide an outlet to let individuals shine in a different light and create positive media. The Current Need KMVT is at a new and exciting time in its growth opportunities. As technological infrastructures of how individuals consume and create media are rapidly changing, it is essential for KMVT to be able to provide current training, equipment and cablecast bandwidth to our volunteers and the local community. The upgrades are critical to enable KMVT to continue expansion within the communities it serves. In addition, continuous training is necessary on current working equipment and there is an on-going need for education programs to support the youth, volunteers, local non - profits and the business communities we serve (City of Cupertino, Mountain View, Los Altos and Sunnyvale). We recognize there is a much greater need to stay technologically competitive within Silicon Valley when providing resources to our volunteers remotely and within our studio. It is very important to us to make sure we are able to satisfy the communities' needs. City of Cupertino Involvement I ask you to accept the endorsement put forth by TICC members in supporting our request to fund upgraded equipment. This is an opportunity for City of Cupertino to provide its residents a larger voice and show the community how important it is to bring the community together through technology and media. Equipment Details The benefits of a Digital Switcher purchase include: o Remote unit would leave a smaller environmental footprint—We would not have to run a multi camera shoot from a truck that is evoking fumes into the environment o Accommodate 8 cameras (compatibility with the City of Cupertino's cameras) o Provide quality graphics, power point presentations, Skype/Google video participation to audiences throughout the US o Incorporate last minute content on location o Quicker set up (currently it takes 1-2 hours before an event to set up) o Live streaming capabilities, allowing the viewer to tune in automatically during a program on any device o Record full stream, meaning an audience could be watching in another room o We would be able to deliver a completed program at the end of an event o Equipment could be incorporated into our current studio infrastructure o Ease of use for local producers, as we have individuals with all levels of skill and experience working on the equipment o High Definition signal—we currently only shoot and playback in Analog, quality would be much higher The Cost For an entire build out of our needs we have estimated it will cost half a million dollars. Knowing the cost and commitment to general:ing that kind of capital money, we have begun our Go Digital!Capital Campaign and expect to attain our goal in two years. Today we ask for$65,000 from the City of Cupertino which would support our current initiative and allow us to begin offering our new services right way. Benefit to City of Cupertino Our goal is to be able to better serve the City of Cupertino and offer expanded services. • Upgraded equipment gives us a real opportunity to integrate into the City of Cupertino System • Provide on location services to the Chamber and it members; non-profit and for profit • Provide more hands on training at Schools and educational outlets • Coverage of school events (sporting events, graduations, musicals, and local board meetings) • Provide support to local service organizations • Provide back up support to the City of Cupertino Government channel • Be able to remain technically advanced • Provide current and future studio producers more advance studio training and job skills Today's support would begin bringing the unique City of Cupertino community together. As the City of Cupertino is going through its own current growth developments, we as your partner would like to be standing right beside you supporting the community voice. Benefit to KMVT Over the years, KMVT has been looking at ways to upgrade its equipment and provide more remote services to the community with our limited resources. With new technological advances it is now possible and more attainable. In the short term, KMVT would be able to provide ongoing services: • Updated equipment to students in line with what schools are using • More direct services to local service organizations • Additional training that is intuitive to all age groups within the community from a convenience factor • Allow for more direct services to all residents Our long term goal is to provide a technologically advanced studio space that offers more resources, training and community participation through positive media and creating "video mobiles"that are dedicated to the communities we serve. Overview of KMVT services KMVT has been providing the City of Cupertino services since 2003. Our training is for anyone from the age of 10 on up. Our oldest member is 94 with our youngest producer being 15! Through our hands- on training we provide job experience that can be used in everyday life. Many producers and volunteers find KMVT a means of therapy to keep their minds active and focused. We provide media literacy and critical thinking when developing and looking at television and we promote positive messaging. KMVT Educates, Entertains and Engages community participation, bringing like minded individuals to a safe and positive environment. Each year KMVT provides: training courses to 300 individuals in Video Production & Youth Summer Camps; Live coverage of more than 120 local government meetings; 3,800 hours of non-profit programming, PSA's (Public Service Announcements) community based programs produced by volunteer access users; 90 live high school sporting events: Football, Volleyball, Basketball, Baseball, Softball, Lacrosse and Soccer; tours to over 100 scout troops looking to earn their badges; 50 produced programs by local volunteers; including the local seniors "The Better Part" who utilize KMVT weekly. KMVT and its producers have been recognized locally, regionally and nationally through the Hometown Video Awards, BACE (Bay Area Cable Excellence), WAVE Awards (Western Alliance Video Education Awards) and Telly Awards every year since 1987. f kmv Silicon Valley Media Serving the Community since 1981 www.kmvt15.org Importance of Community Television and Government programming over the airwaves: * In California, 66%of households have high speed Internet access in their homes and 34% do not. *Cupertino has over 95% internet and 75% broadband. *51% of American Adults cite television as their primary source for news and information—with over 4 hours a day spent watching television *Community Television brings issues and people together that might never ordinarily bump into each other though they live side by side. *Community Television provides locally produced content by and for the local community KMVT- Demand for Video has Never Been Greater *Cupertino has six long standing local producers with over 2100 shows and a number of occasional producers *These producers have been the recipients of multiple National and Regional video awards *KMVT provides and runs the community access channel &local community message board KMVT staff also covers: *Local League of Woman Voters * Election &debate coverage *State of the City Address *Candidate statements In 2011 KMVT Community Television provided: *Training courses to 300 individuals in Video Production *Yearly Youth Camps supporting 150 students *Live coverage of more than 120 local government meetings *3,800 hours of non-profit programming, PSA's(Public Service Announcements) and community based programs produced by volunteer access users *90 live high school sporting events: Football,Volleyball, Basketball,Baseball, Softball,Lacrosse and Soccer * 100+tours to scout troops looking to earn their merit badges *50 monthly programs produced by local volunteers Go Digital!
