Subject: Director's Minor Modification (DIR-2012-19) to allow the replacement of two
panel antennas with two new ones, the replacement of three equipment cabinets with
two new cabinets and the installation of other ancillary equipment over a period of 12
months for an existing personal wireless service facility mounted on a lattice tower
located at 10110 California Oak Way.
Chapter 19.164 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council and Planning Commission in time to allow an appeal
of the decision within fourteen calendar days.
DISCUSSION
Proposed Modifications
The applicant,Jimmy Stillman, representing Sprint, proposes to modify an existing
personal wireless service facility mounted on a PG&E lattice tower located at the Monta
Vista Electrical Substation. The facility was originally approved in 2000 (Attachment A).

This lattice tower hosts three collocated wireless facilities: one at the top of the tower
and two others located on the tower legs. The Sprint facility is the lowest of the three
with the antennas mounted at a maximum height of 28 feet. The antennas are setback
over 500 feet away from the nearest residential properties, where the minimum setback
is 75 feet.
The proposed modifications include the replacement of the following:
• Two panel antennas with two new panel antennas
• Three equipment cabinets to be replaced with two new cabinets
• Cables and the addition of RRU units behind the new antennas
The applicant desires to keep all of the old equipment in place until the new equipment
and wireless network can be tested to make sure it is functioning properly. Once the
new equipment is installed (for this site and other local sites in the network), testing can
begin and should take about one year from approval, at which time the old equipment
will be removed. The new and old antennas would be attached to a new 3-foot wide H
bracket, which would allow the new and old antennas to be mounted to the lattice
tower at the same height of 28 feet. Photosimulations of the proposed modified facility
are attached (Attachment B).
Radio Frequency (RF) Energy Considerations
The applicant has submitted an RF report for the proposed facility modification, also
taking into account the RF energy exposure from the collocated facilities on the lattice
tower (Verizon and AT&T). Test of existing ambient RF energy show no readings
above 8.44% of the federal safety standard for general population exposures at ground
level. Estimated cumulative RF exposure with the Sprint facility modification and the
existing collocated facilities are projected to be less at 4.8% of the federal exposure
standard (Attachment C).
Federal law prohibits local agencies from denying personal wireless service facilities
based on the environmental effects of RF energy exposure, if that exposure complies
with federal standards.
ACTION
In accordance with Cupertino Municipal Code Section 19.164, the Director of
Community Development deems the modification minor and approves the
modification described in the plan set titled: "Sprint/Network Vision MMBTS
Launch/Upper Monte Vista Substation/SF33XC554-D/ Lattice Tower/10110 California
Oak Way/Cupertino, CA 95014" prepared by Pacific Telecom Services, LLC, and
consisting of seven sheets labeled T-1, A-1, A-1 to A-5, last dated 4/26/12, except as
may be modified by the conditions enumerated below.

1) DEMOLITION PERMIT
Prior to the issuance of any building permits, the applicant must submit a letter
to the City acknowledging that the existing wireless equipment proposed for
removal and depicted in the approved plan set shall be removed within one year
of the date of this minor modification approval. The City reserves the right to
void this approval if the existing equipments are not removed in the specified
time frame. The applicant shall obtain a City building permit prior to the
removal of the equipment.
2) E UIPMENT STEALTHING
All new equipment and mounting hardware visible to public views shall be
painted to match the lattice tower.
3) ANTENNA POSITIONING
When the old antennas are removed as described in the approved plan set, the
applicant shall re-position the new antennas on the H bracket so they are more
in-line with the leg of the lattice tower on which they are mounted.
4) EXPIRATION DATE
In accordance with state law, the modified personal wireless service facility is
approved for the minimum of ten (10) years, with the permit expiring June 19,
2022.
This approval is effective June 19, 2012. The fourteen calendar day appeal period will
expire on July 3, 2012.

EXECUTIVE SUMMARY
Purpose of Report
EnviroBusiness Inc. (dba EBI Consulting) has been contracted by Sprint Nextel to conduct radio
frequency electromagnetic (RF-EME) monitoring and modeling for Sprint Site SF33XC554D located at
101 10 California Oak Way in Cupertino, California to determine RF-EME exposure levels from existing
and proposed Sprint wireless communications equipment at this site. As described in greater detail in
Section I I.0 of this report, the Federal Communications Commission (FCC) has developed Maximum
Permissible Exposure (MPE) Limits for general public exposures and occupational exposures. This
report summarizes the results of RF-EME monitoring and modeling in relation to relevant FCC RF-EME
compliance standards for limiting human exposure to RF-EME fields.
EBI field personnel visited this site on March 8, 2012. This report contains a detailed summary of the RF
EME analysis for the site.
This document addresses the compliance of Sprint's proposed transmitting facilities independently and in
relation to all collocated facilities at the site.

I.O LOCATION OF ALL EXISTING ANTENNAS AND FACILITIES AND EXISTING RF LEVELS
This project involves the removal of two (2) existing antennas and the installation of two (2) proposed
Sprint wireless telecommunication antennas on a lattice tower located at 101 10 California Oak Way in
Cupertino, California. There are two Sectors (A and B) proposed to be installed at the site, with one
(I) antenna that may be installed per sector.
EBI conducted a site visit on March 8, 2012 at the time of the site visit AT&T and Verizon were
collocated with the Sprint antennas on the lattice tower located at 10110 California Oak Way in
Cupertino, California. Measurements were taken at the ground to record existing RF-EME levels
resulting from these antennas in addition to the existing Sprint antennas prior to the installation of
Sprint's proposed equipment.
During the survey, no spatially averaged power density readings above 1.6880% of the FCC's
occupational MPE (8.4400%of the general public MPE) were encountered on any ground surface.
2.0 LOCATION OR ALL APPROVED(BUT NOT INSTALLED�ANTENNAS AND FACILITIES AND
EXPEGTED RF LEVELS FROM THE APPROVED FACILITIES
There are no antennas or facilities that are approved and not installed based on information provided to
EBI and Sprint at the time of this report.
3.0 NUMBER AND TYPES OF WTS WITHIN I 00 FEET OF THE PROPOSED SITE AND
ESTIMATES OF CUMULATIVE EMR EMISSIONS AT THE PROPOSED SITE
With the exception of the antennas mentioned in Section I.O, there are no other Wireless
Telecommunication Service (WTS) sites observed within 100 feet of the proposed site.
4.0 LOGATION AND NUMBER OF THE SPRINT ANTENNAS AND BACK-UP FACILITIES PER
BUILDING AND NUMBER AND LOCATION OF OTHER TELEGOMMUNICATION FACILITIES
ON THE PROPERTY
Sprint proposes the removal of two (2) existing antennas and the installation of two (2) proposed Sprint
wireless telecommunication antennas on a lattice tower located at 101 10 California Oak Way in
Cupertino, California. There are two Sectors (A and B) proposed to be replaced at the site, with one
(I) antenna that may be installed per sector. In each sector, there is proposed to be one antenna
transmitting in the 800 MHz and the 1900 MHz frequency ranges. The Sector A antenna will be oriented
30° from true north. The Sector B antennas will be oriented 165° from true north. The bottoms of the
antennas will be 37.33 feet above the ground.
At the time of the site visit AT&T and Verizon were collocated with the Sprint antennas on the lattice
tower located at 101 10 California Oak Way in Cupertino, California. There were nine (9) AT&T and
nine (9) Verizon antennas located on the lattice tower. These other carrier antennas were included in
the modeling using information collected on site, information provided to EBI, and generally accepted
industry standards.
5.0 POWER RATING FOR ALL EXISTING AND PROPOSED BACKUP EQUIPMENT SUBJECT TO
THE APPLICATION
The operating power for modeling purposes was assumed to be 20 Watts per transmitter for the 800
MHz antenna and there will be one (I) transmitter operating at this frequency. Additionally, for

modeling purposes it was assumed to be 20 Watts per transmitter and five (5) transmitters operating at
the 1900 MHz.
6.0 TOTAL NUMBER OF WATTS PER INSTALLATION AND THE TOTAL NUMBER OF WATTS
FOR ALL INSTALLATIONS ON THE BUILDING
The effective radiated power (ERP) for the 800 MHz transmitter combined on site is 330 Watts. The
ERP for the 1900 MHz transmitters combined on site is 3,284 Watts.
7.0 PREFERRED METHOD OF ATTACHMENT OF PROPOSED ANTENNA WITH PLOT OR ROOF
PLAN INCLUDING: DIRECTIONALITY OF ANTENNAS, HEIGHT OF ANTENNAS ABOVE
NEAREST WALKING SURFACE, DISCUSS NEARBY INHABITED BUILDINGS
Based on the information provided to EBI, the information indicates that the proposed antennas are to
be h-frame mounted to the lattice tower, operating in the directions, frequencies, and heights
mentioned in section 4.0 above. There is a large power substation to the north of the site over 100 feet
away. There is open space to the east, south, and west for at least I 00 feet.
8.0 ESTIMATED AMBIENT RADIO FREQUENCY FIELDS FOR THE PROPOSED SITE
Based on worst-case predictive modeling, there are no predicted areas on any accessible ground-level
walking/working surface related to the proposed Sprint antennas that exceed the FCC's occupational or
general public exposure limits at this site. At the nearest walking/working surfaces to the proposed
Sprint antennas, the maximum power density is 3.80 percent of the FCC's general public limit (0.76
percent of the FCC's occupational limit). The composite exposure level from modeling all other carriers
existing on this site combined with Sprint's proposed antennas is 4.80 percent of the FCC's general
public limit (0.96 percent of the FCC's occupational limit) at the nearest walking/working surface to each
antenna. The inputs used in the modeling are summarized in the RoofViewO export file presented in
Appendix B.
There are no modeled areas on the ground that exceed the FCC's limits for general public or
occupational exposure in front of the other carrier antennas. These other carrier antennas were
included in the modeling using information collected on site, information provided to EBI, and generally
accepted industry standards.
9.0 SIGNAGE AT THE FACILITY IDENTIFYING ALL WTS EQUIPMENT AND SAFETY
PRECAUTIONS FOR PEOPLE NEARING THE EQUIPMENT AS MAY BE REQUIRED BY THE
APPLICABLE FCC ADOPTED STANDARDS(DISCUSS SIGNAGE FOR THOSE WHO SPEAK
LANGUAGES OTHER THAN ENGLISH�
Signs are the primary means for control of access to areas where RF exposure levels may potentially
exceed the MPE. Signage is already installed for the existing antennas, it is recommended that signage
remain in place for the new antennas making people aware of the antennas locations. There are no
fields in front of the proposed antennas and therefore barriers are not recommended.
Additionally, there are areas where workers elevated above the ground may be exposed to power
densities greater than the general population and occupational limits. Workers and the general public
should be informed about the presence and locations of antennas and their associated fields.
At the time of the site survey, it was noted that there was two yellow "Caution" signs located at the
base of the tower. There was also a blue"Notice" sign posted on the equipment compound.

Additionally, access to the antennas is accomplished via elevating people to antenna level and as such,
the general public is not able to access the antennas.

I I.O FEDERAL COMMUNICATIONS COMMISSION(FCC� REQUIREMENTS
The FCC has established Maximum Permissible F�cposure (MPE) limits for human exposure to
Radiofrequency Electromagnetic (RF-EME) energy fields, based on exposure limits recommended by the
National Council on Radiation Protection and Measurements (NCRP) and, over a wide range of
frequencies, the exposure limits developed by the Institute of Electrical and Electronics Engineers, Inc.
(IEEE) and adopted by the American National Standards Institute (ANSI) to replace the 1982 ANSI
guidelines. Limits for localized absorption are based on recommendations of both ANSI/IEEE and
NCRP.
The FCC guidelines incorporate two separate tiers of exposure limits that are based upon
occupational/controlled exposure limits (for workers) and general public/uncontrolled exposure limits
for members of the general public.
Occupational/controlled exposure limits apply to situations in which persons are exposed as a
consequence of their employment and in which those persons who are exposed have been made fully
aware of the potential for exposure and can exercise control over their exposure. Occupational/
controlled exposure limits also apply where exposure is of a transient nature as a result of incidental
passage through a location where exposure levels may be above general public/uncontrolled limits (see
below), as long as the exposed person has been made fully aware of the potential for exposure and can
exercise control over his or her exposure by leaving the area or by some other appropriate means.
General pu6lic/uncontrolled exposure limits apply to situations in which the general public may be
exposed or in which persons who are exposed as a consequence of their employment may not be made
fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore,
members of the general public would always be considered under this category when exposure is not
employment-related, for example, in the case of a telecommunications tower that exposes persons in a
nearby residential area.
Table I and Figure I (below), which are included within the FCC's OET Bulletin 65, summarize the MPE
limits for RF emissions. These limits are designed to provide a substantial margin of safety. They vary
by frequency to take into account the different types of equipment that may be in operation at a
particular facility and are "time-averaged" limits to reflect different durations resulting from controlled
and uncontrolled exposures.
The FCC's MPEs are measured in terms of power (mW) over a unit surface area (cmz). Known as the
power density, the FCC has established an occupational MPE of 5 milliwatts per square centimeter
(mW/cmZ) and an uncontrolled MPE of I mW/cm2 for equipment operating in the 1900 MHz frequency
range. For the Sprint equipment operating at 800 MHz, the FCC's occupational MPE is 2.66 mW/cmz
and an uncontrolled MPE of 0.53 mW/cmz. These limits are considered protective of these populations.

MPE limits are designed to provide a substantial margin of safety. These limits apply for continuous
exposures and are intended to provide a prudent margin of safety for all persons, regardless of age,
gender, size, or health.
Personal Communication (PCS) facilities used by Sprint in this area operate within a frequency range of
800-I 900 MHz. Facilities typically consist of: I) electronic transceivers (the radios or cabinets)
connected to wired telephone lines; and 2) antennas that send the wireless signals created by the
transceivers to be received by individual subscriber units (PCS telephones). Transceivers are typically
connected to antennas by coaxial cables.
Because of the short wavelength of PCS services, the antennas require line-of-site paths for good
propagation, and are typically installed above ground level. Antennas are constructed to concentrate
energy towards the horizon, with as little energy as possible scattered towards the ground or the sky.
This design, combined with the low power of PCS facilities, generally results in no possibility for
exposure to approach Maximum Permissible F�cposure (MPE) levels, with the exception of areas directly
in front of the antennas.
Statement of Compliance
A site is considered out of compliance with FCC regulations if there are areas that exceed the FCC
exposure limits and there are no RF hazard mitigation measures in place. Any carrier which has an
installation that contributes more than 5% of the applicable MPE must participate in mitigating these RF
hazards.
12.0 LIMITATIONS
This report was prepared for the use of Sprint Nextel. It was performed in accordance with generally
accepted practices of other consultants undertaking similar studies at the same time and in the same
locale under like circumstances. The conclusions provided by EBI are based solely on the information
collected during the site survey andprovided by the client. The observations in this report are valid on
the date of the investigation. Any additional information that becomes available concerning the site
should be provided to EBI so that our conclusions may be revised and modified, if necessary. This
report has been prepared in accordance with Standard Conditions for Engagement and authorized
proposal, both of which are integral parts of this report. No other warranty, expressed or implied, is
made
I 3.O SUMMARY AND CONCLUSIONS
EBI has prepared this Radiofrequency Emissions Compliance Report for the proposed Sprint
telecommunications equipment at the site located at 101 10 California Oak Way in Cupertino, California.
EBI has conducted theoretical modeling and on site monitoring to estimate the worst-case power
density from Sprint antennas and the other carriers' existing antennas to document potential MPE levels
at this location and ensure that site control measures are adequate to meet FCC and OSHA
requirements. As presented in the preceding sections, based on worst-case predictive modeling, there
are no modeled exposures on any accessible ground-level walking/working surface related to proposed
equipment in the area that exceed the FCC's occupational and general public exposure limits at this site.
As such, the proposed Sprint project is in compliance with FCC rules and regulations.
