APPROVAL OF MINUTES: January 23, 2008
There was not a quorum for approval of the January 23, 2008 minutes
NEW ITEMS:

Applicant: Brian Replinger (Cupertino Village)
Location: Homestead Road & Wolfe Road
Use Permit and Architectural Site Approval to construct two one-story retail buildings
totaling 24,455 square feet and a two level parking structure
^ Traffic
o Pros/Cons of a 3 story parking structure versus a 2 story parking structure
o There is a parking space shortage of at least 17 spaces
o Incentive parking plans for employees was discussed
o The driveway off of Homestead Road will be modified for safer traffic flow
(right in and right out only) and will add a "sheltered" left to exit
o Pedestrian marking will be enhanced at the Homestead Road driveway
o The driveway on Wolfe Road will be modified to include 2 new stop signs
and delete parking stalls to make a safer intersection
o The parking structure will seal off pedestrian access from Linette Lane
minimize the off-site parking
^ Additional Discussion
o Land use controls (ie; limit restaurants) to address parking stall shortages
o Develop a Traffic Demand Management Plan and implement it right away to
validate it's effectiveness and permanence
o Shared parking agreements with the church and hotel
A Mitigated Negative Declaration is recommended on the basis of Staff's recommendations
with the additional conditions that the traffic report is checked by the Public Works
department to ensure that the circulation issues that were raised be addressed with the
proviso that the conditions more than make up for the deficit identified in the traffic report
through either modifications to the site plan to add parking spaces to compensate for the
parking deficit and/ or a proven Demand Management strategy that the applicant can
implement and demonstrate through studies that they have achieved some level of reduction
in parking demand that is commensurate with the numbers requested in the traffic analysis
and that its tied to the leasing strategy. Overall that the leasing strategy will allow restaurants
in the new space contingent upon the demonstrated success of the parking Demand
Management Plan or when additional parking spaces have been achieved.
ACTION: Recommendation for a Mitigated Negative Declaration with the above
mentioned conditions
