FAC 11-22-2011 APPROVED MINUTES FINE ARTS COMMISSION Tuesday, November 22, 2011 PLEDGE OF ALLEGIANCE At 7:05 p.m., Commissioner Jessi Kaur called the meeting to order in Conference Room A, 10300 Torre Avenue, Cupertino, California, and led the Pledge of Allegiance. ROLL CALL Present: Commissioners Jessi Kaur, Marvin Spielman, Rajeswari Mahalingam, and Russell Leong. Absent: Chairman KC Chandratreya. Staff present: Staff liaison Kimberly Smith and Deputy City Clerk Grace Schmidt. NEW BUSINESS Staff Liaison Kimberly Smith noted that this meeting is the first attempt at a paperless agenda packet and viewing the digital agenda on the overhead projector. Kaur moved and Leong seconded to approve the minutes as presented. The motion carried unanimously. 2.Report from Chairman Chandratreya on the October 4 presentation to City Council about the activities of the Fine Arts Commission. Commissioner Chandratreya was not present to present the report. 3.Prepare the 2012 work program. Reviewed the plan which includes the Fine Arts Commission projects of selecting the Distinguished and Emerging Artist of the year; award presentations at the San Francisco Shakespeare and Cherry Blossom Festivals, collaborations with the Library Commission, and the participation in a possible public art requirement at the new Apple Campus 2 project. The list of upcoming projects remains unchanged from the previous work plan list. This item will be added to agenda in January for further discussion of new and upcoming projects. There are no meetings until January at the earliest, or February until the newly appointed Mayor sets a meeting schedule. Staff Liaison Smith invited the Commissioners to attend the swearing in th ceremony on Dec. 6. Commissioner Mahalingam Teen Commission 1) a)"YAC" attack = anti-tobacco county-wide conference -- grant from SC Public works b)work together with the Bike/Pedestrians Commission to initiate a BOW WOW day Technology Commission 2) a)cell phone tower analysis (Black Leader) b)present with a work plan (develop list of priorities and bring it back to review by City Council) c)Mayor attended the city council meeting @Quinlan -- event "Orchard to High Tech" sponsored by NOVA (Mercury article mentioned wrong date about this event and hence many missed) Planning Commission 3) a)Processing of the new Apple facility -- scoping is done. Environment Impact Analysis (EIR) issues needs to be addressed -- planned for spring, 2012. b)Super Safeway planned at intersection of Homestead and Sunnyvale Saratoga. c)2nd Farmers Market -- Oaks (every Sunday) d)Forums cell tower -- no appeal Library Commission 4) a)Poet Laureate -- David declared b)Fun community events planned in Oct, Nov. Parks & Recreation Commission 5) a)Draft Work Plan -- under review and final will be submitted by Feb/Mar, 2012 b)SIMMS property across Stevens Creek & McClellan Ranch reservoir/trail improvements c)Creek Corridor restoration -- historical environment signing, etc. Bike / Pedestrians Commission 6) a)Presentation to elementary schools b)bike event on the big bunny funny race day (Spring, 2012) c)define bike routes to Blackberry Farm -- scenic circle on the website already d)BOW WOW e)Pruneridge Bike negotiations -- ongoing f)Pedestrians plan -- ongoing g)"Safe Routes" to school map -- work in progress Public Safety Commission 7) a)Discussed the incident on Hyannisport Dr (no report, no incident) b)Meet with cops/fire marshals regarding the shooting incident c)Alert SCC d)Monta Vista school -- bike rack program (try to get funds from school) e)Walk by carpool (Boltage program) i)incentives = RFIDs on bike helmet November 22, 2011 Cupertino Fine Arts Commission Page 3 ii)surveys @schools 8)Fine Arts Commission a)Meet once every 2 months b)Work plan for 2011 calendar year is on track c)Abstract Baseball art on the cell phone tower in the Memorial Park installed on one of the light poles by the baseball field (first time for a public art to be displayed on a cell phone tower to our knowledge) d)Voted on the above after reviewing/listening to all applicants based on criteria i)Criteria for Distinguished Artist (1)relative merit based on extensive experience with exhibitions and shows (2)education and training (3)working with diverse ethnic groups (4)traveling exhibitions -- KQED, SPARK, Smithsonian (5)participation on Euphrat Museum board ii)Criteria for Emerging Artist (1)relative merit based on experience (2)education and training (3)extensive travel and performances (4)contributions to the community (5)teacher's assistant and instructor at De Anza college iii)Consuelo Jimenez Underwood -- Distinguished Artist iv)Steven Lin -- Emerging Artist e)Award ceremony, was held Aug 14th (Sunday) as a part of the Free Shakespeare in the Park eventand there was a VIP reception in the Memorial Park to which the Commissioners were invited. f)Cherry Blossom festival -- May 30th g)Chairman Chandratreya attended and described the concept as technology from the children perspective and the theme was the use of organic materials h)Update on Poet Laureate committee and their activities i)Poet Laureate has been proposed by the Parks & Recreation Commission and accepted by the City Council. He is a De Anza college professor, David Denny i)Budget presented and approved, included extra funding for the Euphrat museum of art for a total of $15,000 j)Closely follow-up on these projects: i) laptops or to view Council packets and other materials. At the last Fine Arts meeting, the commissioners agreed that they would also stop receiving paper packets. ii)The initial Apple Inc. proposal for its new campus was reviewed, and there will probably be a public art requirement k)Cupertino Fall Festival and Fine Arts League auction (a)Was held Saturday, Sept 10 & Sunday, Sep 11 @10am (b)commissioner Marvin Spielman was the liaison to work with Rotary Club (c)Emerging artist Steven Lin was present and played guitar. FAC Chairman Chandratreya created a PowerPoint slide show which was displayed at the event showing art works by Distinguished Artist Consuelo Jimenez.
