Subject: Director's Minor Modification (DIR-2012-38) to replace and relocate three
panel antennas and associated equipment for an existing rooftop personal wireless
service facility located at a hotel (Cupertino Inn) at 10889 North De Anza Boulevard.
Chapter 19.164 of the Cupertino Municipal Code allows for administrative
approval of minor changes in a project. The Director reports his decision
to the City Council and Planning Commission in time to allow an appeal
of the decision within fourteen calendar days.
DISCUSSION
Proposed Modifications
The applicant, David Christenson, representing Sprint Nextel, proposes to modify an
existing personal wireless service facility located at the roof and in the parking lot of an
existing hotel by replacing and relocating the antennas and associated base equipment.
The Sprint facility shares rooftop space with two other wireless carrier facilities: Nextel
and Clear Wire. The new antennas are two feet taller than the existing ones and are
being relocated to the northeast and southwest corners of the roof behind new
equipment screens. Despite the merging of Sprint and Nextel, the dual rooftop facilities
are still considered necessary at this time and the removal of one of the facilities is not
proposed at this time (Attachment A). The aerial photograph below depicts the existing
and proposed Sprint antenna locations. The proposed antenna locations are 218 and
253 feet away from the nearest residences.
To minimize any visual impacts, the proposed equipment screens are painted to match
the building. See the photosimulations in Attachment B.

Radio Frequency Energy Considerations
The applicant prepared a radio frequency energy (RFE) report (Attachment C). The
report analyzed the worst case scenario with all the existing and proposed panel
antennas operating at the same time (Sprint, Nextel & Clearwire). RFE exposure for
general populations is calculated below for several different locations:

Reported exposures are all well below Federal safety standards. Federal law prohibits
local agencies from denying personal wireless service facilities based on the
environmental effects of RFE exposures if those exposures comply with federal
standards.
The RFE report indicates there are walking and working surfaces on the roof, within
four feet of the Sprint antennas where the RFE exposure is expected to be 402.3% of the
MPE for the general population. This type of exposure may occur for an unsuspecting
contractor or maintenance worker doing work on the roof of this office building. The
equipment is well-screened and would not be noticed by such a worker if not informed
of its location(s). In such situations, federal law provides that safety signage be erected
identifying equipment, locations and safety precautions for persons nearing the
equipment. Safety signage is already in place for the existing antennas. New warning
signage is required for the new antennas.
ACTION
In accordance with Cupertino Municipal Code Section 19.164, the Director of
Community Development deems the modification minor and approves the
modification described in the plan set titled: "CUPERTINO INN/FSO4XC153/10889
North De Anza Blvd./Cupertino, California 95014" prepared by Jeffrey Rome &
Associates, Inc., and consisting of nine sheets labeled T-1, A-1 to A-4, A-4.1, D-1, and
D-2 last dated 02/10/12, except as may be modified by the conditions enumerated
below.
1) RADIO FREQUENCY ENERGY EXPOSURE CAUTIONARY SIGNAGE
At the building permit stage, the plans shall reflect signage details and locations
and other measures consistent with Federal Communications Commission
regulations and guidelines to prevent public exposures to radio frequency
energy emissions that are in excess of federal safety standards. Signage should
be in multiple languages, including English and Spanish.
2) DEMOLITION PERMIT
Prior to the issuance of any building permits, building plans shall reflect the
demolition/removal of existing Sprint equipment not required for the operation
of the modified personal wireless service facility.
3) ANTENNA SCREENING
Because of the high visibility of this location, applicant shall provide sufficient
roof top screens to screen views of the antennas from all grade level views.

4) PERMIT EXPIRATION
In accordance with state law, this permit is granted for a period of ten (10) years,
expiring on October 31, 2022.
This approval is effective October 31, 2012. The fourteen calendar day appeal period
will expire on November 13, 2012.

Colin,
Sprint/Nextel often has equipment at the same locations. One of the reasons the two companies
merged was so that they would be competitive in the marketplace with some of the other carriers using
multiple technologies. There are several technologies being used today from CDMA, GSM, LTE, etc. The
site located at 10889 N. De Anza Blvd, the Cupertino Inn, has both Sprint and Nextel antennas on the
rooftop. All the antennas are necessary at this time.
Sprint does have a national program where they are consolidating redundant equipment. This site is not
being considered at the moment for such consolidation.

EXECUTIVE SUMMARY
Purpose of Report
EnviroBusiness Inc. (dba EBI Consulting) has been contracted by Sprint Nextel to conduct radio
frequency electromagnetic (RF-EME) monitoring and modeling for Sprint Site FSO4XC I 53 located at
10889 North De Anza Boulevard in Cupertino, California to determine RF-EME exposure levels from
existing and proposed Sprint wireless communications equipment at this site. As described in greater
detail in Section I I.0 of this report, the Federal Communications Commission (FCC) has developed
Maximum Permissible Exposure (MPE) Limits for general public exposures and occupational exposures.
This report summarizes the results of RF-EME modeling in relation to relevant FCC RF-EME compliance
standards for limiting human exposure to RF-EME fields.
This report contains a detailed summary of the RF EME analysis for the site.
This document addresses the compliance of Sprint's proposed transmitting facilities independently and in
relation to all collocated facilities at the site.

I.O LOCATION OF ALL EXISTING ANTENNAS AND FACILITIES AND EXISTING RF LEVELS
This project involves the removal of three (3) existing antennas and replacement with three (3)
proposed Sprint wireless telecommunication antennas on a rooftop located at 10889 North De Anza
Boulevard in Cupertino, California. There are three Sectors (A, B, and C) proposed to be replaced at
the site,with one (I) antenna that may be re-installed per sector.
EBI conducted a site visit on February 20, 2012 . At the time of the site visit, Nextel, and Clearwire
were collocated with the Sprint antennas on the rooftop located at 10889 North De Anza Boulevard in
Cupertino, California.
2.0 LOCATION OR ALL APPROVED�BUT NOT INSTALLED�ANTENNAS AND FACILITIES AND
EXPECTED RF LEVELS FROM THE APPROVED FACILITIES
There are no antennas or facilities that are approved and not installed based on information provided to
EBI and Sprint at the time of this report
3.0 NUMBER AND TYPES OF WTS WITHIN I 00 FEET OF THE PROPOSED SITE AND
ESTIMATES OF CUMULATIVE EMR EMISSIONS AT THE PROPOSED SITE
With the exception of the antennas mentioned in Section I.O, there are no other Wireless
Telecommunication Service (WTS) sites observed within I 00 feet of the proposed site.
4.0 LOCATION AND NUMBER OF THE SPRINT ANTENNAS AND BACK-UP FACILITIES PER
BUILDING AND NUMBER AND LOCATION OF OTHER TELECOMMUNICATION FACILITIES
ON THE PROPERTY
Sprint proposes the removal of three (3) existing antennas and replacement with three (3) proposed
Sprint wireless telecommunication antennas on a rooftop located at 10889 North De Anza Boulevard in
Cupertino, California. There are three Sectors (A, B, and C) proposed to be replaced at the site, with
one (I) antennas that may be re-installed per sector. In each sector, there is proposed to be one
antenna transmitting in the 800 MHz and the 1900 MHz frequency ranges who. The Sector A antenna
will be oriented 354°from true north. The Sector B antenna will be oriented 109°from true north. The
Sector C antenna will be oriented 214° from true north. The bottoms of the Sector antennas will be S
feet above the main roof level.
At the time of the site visit, Nextel and Clearwire were collocated with the Sprint antennas on the
rooftop. There were three (3) Clearwire antennas and nine (9) Nextel antennas located on the rooftop.
5.0 POWER RATING FOR ALL EXISTING AND PROPOSED BACKUP EQUIPMENT SUBJECT TO
THE APPLICATION
The operating power for modeling purposes was assumed to be 20 Watts per transmitter for the 800
MHz antenna and there will be one (I) transmitter operating at this frequency. Additionally, for
modeling purposes it was assumed to be 20 Watu per transmitter and seven (� transmitters operating
at the 1900 MHz

G.O TOTAL NUMBER OF WATTS PER INSTALLATION AND THE TOTAL NUMBER OF WATTS
FOR ALL INSTALLATIONS ON THE BUILDING
The effective radiated power (ERP) for the 800 MHz transmitter combined on site is 786 Watts. The
ERP for the 1900 MHz transmitters combined on site is 10,995 Watts. The ERPs for other carriers on
site was not provided.
7.0 PREFERRED METHOD OF ATTACHMENT OF PROPOSED ANTENNA WITH PLOT OR ROOF
PLAN INGLUDING:DIRECTIONALITY OF ANTENNAS, HEIGHT OF ANTENNAS ABOVE
NEAREST WALKING SURFACE, DISCUSS NEARBY INHABITED BUILDINGS
Based on the information provided to EBI, the information indicates that the proposed antennas are to
be pipe mounted to rooftop sleds, operating in the directions, frequencies, and heights mentioned in
section 4.0 above. The surrounding properties include a shopping center to the north, an assisted living
facility to the west,apartment buildings to the east, and Interstate 280 to the south.
8.0 ESTIMATED AMBIENT RADIO FREQUENCY FIELDS FOR THE PROPOSED SITE
Based on worst-case predictive modeling, there are no predicted areas on any accessible rooftop-level
walking/working surface related to the proposed Sprint antennas that exceed the FCC's occupational
exposure limits at this site. However at the main roof level, the FCC's general population exposure
limit will be exceeded within 4 feet of the Sprint antennas. At the nearest walking/working surfaces to
the proposed Sprint antennas, the maximum power density is 402.20 percent of the FCC's general
public limit(80.44 percent of the FCC's occupational limit). The composite exposure level from all other
carriers existing on this site combined with Sprint's proposed antennas is 402.30 percent of the FCC's
general public limit (80.46 percent of the FCC's occupational limit) at the nearest walking/working
surface to each antenna. Based on worst-case predictive modeling, there are no areas at ground level
related to the proposed Sprint antennas that exceed the FCC's occupational or general public exposure
limits at this site. At ground level, the maximum power density generated by the Sprint antennas
combined with the existing other carriers antennas on site is 5.20 percent of the FCC's general public
limit (I.04 percent of the FCC's occupational limit). The inputs used in the modeling are summarized in
the RoofView4 export file presented in Appendix B.
For in building occupants at the highest story, the maximum power density will be 38.6 percent of the
FCC's general population exposure limit
The nearest building of comparable height are multi story residential buildings approximately 150 feet to
the east At the highest story of this building, the maximum power density will be approximately 2.99
percent of the FCC's general population exposure limit At the ground level of this building the
maximum power dentisy will be approximately 2.84 percent of the FCC's general population exposure
limit
There are no modeled areas on the rooftop that exceed the FCC's limits for general public or
occupational exposure in front of the other carrier antennas.

9.0 SIGNAGE AT THE FACILITY IDENTIFYING ALL WTS EQUIPMENT AND SAFETY
PRECAUTIONS FOR PEOPLE NEARING THE EQUIPMENT AS MAY BE REQUIRED BY THE
APPLICABLE FCC ADOPTED STANDARDS(DISCU55 SIGNAGE FOR THOSE WHO SPEAK
LANGUAGES OTHER THAN ENGLISH)
Signs are the primary means for control of access to areas where RF exposure levels may potentially
exceed the MPE. Signage is already installed for the eacisting antennas. It is recommended that additional
signage be installed for the new antennas making people aware of the antennas locations. There are
fields in front of the proposed antennas and therefore barriers are recommended.
Additionally, there are areas where workers elevated above the rooftop may be exposed to power
densities greater than the general population and occupational limits. Workers and the general public
should be informed about the presence and locations of antennas and their associated fields.
At the time of the site survey, it was noted that there was a blue "Notice" sign located on the interior
of the roof hatch.
Additionally, access to this site is accomplished via a locked roof access hatch located on the main roof.
Access to the facility is monitored and as such, the general public is not able to access the rooftop.

I I.O FEDERAL COMMUNIGATIONS COMMISSION(FCC) REQUIREMENTS
The FCC has established Maximum Permissible Exposure (MPE) limiu for human exposure to
Radiofrequency Electromagnetic (RF-EME) energy fields, based on exposure limits recommended by the
National Council on Radiation Protection and Measurements (NCRP) and, over a wide range of
frequencies, the exposure limits developed by the Institute of Electrical and Electronics Engineers, Inc.
(IEEE) and adopted by the American National Standards Institute (ANSI) to replace the 1982 ANSI
guidelines. Limiu for localized absorption are based on recommendations of both ANSI/IEEE and
NCRP.
The FCC guidelines incorporate two separate tiers of exposure limits that are based upon
occupational/controlled exposure limits (for workers) and general public/uncontrolled exposure limits
for members of the general public.
Occupotional/controlled exposure limits apply to situations in which persons are exposed as a
consequence of their employment and in which those persons who are exposed have been made fully
aware of the potential for exposure and can exercise control over their exposure. Occupational/
controlled exposure limits also apply where exposure is of a transient nature as a result of incidental
passage through a location where exposure levels may be above general public/uncontrolled limits (see
below), as long as the exposed person has been made fully aware of the potential for exposure and can
exercise control over his or her exposure by leaving the area or by some other appropriate means.
General public/uncontrolled exposure limits apply to situations in which the general public may be
exposed or in which persons who are exposed as a consequence of their employment may not be made
fully aware of the potential for exposure or cannot exercise control over their e�cposure. Therefore,
members of the general public would always be considered under this category when exposure is not

employment-related, for example, in the case of a telecommunications tower that exposes persons in a
nearby residential area.
Table I and Figure I (below), which are included within the FCC's OET Bulletin 65, summarize the MPE
limits for RF emissions. These limits are designed to provide a substantial margin of safety. They vary
by frequency to take into account the different types of equipment that may be in operation at a
particular facility and are "time-averaged" timits to reflect different durations resulting from controlled
and uncontrolled exposures.
The FCC's MPEs are measured in terms of power (mV1� over a unit surface area (cm2). Known as the
power density, the FCC has established an occupational MPE of 5 milliwatts per square centimeter
(mW/cmz) and an uncontrolled MPE of I mW/cm2 for equipment operating in the 1900 MHz frequency
range. For the Sprint equipment operating at 800 MHz, the FCC's occupational MPE is 2.66 mW/cmz
and an uncontr-olled MPE of 0.53 mW/cm2. These limits are considered protective of these populations.

MPE limits are designed to provide a subsrantial margin of safety. These limits apply for continuous
exposures and are intended to provide a prudent margin of safety for all persons, regardless of age,
gender, size, or health.
Personal Communication (PCS) facilities used by Sprint in this area operate within a frequency range of
800-1900 MHz. Facilities typically consist of: I) electronic transceivers (the radios or cabineu)
connected to wired telephone lines; and 2) antennas that send the wireless signals created by the
transceivers to be received by individual subscriber uniu (PCS telephones). Transceivers are typically
connected to antennas by coaxial cables.
Because of the short wavelength of PCS services, the antennas require line-of-site paths for good
propagation, and are typically installed above ground level. Antennas are constructed to concentrate
energy towards the horizon, with as little energy as possible scattered towards the ground or the sky.
This design, combined with the low power of PCS facilities, generally results in no possibility for
exposure to approach Maximum Permissible F�cposure (MPE) levels, with the exception of areas directly
in front of the antennas.
Statement of Compliance
A site is considered out of compliance with FCC regulations if there are areas that exceed the FCC
exposure limiu and there are no RF hazard mitigation measures in place. Any carrier which has an
installation that contributes more than 5% of the applicable MPE must participate in mitigating these RF
hazards.

12.0 LIMITATIONS
This report was prepared for the use of Sprint Nextel. It was performed in accordance with generally
accepted practices of other consultants undertaking similar studies at the same time and in the same
locale under like circumstances. The conclusions provided by EBI are based solely on the information
collected during the site survey andprovided by the client The observations in this report are valid on
the date of the investigation. Any additional information that becomes available concerning the site
should be provided to EBI so that our conclusions may be revised and modified, if necessary. This

13.0 SUMMARY AND CONCLUSIONS
EBI has prepared this Radiofrequency Emissions Compliance Report for the proposed Sprint
telecommunications equipment at the site located at 10889 North De Anza Boulevard in Cupertino,
California.
EBI has conducted theoretical modeling to estimate the worst-case power density from Sprint antennas
and the other carriers' existing antennas to document potential MPE levels at this location and ensure
that site control measures are adequate to meet FCC and OSHA requirements. As presented in the
