Review of bids and award of contract for 2007-08 STP Pavement Overlay, Project No. 2007-01, to O'Grady Paving, Inc, in the amount of $317,144.05, and approval of a construction contingency of $32,000.00 to cover any unforeseen work required to complete the project, for a total of $349,144.05. B. Review of bids and award of contract for Pavement Restoration, Project No. 2008-01, to Stevens Creek Quarry & Co., Inc. (SCQ}, in the amount of $140,500.00, and approval of a construction contingency of $59,500.00 to cover any unforeseen work required to complete the project, for a total of $200,000.00. C. Review of bids and award of contract for Reconstruction of Curbs, Gutters, and Sidewalks, Project No. 2008-02, to the low bidder for the amount bid, and approval of a construction contingency to cover any unforeseen work required to complete the project. The award will be effective July 1, 2008. D. Review of bids and award of contract for Local Streets Pavement Management I, Project No. 2008-03, to O'Grady Paving, Inc, in the amount of $919,125.93, and approval of a construction contingency of $92,000.00 to cover any unforeseen work required to complete the project, for a total of $1,011,125.93. The award will be effective July 1, 20os. E. Review of bids and award of contract for Major Streets Pavement Management, Project No. 2008-04, to O'Grady Paving, Inc, in the amount of $718,799.31, and approval of a construction contingency of $72,000.00 to cover any unforeseen work required to complete the project, for a total of $790,799.31. F. Authorize the Director of Public Works to negotiate and execute an agreement with Pavement Engineering, Inc., for design, testing and inspection services for 2008 Pavement Management Program projects in the amount of $147,100.00, with a contingency of $ 7,900.00 for additional services that may be required upon approval of the Director of Public Works, for a total amount of $155,000.00. 15-1 BACKGROUND On May 6, 2008, your Council received a report from staff on the City's Pavement Management Program. Part of that report detailed the pavement management construction projects that the City intended to put out to bid this summer. On June 3, 2008, the City received bids on four of these projects, detailed below, on the basis of which staff recommends award of all the contracts. On June 17, 2008, the City received bids for the Reconstruction of Curbs, Gutters, and Sidewalks project, detailed separately, on the basis of which staff also recommends award of the contract. The Reconstruction of Curbs, Gutters, and Sidewalks project will provide a number of wheelchair ramps in the residential areas that will be affected by the pavement projects. Because some of the funds required to award the aforementioned projects is being made available during tonight's budget approval, award of two of the projects is made effective on July 1, 2008, when the new budget technically goes into effect. The City has one additional pavement management project out to bid, which staff will request Council to award at its first meeting i.n August. Bid Summaries A. The engineer's estimate is $ 220,000.00. Since the low bid is quite a good bid, staff has recommended that a substantial contingency of $59,SOO.OQ be approved, which can be used to carry out additional work at the favorable low bid unit prices. G The summary of bids received on June 17, 2008, for the Reconstruction of Curbs, Gutters, and Sidewalks, Project No. 2008-02 will be presented to Council during presentation of this item, including low bidder, amount of the low bid, and staff's recommendation regarding award. D. The following is a summary of bids received for the Local Streets Pavement Management 1, Project No. 2008-03: Bidder Base Bid En ineer's Estimate $ 1,045,000.00 C.F. The following is a summary of bids received for the Major Streets Pavement Management, Project No. 2008-04: Bidder Base Bid En ' eer's Estimate $1,026,000.00 C.F. Archibald Paving, Inc. $ 783,005.80 O'Grad Paving, Inc. $ 718,799.31 The low bidder is O'Grady Paving, inc, for the amount of $ 718,799.31. The engineer's estimate is $1,026,000.00. - FISCAL IMPACT This action would require expenditure from the approved Five Year Capital Improvements Program for Pavement Management, Account No. 270-9450-9300, in the amount of $2,242,669.29, and additional expenditures thereafter up to the amount of $263,400.00 for additional work as approved by change order, for a total of $2,506,069.29. This action would also require expenditure from the approved Five Year Capital Improvements Program for Reconstruction of Curbs, Gutters, and Sidewalks, Account No. 270-9451-9300 in an amount up to $750,000.00, including construction contingency. Knapp City Manager 15-4 PUBLIC WORKS DEPARTMENT CUPERTIN4 Summary AGENDA ITEM I S^~ AGENDA DATE June 17, 2008 SUBJECT AND ISSUE Review of bids and award. of contract for Reconstruction of Curbs, Gutters and Sidewalks, Project No. 2008-02, to JJR Construction, Inc., in the amount of $546,900.00, and approval of a contingent amount of up to $100,400.00 for additional curb, gutter and, sidewalk work that may be identified and approved by the Director of Public Works, as well as $50,000.00 to provide an additional number of wheelchair ramps in the residential areas that will be affected by the pavement projects, for a total of $696,940.00. BACKGRQUND This project is an annual maintenance project funded through the City's annual sidewalk, curb and gutter maintenance budget. The project consists of the removal and replacement of curbs, gutters and sidewalks by a City-hired contractor as needed throughout the year. Part of the project includes the installation of handicap ramps that are required due to street work programmed for overlays on various streets. There is permanent street patching in the amount of $38,500.00 that is necessary to complete this work and will be funded out of the Paverent Management CII' account. The following is a summary of bids received for the Maintenance of Curbs, Gutters. and Sidewalks project: Bidder Base Bid Engineer's Estimate $700,000 Spoleto, Inc. $699,350 Maxistone, Inc. $b38,750 CB Construction $589,725 JJR Construction $546,900 The low bidder is JJR Construction, Inc., for the amount of $ $546,900.00. The engineer's estimate is $ 700,000.00. FISCAL IMPACT This action would require expenditures from the approved Sidewalk, Curb and Gutter Maintenance budget account no. 270-9451-9300 in the amount of $508,400.00 and from the approved CIP Pavement Management account no. 270-9450-9300 in the amount of $38,500.00, as well as additional expenditures thereafter fram those accounts in the amount of $150,000.00 15c-1 for wheelchair ramps in connection with the pavement projects and any additional work approved by the Director of Public Works. STAFF RECOMMENDATION Review of bids and award of contract for Reconstruction of Curbs, ('ratters and Sidewalks, Project No. 2008-02, to JJR Construction, Inc., in the amount of $546,900.00, and approval of a contingent amount of up to $ 100,000.00 for additional curb, gutter and, sidewalk work that may be identified and approved by the Director of Public Works, as well as $50,000.00 to provide an additional number of wheelchair ramps in the residential areas that will be affected by the pavement projects, for a total of $696,900.00.
