AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CUPERTINO
AMENDING CUPERTINO MUNICIPAL CODE TO REMOVE SHATTUCK DRIVE
FROM CHAPTER 11.27, PERMIT PARKING ZONE, SECTION 11.27.145,
DESIGNATION OF PREFERENTIAL PARKING ZONES
THE CITY COUNCIL OF THE CITY OF CUPERTINO DOES HEREBY ORDAIN that Chapter
11,27, Section 11.27-.145 be amended to delete the following:

I strongly object to the removal of the restricted parking zones on Shattuck Drive
I agree that it is an inconvenience regarding its enforcement (e.g. only 2 parking stickers and 2 visitor
tags per house as well as the posted signs) but these restrictions came about several years ago
because of the Monte Vista High School students using the street as a parking lot. Our neighbors on
Hyannisport, Welkin son and Santa Theresa also asked for relief from the safety issues for children
walking to school; the additional noise from the cars and their drivers: the pollution and the littering
problems that occurred. This effort was strongly supported by these residents and they have not
requested the removal of the restricted zones. When Monte Vista High enrollment increases due to the
continuing residential construction, Shattuck Drive will bear the brunt of the increased parking needs
and may encourage some students to drive instead of car pooling, bicycling or walking. Further, the
problems we had several years ago will return.
I prgpose instead that households be allotted additional parking stickers and signs as needed and that
this alternative be tried before the present restrictions are removed. This proposal has the advantage
that it could meet the needs of all Shattuck Drive residents, those both for and against removing the
restrictions. The trial period should be long enough to gather statistics on the present and future parking
needs of Monte Vista High and the impact on all residents including those on neighboring streets.

A month or two ago, our neighbor Mark Ruden asked if we would sign a petition to remove the permit
parking from Shattuck Drive. We agreed to sign it, seeing no reason at present not to sign it. After
some thought, we have changed our position and now favor continuation of the present permit parking.
We have spoken with another neighbor who we think has a valid concern: with all the building going on
in Cupertino, there may be a significant increase in the school population at Monta Vista High School.
Since all the streets surrounding us have permit parking, students looking for a place to park would
likely discover that Shattuck Drive did not have permit parking, and would once again start to park on
Shattuck. It is impossible to know what the parking situation will be in the future, but we would rather
be safe than sorry.
We and our neighbors went to a lot of effort to get permit parking on Shattuck. In terms of background,
many of the current homeowners were not here for the bad parking years, and are unaware of the extent
of our struggle to get the parking permits.
There seem to be several issues that are the impetus for this petition. One was the inability to get extra
parking permits beyond those currently distributed to each homeowner. It seems that this has been
resolved, but there is the fear that the resolution is only temporary. Another issue was the fee charged
for the permits. Several of the petition signers were angry about the fees and were unaware that the fees
no longer apply. Although they are now aware of the fee status, there is the fear that the fees may be re-
instated.
Our suggested approach would be to leave things as they are, continuing with parking permits. We hope
we can rely on the continuing good will of the city with respect to the current resolution of these issues.
If they should again become a problem, we should address them directly rather than entirely removing
parking permits.
Again, we would like to change our earlier position on this matter and would favor continuation of the
permit parking.
