Meeting Date: September 2, 2008 BACKGROUND At the City . Council meeting on February 4, 2008, Council informed the Senior Citizez-s Commission that they would like to see a work plan from the Commission. Council also encouraged the Commissioners to vzew their job more broadly, and attend Parks and Recreation Commission meetings or possibly hold joint meetings, with the Parks and Recreation Commission, as appropriate. DISCUSSION At their June 26, 2008 meeting, the Senior Citizens Commission discussed options for their FY 2008-2009 work plan. Staff recommended the following items for the Seniar Citizens Commission Wor~ Plan: Studying Seniar Housing Component: - Review General Plan Housing Section - Below Market Housing Program - Cornmissioners research County Housing Authority Senior Housing Project - Develop a recomrnendation for Council on a vision foz senior housing in Cupertino Review proposed City policy matters to obtain Seniors' input: - Off-leash palicy for dogs in parks - Housing - New policies for trail and park use along Stevens Creek Corridor The Senior Citizen Cominissioners proposed the following items to consider and d.iscuss for the FY 2008 - 2009 Work Plan: • Explore cost and benefits of developing and conducting a survey on the senior experience in using City parks in Cupertino. 8-1 • Conduct a Senior Program site survey. The Commission wouid appoint a subcommittee to visit neighhoring senior centers. The subcommittee would report to the Commissivn on its findings. • Explore cost and benefits of developing a special program to assist senior residents in participating in the City's free shredding day. The Commission would forward a new program recommendation to Council. • Explore cost and benefits of engaging a consultant to.develop a mature and aging services strategic plan. Obtain an analysis and options for engaging a consultant to conduct a community assessment would be discussed by the Commission. The Commission would forward their recommendation to Council regarding conducting an aging services strategic plan. On June 26, 2008, the Senior Citizen Commission took action to recommend ail six items be included in the FY2008-2009 work plan. RECONIlI~NDATIONS 1. With the current limited staff support and budgetary resources available to the Senior Citizens Commission this fiscal year, staff is recommending that City Council approve the foltowing items for Senior Citizens Commission work plan for FY 2008-2~9: • Study Senior Housing Component :~ Review proposed City policy matters to obtain Seniors' input •~• Conduct a Seniar Program site survey 2. Staff is recommending that the other three proposed work plan items be added to the list of new programs for Council ta consider funding during the budget process for FY 2009- 2010.
