CALL TO ORDER City of Cupertino McCLELLAN RANCH TASK FORCE Regular Meeting of November 20, 1997 McClellan Ranch Park MINUTES 1. At 4:05 p.m. meeting was called to order. ROLL CALL 2. Committee members present: Committee members absent: Staff present: ORAL COMMUNICATION Binkley, Eddy, Harwood, Liggett, Toensfeldt Hopkins Stephen G. Dowling, Director of Parks and Recreation Barbara Banfield,. City Naturalist 3. Task Force discussed the pine trees in the parking lot and recommended the trees be removed and replaced by the end of February, 1998. UNFINISHED BUSINESS 4. None NEW BUSINESS 5. Banfield reported there are very few models in existence. After discussion, the Task Force decided to focus on equipment and surplus tables in order to keep costs down. 6. The Kiosk design is completed, builder (Perry) is awaiting final park map. Kiosk to be installed this spring. 7. Director reported on status of current fiscal year projects. APPROVAL OF MINUTES 8. At 4:06 p.m. meeting was called to order. ROLL CALL 2. Committee members present: Committee members absent: Staff present: ORAL COMMUNICATION 3. None UNFINISHED BUSINESS Hopkins, Binkley, Toensfeldt, Eddy, Liggett None Stephen Dowling, Director of Parks and Recreation Barbara Banfield, Naturalist 4. Task Force discussed a strategy to organize the barn. Liggett will investigate a review of the artifacts by the Historical Society. NEW BUSINESS 5. Banfield will take the lead on developing the plans for the wet lab. The task force revisited the objectives of the concept and identified the following amenities: a. Concrete work tables to accommodate a maximum of 40 participants. Tables might be bi-level to accommodate different age groups. b. Worktables should have electrical outlets, running water and a sink. c. Permanent benches should consider students working with microscopes. d. An amphitheater for 40 people should be adjacent to the work table area. e. The worktables should be covered by a shelter. A preliminary plan will be reviewed at the November meeting. 6. The task force discussed the function and condition of the existing fencing in the field area. After discussion, the task force agreed: a. to have all remaining barbed wire and hog win~ strands removed, b. not to have the existing fence sections repaired, c. not to remove fence rails that have fallen to the ground. The only exception would be to repair or remove fencing for safety reasons. This strategy reflects the task force's desire to retain a weathered, natural look to the field area. 7. Following discussion, the task force agreed: a. purple and yellow star thistle should be controlled by environmentally sound methods b. all other varieties of thistle should be allowed to grow as it provides habitat for birds and animals. The task force also requested that the Fire Marshall is contacted regarding mowing a fire break rather than disking. Ralph Eddy asked that the city consider purchasing a power weed mower. The task force also recommended controlling "tree of heaven" plants, ri~tain the palm tree in the Hertert garden and the acacia next to the trail, and evaluate the safety of the large oak on the trail. Three incidents of vandalism on beehive, report any vandalism to rural crimes unit. Should be moved to a more secure location (which has since happened). NEW BUSINESS 5. Review boundaries of Simms parcel. I reported that the property line was confirmed by the Engineering Department and property line will be staked for ev~:ryone to see. 6. Review Caretaker's mobile home. (There was a lot of discussion on this subject.) When no longer viable to repair mobile home, what will we do for a caretaker? Audubon moves out of house? Except they are essential for drawing people to the park and they are an a5set. Simms house does not appear to be a viable option for conference center or office. What to do about the mobile home. It looks bad. What would the cost be to repair and restore? 1. New skirting 2. Step & banister replacement 3. Appropriate landscaping to help make the mobile home look as part of the park 4. Pressure wash outside 5. Need to do an evaluation of the mobile home and cost of repairs to help evaluate the future. 7. Clearing out the barn. Stelling Road Cupertino, CA 95014 973-1495 (work) CHARLES LIGGETT 22415 Palm A venue Cupertino, CA 95014 446-9190 (home) 756-5868 (work) McClellan Ranch Task Force Accomplishments since March '94 • Developed the re-configuration of the parking lot • Evaluated the installation of the Ropes Course and formulated a recommendation to city council • Revised the standards of the caretaker position • Prepared an evaluation and preservation plan for optimal use of the existing buildings • Developed a park signage program • Analyzed potential utilization of the Sim.m's House and recommended a plan to the city council • Established changes to the refuse practices in the gardens • Reviewed and adopted the historical assessment of four of the structures and developed a strategy for preservation • Developed a three year capital improvement program for phasing facility maintenance • Applied for a $35,000 grant from the Packard Foundation for volunteer projects at the ranch • Re-structured the community garden program allowing more autonomy to gardeners • Reviewed the annual operating budget for the park • Designed a renovation plan for upgrading the Sundial area and creating a gateway identity for the park • Developed a preliminary plan for a wet lab station adjacent to the Simm's House •. , Cupertino CALL TO ORDER 1. CALL TO ORDER City of Cupertino McCLELLAN RANCH TASK FORCE Regular Meeting of February 27, 1997 McClellan Ranch Park MINUTES 1. At 4:01 p.m. meeting was called to order. ROLL CALL 2. Committee members present: Committee members absent: Staff present: ORAL COMMUNICATION 3. None UNFINISHED BUSINESS 4. None NEW BUSINESS Binkley, Toensfeldt, Liggett, Hopkins Worn, Eddy Stephen G. Dowling, Director of Parks and Recreation Barbara Banfield, City Naturalist (4:02 p.m.) 5. Following discussion, Hopkins moved and Banfield seconded a motion to direct Public Works to install a maximum of two speed bumps in parking lot on the north side of the milk barn. All in favor, motion passed unanimously. 6. Following discussion, the task force requested additional information regarding the A.D.A. requirements and project costs for installing raised beds in the gardens. 7. The task force and audience members expressed frustration over the discovery of the private property boundary conflict with the Simm's house. After reviewing options, Binkley moved and Banfield seconded a motion to authorize re-location of playground equipment to the front of the Simm's house. Motion passed. 8. Following discussion, task force concurred with the proposed location of the bee hive. APPROVAL OF MINUTES 9. Minutes of the November 21, 1996 meeting were approved. WRITTEN COMMUNICATION 10. None.
