CITY COUNCIL MEETING
PLEDGE OF ALLEGIANCE
At 6:45 p.m. Mayor Orrin Mahoney called the City Council meeting to order and led the
Pledge of Allegiance.
ROLL CALL
Present: Mayor Orrin Mahoney, Vice Mayor Ciilbert Wong, and Council members Barry
Chang, Mark Santoro, and Rod Sinks. Absent: none.
CEREMONIAL MATTERS AND PRESENT��TIONS
1. Sub�ct: Proclamation to St. Joseph of Cupertino upon its 100t'' Anniversary
Recommended Action: Present Proclamat:ion
Mayor Mahoney presented the proclamati�on to Fr. Greg Kimm.
2. Subject: Proclamation for Tanay Tandori upon his academic award at the Junior
Science & Humanities Symposium
Recommended Action: Present Proclamation
Mayor Mahoney presented the proclamation to Tanay Tandon.
POSTPONEMENTS
Wong moved and Sinks seconded to post��one item number 12 to July 16. Wong
amended his motion to pull the item off the a;;enda. Sinks seconded. The motion carried
unanimously.

ORAL COMMUNICATIONS
Barbara Rogers talked about how seniors are living longer now. She noted a study by
the United Nations explaining what seniors are looking for, including housing,
transportation, social participation, respect, social inclusion, civic participation,
employment, communication and information, community support, health services,
outdoor spaces, and buildings. She said that many cities are recognizing the change in
demographics and are trying to build different kinds of housing to help seniors. She
urged Council to look at how best to help seniors when looking at the next General Plan
Housing Element.
Chuck Johnson asked people to recognize nature and minimize waste by urging coffee
shops to use paper cups, limit the use of plastic, and/or offer cups for reuse. He also
gave a suggestion on public safety and urged pedestrians to be safe at night by wearing
reflective clothing, using crosswalks, etc. He asked for the removal of Gingko trees in
the City because the fruit falls on the sidewalk and is a nuisance. He also asked that the
curbside at Alderbrook Lane near the south entrance to Creekside Park be designated
for short-term parking only.

an amendment to item number 3. Ayes: Chang, Mahoney, Santoro, Sinks, and Wong.

SECOND READING OF ORDINANCES
10. Sub�ect: Second reading of an ordinance to consider amending section 14.12.120 of
the Cupertino Municipal Code to conditio�l the payment of a street tree fee only for
those developments or projects subject to street improvement requirements as
defined in Municipal Code Section 14.04 (Street Improvements)
Recommended Action: Conduct the second reading and enact Ordinance No. 13-
2111: "An Ordinance of the City Council of the City of Cupertino amending Section
14.12.120 of the Cupertino Municipal Code to condition the installation of street
trees for only those developments or projects that are subject to construct street
improvements"
Peggy Griffin thanked Council for changing the ordinance to make it more
consistent with the rest of the ordinances and that it longer discourages residents
from pulling building permits.
City Clerk Grace Schmidt read the title of the ordinance.
Wong moved and Chang seconded to read the ordinance by title only and that the
City Clerk's reading would constitute tr�e second reading thereof. Ayes: Chang,
Mahoney, Santoro, and Wong. Noes: NonE�. Absent: Sinks.

11. Subject: Adopt a resolution to rename San Jacinto Road to San Juan Road
Recommended Action: Adopt Resolution No. 13-047 to rename San Jacinto Road to
San Juan Road
Director of Public Works Timm Borden reviewed the staff report.
Mayor Mahoney opened the public hearing.
There were no speakers and Mayor Mahoney closed the public hearing.
Wong moved and Chang seconded to adopt Resolution No. 13-047 to rename San
Jacinto Road to San Juan Road. The motion carried unanimously.
12. Subject: Saich Way Station site plan modifications to a previously approved
Development Permit, Architectural and Site Permit and a Tree Removal Permit
Recommended Action: Approve site plan modifications to the previously approved
EA-2012-09: A. Adopt Resolution No. 13-048 approving modifications to DP-2012-
05; B. Adopt Resolution No. 13-049 approving modifications to ASA-2012-13; C.
Adopt Resolution No. 13-050 approving modifications to TR-2012-41

ORDINANCES AND ACTION ITEMS
13. Sub�ect: Environmental Education Center IZestrooms
Recommended Action: 1) Include the l��IcClellan Ranch Restrooms and Access
Improvements project as proposed in the ]r Y 2014 CIP budget; 2) Provide direction
to staff regarding restrooms to be includeci in the Environmental Education Center
building, to do either of: a. Proceed with the Environmental Education Center as
currently designed to include a single re�;troom in the building; or b. Modify the
current design to add a second restroom to the building and appropriate additional
funding to do so, in the amount of$65,000
Written communications for this item inclu�ded the current site plan and an alternate
site plan for an additional restroom.
Director of Public Works Timm Borden reviewed the staff report.
Wong moved and Chang seconded to modify the current design to add a second
restroom to the building and appropriate ��dditional funding to do so, in an amount
not to exceed $65,000. Wong withdrew his motion.
Chang moved to modify the current desigil to add a second restroom to the building
and appropriate additional funding to do so, in an amount not to exceed $65,000.
There was no second so staff will proceed with the Environmental Education Center
as currently designed to include a single re�stroom in the building.
14. Subject: Designate voting delegate and alternates for League of California Cities
Annual Conference September 18-20 in Sar_ramento
Recommended Action: Designate voting delegate and up to two alternates
Mahoney moved and Santoro seconded to designate Vice Mayor Wong as the voting
delegate and Council member Sinks as alternate for the League of California Cities
Annual Conference September 18-20 in Sacramento. The motion carried
unanimously.
REPORTS BY COUNCIL AND STAFF
City Manager David Brandt noted that there was an effective use of the community
alert system recently reporting a missing person in Cupertino.
