CC 06-18-2013 Exhibit Oral, Older Adult Housing C� � 1���r.� j � �/ ,� L ER DULT HOUSING for Cupertino's Changing Demographics Expanded Remarks, I�y Barbara Rogers 3-Minute Presentation–June 18, 2013 Honorable Mayor and City Council: Two weeks ago, I shared with you the upcoming explosion in senior demographics. I also should mention some of the other great strides we already have taken—with our BMR program,W'JCS Transitional Housing, and neighborhood community buildings, and proably others. While these respond to some of our specific, recognized needs,these will not be sufficient for the future—a future for which I suggest we do not yet have a picl:ure. This is a global concern, but requiring local action. I advocate that long-range planning begin now so that Cupertino can be ready for the coming demographic changes. This evening, I'll share briefly whaYs happening in other parts of the country,as there are many different ways of addressing the issue. The distinguishing feature of each is that new models of older adult housing are integrated physically and socially into existing communities. The following examples are exerptetl from The City of 2050—An Age-Friendly, Vibrant, intergenerational Community, by Christine Kennedy, a journal article that was published in the edition ot the American Society on Aging's Journal: Generations,that was dedicatd to The Future of Aqinq. HIP Housing: Matching Service for Home Sharing. San Mat��o's Human Investment Project(HIP) is one of more than 100 home-share programs nationally which bring home providers an�� home seekers together. Homeowners, usually senior, are matched with home seekers who pay rent which may be in the form of services needed by the homeowner. HIP was founded 35 years ago and has made more than 14,000 successful matches. Senior Housing Solution: Low-cost Suburban Rentals. This�Santa Clara County non-profit(SHS) buys and remodels single famly homes to provide affordable group rental housing. 1=ach house is designed to have 5 private bedrooms and storage, a large shared kitchen and living space, and front and ��ack landscaping. SHS meets capital and operating costs, including caseworker,with elder renters typically paying less than 1/3 of their income. And one of these homes is located in Cupertino!—an indication that our City already is moving in the right direction. Burbank Senior Artis Colony: Affinity-style Living. A private developer,the redevelopment agency,a nonprofit arts program, and an affordable housing provider built the first senior rental apartments offering independent living in an art- inspired development. This facility has 147 rental units,70% at market and 30%affordable housing. The atlditional theater and art studios are used by senior residents, and intergeneratiorial art projects link the residents with high school studetnts. Senior Co-housing: Custom-designed Niche Communities. A group collaborates to create a custom-designed neighborhood,typically including individual private homes and group amenities such as a common house, library, guest rooms, community gardens, laundry, dining room, and kitchen. The first model was adapted for elders in Copenhagen, Denmark in 1987. Glacier Circle's senior co-housing for 12 opened in Davis CA in 2006. Elderspirit in Abingdon, VA was the first residential community, also in 2006, based on later-life spiril:uality and has 14 market-rate and 15 affordable rental apartments on 14 acres. Silver Sage in Boulder CO3 again, buil�:in 2006, is upscale,with 16 duplexes and attached homes on one acre. Wolf Creek Lodge in Nevada City CA has been completed, and Mountain View CA has a project underway on one acre within walking distance of downtown. Green HouseO Homes: Assisted Living Redefined. The GrE�en HouseO model porvides intimate, community-oriented housing for frail elders in small homes of up to 8-10 and blends into the existing neighborhood. Direct-care workers staff the houses, providing housekeeping,cooking, and cleaning. This c�mcept has spread from Tulepo MS in 2003 to 50 homes on 17 campuses in 12 states. With grant funding, a multi-story,condo-style facility has been adapted in Chelsea MA. Age Friendly Cities&Communities Network. Los Altos CA has joined this Network launched by the United Nations. I suggest that the City— 1) Commit to long-range visioning and planning to understand the changes coming with the shift in older adult demographics; 2) Investigate the gap between what now is and what we want 1or older adults in the next 30 years; 3) Consider how to educate our civic leaders and citizens abou'�;whaYs coming,what's possible and what other communities have done; 4) Bring together our health care provders, urban planners, builders,architects,small business owners,open space and recreation specialists,specialists in aging,etc.to collaborate on innovative,short-and long-term solutions;and 5) Assure that this demographic shift is closely addressed in thE�Genaral Plan Uptlate. recreation specialists, specialists in aging,etc.to collaborate on innovative,short-and long-term solutions;and 5) Assure that this demographic shift is closely addressed in the Genaral Plan Update.
