That location has been HP's campus. While HP has not been utilizing that campus to its design capabilities for the last few years, the HP campus was designed and approved for approx, 9000 occupants, roughly the same number of occupants for the new Apple Campus 2. Therefore I do not see why there would be objections to approving Apple Campus 2. I have lived off Bubb road in Cupertino for 30 years. I have watched Apple grow from the original small buildings on Bubb to the huge company it is today. I lived in Sunnyvale when the first Apples were sold. My then 13 year old son hung out at the Apple store on Mary and Fremont owned by Wosniak's brother. I have lost track of the number of Apple products I have purchased over the years and I have never been disappointed by one of them. I am sure that Cupertino will not be disappointed by the Apple Campus 2 as well. Please vote to approve the new Apple Campus. Oppenheimer (Apple): The negative impact to the Wolfe Road area morning commute, due to 10,000+ Apple employees arriving to work, requires more thought. The recently announced plans will only make the Wolfe/280 area total gridlock, just as the De Anza Blvd./280 area is now on weekday mornings. The plan to close Pruneridge Ave. is a huge mistake because this alternate route from Wolfe to Tantau and Lawrence Expressway is sorely needed. Besides keeping Pruneridge Ave. open, I suggest Apple and the city of Cupertino consider adding new exits and on-ramps from north and south 280 between Wolfe and Tantau. With some modifications to the Apple ValIco One and Two parking lots, this could be accomplished. A southbound 280 exit could connect to ValIco Parkway. A northbound 280 exit could connect directly to new Apple parking areas. These changes would ease congestion. If Apple wants to appease the residents of Cupertino and Santa Clara, add new free way exits, further improve the changes to Wolfe Road, and keep Pruneridge open. Perhaps a direct exit leading to one of the Apple parking lots could be provided from (e.g.) Lawrence Expressway. I'm sure that a combination of approaches can be developed that will deal with the problem. The bigger issue is: Cupertino ready to be bigger? I certainly hope we make it to that certain echelon where not so many people say "Where's that?" when I tell them I'm from Cupertino. But, to place such big business with very concentrated large size workforce in a zone like this is not the right approach. Rather, such projects are best suited to be placed in commercial zones. Apple's attention to landscaping with native trees and plants will not only enhance our air quality, but will also be a refuge for migrating birds, etc. It is our understanding that it will also allow for some hiking/walking/biking use on the borders of their campus. To alleviate traffic, perhaps consider another solution: Encourage local schools to reinstate School Buses to transport children to school instead of having each student in the area delivered separately in a car or van each day. Perhaps Apple Computer would even help subsidize the school bus expense. It is impressive to see how well Apple does in the Bubb Road area with their vans and buses to transport their employees. Most certainly they will have transportation available at the local bus and train stations, & maybe Google-style bikes will be available. Additionally, maybe work hours and days may be staggered with perhaps working one day a week at home. Thank you for putting Cupertino on the map. Traffic has been a major topic of discussion related to this project. As the project replaces what was a very large HP facility, we believe the traffic issues can be mitigated if Cupertino and neighboring cities can provide housing for a significant proportion of Apple employees. A distance of 5 miles is small enough to be conducive to biking and economical for high-frequency company-provided shuttle service. With respect to housing in Cupertino, we believe it unfortunate that the Apple Campus 2 project was not initiated as a mixed office/residential project. We have long supported such combinations, but we recognize they are difficult to be executed under existing 1 restrictions and have historically been unpopular with developers and the city. Absent that alternative, we urge the Council to encourage additional residential development in the area near the proposed project, and to promote bicycle/pedestrian access to the project area. Possibilities include re-zoning of the currently undeveloped parcels in the area of Finch Avenue and Stevens Creek Blvd to high-density residential, and the provision of an additional pedestrian/bicycle route across I-280 between Wolfe Road and Tantau Avenue. On a more general note, and from (indirect) personal experience, we have concerns about the development of such large, single-tenant facilities. Apple is a great company and we wish them well (yes, we do own Apple stock), but even great firms undergo periods of contraction (as occurred with Apple once before and the site's former occupant, HP). Sixty-five years ago, Bell Labs was considered to be the premier industrial research organization, and its parent, AT&T, consistently had the highest aggregate profit of any US-based firm. At that time, Bell Labs started development of its Holmdel,NJ research laboratory, in what was then a mostly rural/agricultural area. At its peak in the late 1990's (as a Lucent facility), the lab housed nearly 6,000 researchers and staff on a 385-acre site. Today, though recognized as a historical landmark, the building has stood empty for nearly a decade. Many proposals have been floated for use of the building but none have made it off the drawing board, and the surrounding community has felt the effects. Cupertino is a far less rural environment than Holmdel was or is, but the presence of a large, unused, and difficult to re-use facility would not be beneficial to the community in years hence. This unbridled endorsement of the new Apple campus is based on how it will contribute to the long term support to the city, not only by tax revenues, but also by keeping Cupertino in world focus as a center of commerce and fine technology. Failure to approve this world class design would be a terrible mistake for the City and would certainly open the possibility for their move to another, more business friendly city. Take a bold step and approve this facility without reservation. While I own a broad cross-section of computer/comrnunications products, there are some fine Apple products used in my daily life. Google, Yahoo and Facebook offer buses with Wi-Fi for their employees: does Apple? If it does, have more buses, and if it doesn't, this is an excellent time to start. 2. Apple could stagger start times thus avoiding some of traffic jams that occur when school starts or when too many start at once. 3. Increased bicycle training and bike availability would help. 4. A ridesharing program reduces traffic and commute time. 5. Traffic planners should monitor changes and improvements needed. I'm sure other people have similar ideas. The point is that this can and should be addressed. This is a beautiful plan and would enhance our community's desirability. It would also bring in additional employees and revenue for many local businesses and increase our available budget thanks to sales taxes. Having this new building would be an incredible "win" for our city, and losing Apple would be devastating. Didn't you notice Apple has rented all the available buildings and has employees all over Cupertino currently but that did not create much more traffic than the HP time because Apple is providing shuttle bus that helped a lot to release the traffic congestion. To alleviate traffic, perhaps consider another solution: Encourage local schools to reinstate School Buses to transport children to school instead of having each student in the area delivered separately in a car or van each day. Perhaps Apple Computer would even help subsidize the school bus expense. It is impressive to see how well Apple does in the Bubb Road area with their vans and buses to transport their employees. Most certainly they will have transportation available at the local bus and train stations, & maybe Google-style bikes will be available. I have been following the developments around this project sometime & my personal feedback/comment is below. The area in question sits right in a primarily residential neighborhood and school zone. As is, the whole surrounding area has become quite congested and morning/evening traffic is extremely busy. If and when this large scale project comes alive, the whole area will become a huge mess and it will be hard on the neighborhoods - especially, local residents have to face the consequences for many years to come. Additionally, as it is Cupertino and nearby real estate (including rental) market has become quite distorted. And, it will be even more distorted if this project comes alive in this zone. We will see sudden and abrupt price increases in local areas on top of today's already very high prices. It will have tremendous negative impact on social fabric as young families with school going children will have no option but to move out of the area. We appreciate contributions of Apple as a business to economies spanning from local to world. But, to place such big business with very concentrated large size workforce in a zone like this is not the right approach. Rather, such projects are best suited to be placed in commercial zones. Enhanced underground parking, both on site and off site from the proposed complex. Company housing incentives for people to live closer to the work site at Apple in Cupertino. CalTrans engineering studies for congestion minimization off the freeway (280) and quickly on to the parking sites near the complex. Carpooling incentives. Flexible work hours (including allowing some work from home or video connections) so people come to and leave work on staggered time intervals, incentives for some to arrive every hour from 6 a.m, on through 11:00 a.m the morning followed by 8 hours of work then a departure, thereby minimizing rush hour congestion. Work with public interest agencies such as Transform, MTC, SVLG Silicon Valley Leadership Group, Joint Venture SV, SPUR, etc. There is no shortage of ideas to address the transportation and congestion problem and show the way to the future for high growth companies like Apple. I also represent the Hispanic Chamber of Commerce Silicon Valley, and our board has endorsed this project and sent a letter to Apple and the Cupertino City Council to encourage a quick approval, for a project that has been long in the making. However, the project as proposed does not include any residential development. The Planning staff report mentions only housing mitigation credits. The past week's Cupertino Courier mentions city-wide growth in Apple's employee population from the current figure of 16,000 to an anticipated 24,000 employees on project completion. That's nearly half the population of Cupertino! Though many of these employees will not live in Cupertino itself, we are concerned about the number that will be able to find housing within a reasonable distance of their workplace. Apple and other local firms have provided bus service for their employees living in other parts of the Bay Area, but that approach has practical limits. The need to accommodate even modest schedule flexibility implies that to maintain reasonable vehicle load factors, it is difficult to bus a high proportion (> 66%) of employees over long distances. Traffic has been a major topic of discussion related to this project. As the project replaces what was a very large HP facility, we believe the traffic issues can be mitigated if Cupertino and neighboring cities can provide housing for a significant proportion of Apple employees. A distance of 5 miles is small enough to be conducive to biking and economical for high-frequency company-provided shuttle service. With respect to housing in Cupertino, we believe it unfortunate that the Apple Campus 2 project was not initiated as a mixed office/residential project. We have long supported such combinations, but we recognize they are difficult to be executed under existing restrictions and have historically been unpopular with developers and the city. Absent that alternative, we urge the Council to encourage additional residential development in the area near the proposed project, and to promote bicycle/pedestrian access to the project area. Possibilities include re-zoning of the currently undeveloped parcels in the area of Finch Avenue and Stevens Creek Blvd to high-density residential, and the provision of an additional pedestrian/bicycle route across I-280 between Wolfe Road and Tantau Avenue. On a more general note, and from (indirect) perscnal experience, we have concerns about the development of such large, single-tenant facilities. Apple is a great company and we wish them well (yes, we do own Apple stock), but even great firms undergo periods of contraction (as occurred with Apple once before and the site's former occupant, HP) . Sixty-five years ago, Bell Labs was considered to be the premier industrial research organization, and its parent, AT&T, consistently had the highest aggregate profit of any US- based firm. At that time, Bell Labs started development of its Holmdel, NJ research laboratory, in what was then a mostly rural/agricultural area. At its peak in the late 1990's (as a Lucent facility), the lab housed nearly 6,000 researchers and staff on a 385-acre site. Today, though recognized as a historical landmark, the building has stood empty for nearly a decade. Many proposals have been floated for use of the building but none have made it off the drawing board, and the surrounding community las felt the effects. 1 Cupertino is a far less rural environment than Holmdel was or is, but the presence of a large, unused, and difficult to re-use facility would not be beneficial to the community in years hence. Please try to ensure that the facility, as designed, has a chance at a second life. Thank you. I'm here to urge all of Council to vote your support for the current Apple 2 campus as proposed and recommended by the Cupertino Planning commission which is based on years of research, counter proposals, and various concessions made by Apple and the City of Cupertino. I believe that the Pro's strongly outweigh cons that some nay- sayers have commented on in the past. Apple's current headquarters in Cupertino brings thousands of new jobs to Cupertino which benefits all small and medium businesses in our community. Apple Campus 2 will increase the number of new jobs in Cupertino by more than 7000 ! That doesn't include all the additional jobs created by the future thriving small businesses that will benefit. Apple is has been and is being a good corporate citizen by addressing many of the concerns addressing environmental and traffic issues. Is it perfect? Well, I remember when Infinite Loop was being built and when many had concerns about traffic issues then too. Did infinite loop increase traffic? Yes. But, one of the greatest and largest corporations headquartered in Cupertino is worth the many benefits in terms of jobs , business activity. Another important consideration is the success of our recently approved Cupertino Downtown, Main Street. Its success will likely increase with the new Apple Campus 2 less than a mile away. As a resident, I'd also like to address community concerns as well. I think the Apple Campus 2 will be a net benefit to Cupertino because it'll not only increase the value of property throughout Cupertino, but will be a magnet to encourage others to live and work in Cupertino. Growth in a City is good as long as it is managed growth. I think that we as a community have managed that growth to date and the coming of Apple Campus 2 will have along term benefit to all current residents. We are already the envy because our schools are the best and now we will have an iconic corporate structure that is the envy of the world. Council, please approve without additional conditions that might give Apple pause. I think the over $50M in tax dollars from various building and permits as well as other fees and the on -going additional property taxes we'll collect can be set aside to address any unforeseen issues that might seem as "nice to have now" . Let's give it the green light today!
