Dear Sir/ Madam,
The Problem:
We would like to draw your attention towards exorbitar,t rent increases in our apartment complex.Two
months ago,they served lease renewal notices to residents whose lease is expiring- up to 24% raise for 12
months bringing the rents to above$3000.We consider it to be very high because the rents have been
going up by around 10%every year since last 2 years far existing residents and was not reduced even when
the economy was completely down in 2009 and 2010. Even after the protests,they have not reduced the
rent increases.The current economic climate with high unemployment, salary cuts and furloughs does not
support such exorbitant and undue increases.
We tried taking the help of Project.Sentinel earlier, but c�ther than offering to mediate a meeting with
Greystar,they express their inability to have any authority or influence over the Apartment owners or �
management since there is no rent control laws in Cup��rtino. .
The Causes•
1. Absence of leqislation forRent Control: In absence�of any rent control laws in Cupertino,these
property management companies are making mocP,cery of rental practices.Their sole aim is to maximize
their profit by increasing rents in whatever unethical ways they can, icrespective of the economy and
affordability,and squeezing the residents.
2. Takinq undue advantaae of schoo/district and scF��aol rankinq:VVe notice that the Rents are very high
around high ranking,schools. However, it must be n�ted that the parents (residents)work very hard
with their kids to improve their scoce which in turn improve school ratings. But the apartment owners
are taking undue advantage of that and extract high rent and demand high increases for renewals.
Primary reason for residents to choose these communities is to provide good education to their kids
when school district finances was in doldrums and several teachers were going to laid off,we have
contributed as well as worked very hard in campail;ns to collect parent contribwtions to the school
district to balance the budget,thus saving several li eachers'jobs in the Cupertino school district,which
in turn helps to maintain or even improve the school standards and ratings. Even this year, several

residents from Cupertino Apartment communities��rorked tirelessly to campaign for the passing of the
$125 Parcel Tax to support Cupertino School Distrir.t. However we see no reciprocation or social
responsibility from fhese apartments' owners and inanagements.
3. Corporate housinq: We understand that the sudden increase in Rental prices is because of the
increased demand for Corporate Apartments from corporations. We came to know that some
cupertino based big corporations are renting aparl:ments in bulk for corporate use in the Cupertino
area.This is driving the rents higher in the Cupertin�o acea.The families cannot compete with the
affordability of cash-rich corporations.This in a wa�/is like large corporations driving the families with
children out of Cupertino.
How it Affects Us:
The rent increase has a caused a very significant financial burden on most of us and impacted our
affordability to live in Cupertino. We are forced to question ourselves about continuing to stay in Cupertino.
This will disrupt the continuity of education for our children in the schools they ha�e been enrolled in and
going to for several years,and it can bring down their scores significantly.This will also result in increased
stress levels for both parents and children,with potential social impact.This will also have emotional and
psychological impact on the children in their crucial grc�wing up years due to the stress and lack of
stability.Students moving out of Cupertino schools will negatively impact the ratings of Cupertino schools
as well.
At the time when our President Mr. Obama is giving importance to improve academic standards,we're
being forced to relocate causing disrupfion in educatioin resulting in inability to compete at higher academic
standards.
We suffered in past, we are sufferinp rrow, we need your help.
What We Ask of You:
1. Please bring in legislative changes to implement rent control in Cupertino
2. Also,for our immediate situation and need since some residents' lease has expired and for many is
expiring soon, please help us to negotiate the abo�ie with Verandas management, since they are not
interested to discuss this issue with us anymore.
3. Establish an effective Tenant/Consumer Watchdog/Protection Forum to look into, address and
prosecute unfair praetices and abuses by Landlords. Such a Consurner Protection Forum or Agency will
ensure proper monitoring of rental practices and hence help many families to obtain recourse in the
case of abusive practices by landlords.
We believe it's a win-win for all when rents are affordable for residents. We sincerely request your speedy
intervention and action in this regard.

Cupertino".Apartments, Cupertino, California .had submitted to Adriana in the Verandas Leasing
Office on Oct 22, 2013 along with the signatures c�f the Residents - to be forwarded to the
Greystar West Regional Management. We underst��nd that you are the Regional Manager for
Greystar West. [Please Note: The signature sheets are not attached with this email (due to the
large attachrr�nt size and also since we have .already submitted it to the Verandas office)].
Some of us were told by the new Verandas Comm��nity Manager Ms. Michelle Miranda that she
would meet Residents individually and address each individual concerns. Accordingly, some of us
met Michelle individually over the last 12 days and then in a small group also last Friday. But
those meetings have not addressed the concerns. Michelle said she will .forward our concerns to
the Greystar Regional Management. However, timE� is of the essence to Residents currently facing
lease renewal deadlines.

Dear Sir/Madam,
This is with reference to the recent lease renewal notices :sent by Greystar management to the residents of
Verandas apartments at Cupertirno.
Context:
1. We are seeing the rent increase in the range of 7 to 24 %for many residents.
2. We have seen continuous rent increases over the last few years but the increase this year has been
out of proportion for existing residents. At this point, existing residents are unable to afford further
increases and are quite stressed about it.
3. As stated above the rent increases ha�e take�n the rents for existing residents beyond the existing
market rates for similar properties in Cupertino. �Tlie month-to-month option is anywhere in the range of
$3300 to $4000 p.m. which is exorbitantly high. V'J� believe the revised cents are grossly unfair and
unjustified.
4. Some of those residents whose increase is rriore than 10°/g the renewal notice was served with less
than 60 days remaining for the renewal date.
5. There appears to be no full-time community manager for Verandas. The Leasing
Consultant in the Vecandas office has asked a�s to send an email to Verandas management

which has not been responded to. This has collectively forced us to come forward and bring our
. concems to your attention.
Some facts.and.recent developments
1. O�erall economic conditions are still tough an�� many of us went through significant cuts in their work
places - salary, benefits and incenti�es, all got cu���.
2. One of the main reasons that drive rents highE;r is the proximity to good schools and the quality of
education. While the teachers play a key role in tlie performance of schools it is also a direct result of
educated parents like us with social accountability: Parents come forward and contribute to support
Cupertino Schools. The results are visible in term;� of ensuring continuity of school teachers & continue
to raise the standards of Cupertino school standards which directly benefitteci the businesses & the
owners/management of various rental communities like The Verandas at Cupertino.
3. There is inadequate value we tenants are receiving for the already high rental prices. e.g.
no significant development in the o�rall community, facilities, landscaping etc in past 4 years except the
rent increases every year for existing residents, e�specially when these are just 2BR/2BA apartments
with no garage and there are no sports facilities lilce tennis courts, wlleyball, basketball, full-fledged
Gym, heated pool, jacuzzi, etc.
4. O�er the last couple of years, the average ren��� increases (done by Demmon Partners, the previous
management) have been reasonable and affordable. These revisions were well received by residents.
What are we looking for?
1. With current rents already so high, year o��r year increase in rent for existing residents beyond
1%.to 3%is totally unaffocdable and.unreasonalole in the cucrent economic climate. We request
Verandas management to reconsider the recent rent increases for current renewals as well as for the
ones coming up.
2. No increase for existin.g residents if rents are already at $2700 or higher.
3. Residents that choose to go for month-to-month, an increase beyond 5%to 7%on current rents
is unreasonable.
4. A detailed action plan on what Greystar management is working on to impro�e the Verandas
community in the coming.year.
While we understand that the objecti�e of any business is to be profitable, at the same time we seek your
attention to the social responsibility as well as responsibility towards your primary stakeholders & customers i.e
"llie Residents".
We see this a5 a positi�e mo�ement where the communit�/ residents have come together to address the
collective issue each one is facing directly impacting their families, their well-being and the standard of living.

I met with Stephen Rose, the planner for Main StreE:1:, on November 15. The reason for our
appointment was because I was getting increasingl�� worried that the design plans where taking far
longer than indicated and that that could indicate th�� design may be changing significantly.
I was correct.
I view this as a big problem. �
I asked Stephen if it is possible for me ta� arrange for a gathering of willing City
Council and Planning Comrnission rnemb�ers where he could show us all of the
current designs along with the only bui9��ing elevations that were presented
leading up to the time of project approv��l. He told me that it could be arranged
and that he could help to #acilitate such .a� meeting. I am hoping that I will

receive some replies to this email that you are willing to participate in a '
gathering.
The sooner, the better. No real date is set for design review, but in reality, that step
only puts fhings in front of two Planning Commissioners and whoever else may be
interested, and able to attend.
Sadly, information rarely goes any further than that.
I believe that the architectural style of buildings that I looked at is very different than what the
community should, be expecting based on all of the meetings and 'outreach' over the last several
years. Disappointing... but not a surprise. This is the reason that I kept mentioning that individual
building (pad) designs should be scrutinized carefully before building takes place.
The 'Bucolic' feel seems to have 'left the building'. The idea that the Main Street project visual design
will reflect the Cupertino of old... or a less 'strip mall' appearance is mostly missing from the
latest design renderings. What I believe to be the largest (or at least longest) retail building now looks
like a flat CVS building with a small portion of a peak roof treatment in the center. The rest of what I
saw shows flat roofs, no (or very little) distinction between 'suites' that are side by side, and a general
'run of the mill' Iook...Not a tribute Cupertino's roots.
I was unable to spend the necessary time on 11/15 to look into the 'pallet' pages where colors, �
finishes, landscaping, etc. are identified. Signage and lighting, while always in question, are also
becoming a great concern of mine.
The Cupertino community that has put so much time and effort into this project deserve to gather in a
place fhat 'looks and feels' like the images AND verbal descriptions they were 'sold' when they
showed support for the project. The images dated December 2011 thru January 2012 (minus the
hotel which was 're-designed' April 2012 and yet again in December 2012).
I voiced my concerns to most of you this past January when the current/approved hotel design came
back with a more modern look/feel, and the addition of back-lit glass and metal accents, as well as
the elimination of anything but flat roof lines. I gave my opinion fhat the Dec, 2012 design was not
really in line with the retail design/look or fhe input given by the city's Architectural Advisor. I sent this
. opinion via an email and was not able to attend the actual meeting on January 15. I did watch the
taped version. "Oh well", I told myself, "the hotel and office buildings can be viewed as 'stand alone'
structures... as long as all of the retail/restaurant buildings stay with what the public wanted, and
developer presented (and, dare I say, 'promised')".
No such luck.
There are definite flaws in the process that Gupertino uses... especially when dealing with projects of
this magnitude. .
Ground was broken, trailers are in place, heavy equipment is moving..., and design in changing
without enough checks and balances.
Given that the new design is likely a far less expensive way to go, I question whether this was not the
'plan' all along. - �
I fear what the office buildings will now look like.... and the 'lofts'. .
I now, more than ever, feel that the 'outreach' meetings were just a dog and pony show: I believe that
involved Cupertino residents, including myself, were cheated out of valuable time, thought and
effort. Time and energy that was meant to make this a 'win-win'.
