Subject: January Status Report on Fiscal Year 13/14 Approved CIP
To provide the best information and greatest transparency to the Capital Improvement Program
(CIP), I am pleased to provide you the following comprehensive document that includes
descriptions and the status of projects in the following categories described below.
The main objective of this document is to provide the Council and the public with project
information as well as a current status of all budgeted capital projects. This document will
continue to be updated quarterly with current project information. In addition, a Construction
Update Report will be presented to the City Council on the first regular council meeting of each
month. Slides from the most recent presentation will also be available as a link from the City’s
home webpage.

Replace ramp portions of pathways at Hoover, Three Oaks, Varian and Linda Vista Park to
provide accessible links from parking lots to the paths.
STATUS
Design has been completed with improvements finalized at Hoover, Three Oaks and Varian
Parks. Improvements at Linda Vista Park will occur in the spring of 2014.

Estimated Project Costs: $ 5,128,900
DESCRIPTION
Second phase of the creek realignment and restoration and multi-use trail extending north of
Blackberry Farm Park, adjacent to the golf course, crossing the creek on a new bridge into and
through the Stocklmeir property, terminating at Stevens Creek Blvd., with minor modifications
to Stevens Creek Blvd. and the Blackberry Farm Golf Course parking lot.
STATUS
Construction is underway. Completion of time-critical creek restoration work was completed in
October. Completion of trail and amenities is proceeding, with substantial completion of
anticipated in February. Grand opening of the trail is expected to occur in early spring.

Design and construct an enclosed, off-leash dog park for large and small dogs at Mary
Avenue.

Soil Remediation Work completed.
Park Improvement Work began in November 2013 and will be completed by the end of January
2014. A Grand Opening event is planned for February 8, 2014.

Estimated Project Costs: $1,400,000
DESCRIPTION
Design and construct a building at McClellan Ranch Preserve to host environmental education
and other related functions. The Environmental Education Center (EEC) will include two
classroom/meeting spaces with a wet lab and exhibit space; a resource center; an office for the
city naturalist, docents and volunteers; storage; and a restroom. The Outdoor Gathering Shelter
project (page 13) is merged with the EEC, and serves as an outdoor extension of the classrooms.
This project does not include furnishings, fixtures, and equipment for the facility. Completion
of this project requires accessibility improvements at the park restrooms and the parking lot as
well as a path linking the Milk Barn to the Stevens Creek trail (see McClellan Ranch Restrooms
and Site Access Upgrades, page 15).
STATUS
Project Bid in August 2013 resulted in all bids being rejected;
Project advertised for re-bid on January 15 2014 with bids due Feb. 25th;
Construction anticipated to begin in spring 2014;
Construction to be complete in January 2015.

Construct a covered outdoor gathering area to provide a space for groups that is sized to meet
the needs of the elementary-age nature education program.

disruption to McClellan Ranch operation.
Project Bid in August 2013 resulted in all bids being rejected;
Project advertised for re-bid on January 15 2014 with bids due Feb. 25th;

Restore and preserve this structure with historic status. Design and construct improvements to
relocate the building to a site nearer the barn and trail, to preserve and restore the historic
façade and architectural details, and provide for more security and protection of the blacksmith
tools and forge.
STATUS
Construction is planned to be concurrent with the Environmental Education Center to minimize
disruption to McClellan Ranch operation.

DESCRIPTION
Design and construct accessibility upgrades for the existing park restrooms in the Milk Barn
and for the vehicle parking, and construct a new path linking the Milk Barn to the Stevens
Creek trail. These improvements will be required prior to occupancy of the Environmental
Education Center.
STATUS
Construction is planned to be concurrent with the Environmental Education Center to minimize
disruption to McClellan Ranch operation.

Remove existing concrete wall at the northwest corner of the tennis facility adjacent to the
Commons residential property, and replace with an engineered retaining wall.

Construction is anticipated to start in fall 201. Construction is anticipated to start in fall 2014,
after spring and summer high activity season at the Sport Center.

replacement, and interior color schemes. Design and construct improvements.

Design Guideline is complete. The design consultant is finalizing the plan for improvements at
the center in collaboration with the Park & Recreation Department. The anticipated start of
construction is spring 2014.

STATUS
Initiated project in fall 2013. Existing conditions are being researched and studied by the City
Channel/IT Team to identify the most efficient means to install the fiber link.

Solar Assessment at Public Buildings – Phase 1

Location: Civic Center Complex & Service Center
Estimated Project Costs: $30,000
DESCRIPTION
The assessment, completed in February 2012, focused on cost/benefit analyses of solar project
developments at the Service Center and the Civic Center. Participate in a regional collaborative
solar procurement process to issue a joint Request for Proposals and receive proposals for
alternatives to acquire solar power generation at designated sites. This project does not include
construction costs.
STATUS
Solar Assessment completed. In March 2013 the City joined the Alameda County Regional
Renewable Energy Procurement (RREP) collaborative. Request for Proposals were submitted
on January 14th. An RREP committee formed of participating agency members will evaluate the
vendor proposals. Completion of that process is expected by March 31st. This process will result
in selecting vendors that will negotiate individual installations with participating jurisdictions.

DESCRIPTION
Install solar PV system at Service Center as identified from the Solar Assessment for public
buildings. Proposed budget assumes direct purchase and installation by the City.
STATUS
Pending the outcome of the Alameda County Regional Renewable Energy Procurement (RREP)
collaborative Request for Proposals (RFP). Request for Proposals were submitted on January

Replace existing worn carpet and furniture, and perform improvements to the fire sprinkler and
a hot water circulation pump.
STATUS
Replacement of carpet, improvement of fire sprinkler system and hot water circulation pump
were completed in August 2013. Purchase of furniture will be completed before June 30, 2014.

DESCRIPTION
Further development of the “Civic Life” plan alternative from the 2012 Civic Center Master Plan
Framework into a singular master plan. The master plan will serve as the long-range vision for
development of the Civic Center campus. The project will include community and stakeholder
input and environmental analysis.
STATUS
Consultant selection process was completed in December 2013. A contract with the selected
consultant for project and start of work is anticipated in February 2014. Completion anticipated
in FY 2015.

McClellan Ranch Barn Evaluation & Renovation Plan

DESCRIPTION
Evaluate the condition of the McClellan Ranch barn and investigate its historic status under
current standards. Study possible options and plan for the future use of the building. Develop
a renovation plan for its repair and rehabilitation, consistent with the anticipated future use.
STATUS
The historic evaluation of the barn is included in the Historic Structures Assessment. The
conceptual renovation plan is currently underway. A workshop with citizen users and groups
was conducted in November 2013. Anticipate completion of report and conceptual plans in
spring 2014.

Evaluate structures at McClellan Ranch for historical significance under current standards. The
evaluation will identify the structures’ significance under current standards and allow for their

The assessment report is near completion. Anticipated presentations to Park & Recreation
Commission and Council in spring 2014.

Develop a signage program and system guideline for McClellan Ranch Preserve with elements
that consider and are suitable for use elsewhere along the Stevens Creek corridor. The signage
program will provide for general way-finding, regulations, and historic/cultural and
nature/environmental interpretive content. This process will include stakeholder input. Signs
will be implemented in future projects.
STATUS
Consultant selection is complete. Anticipate stakeholder meetings in March 2014 and project
completion by summer 2014.

Design and construct a new outfall to address erosion that is undermining the outfall of a storm
line from East Estates Dr. into Calabazas Creek.

Santa Clara Valley Water District is developing plans and providing permitting. Construction
is anticipated to begin in summer 2014.

Linda Vista Pond Repair

Location: Linda Vista Park
Estimated Project Costs: $450,000
DESCRIPTION
The ponds are a significant element in Linda Vista Park but have been inactive for many years
due to leaking, leaving a major gap in the park. The existing ponds will be repaired and put
back into service.
STATUS
Project is proceeding in two phases, Technical Investigation and Construction Documents.
Completion of the Technical Investigation is expected by March 30, 2014. Completion of
Construction Documents TBD based on Phase 1 outcome. Project to be revalidated by Council
due to current drought conditions and potential water usage restrictions.

project and start of work is anticipated in February 2014. Completion of design is anticipated in
