We gave recommendations to mitigate the noise generated by rooftop equipment in a previous report titled"Homestead Square Safeway Code Compliance—Revision 3," dated April 17, 2014. We understand that our recommendations (modifications to the roof screen and installation of airflow diverters on air handling units and exhaust fans) have been followed, and we have repeated our on-site measurements to confirm that noise levels will comply with the Municipal Code of the City of Cupertino. 1- Noise Criteria Section 10.48.040 of the Municipal Code of the City of Cupertino specifies the daytime and nighttime maximum noise levels, and is quoted below. Individual noise sources, or the combination of a group of noise sources located on the same property, shall not produce a noise level exceeding those specified on property zoned as follows, unless specifically provided in another section of this chapter: Land Use at Point of Maximum Noise Level at Complaint Origin Site of Receiving Property Nighttime Daytime Residential 50 dBA 60 dBA Nonresidential 55 dBA 65 dBA Table 1: Maximum noise levels specified by the Municipal Code of the City of Cupertino. Based on input from the City received March 28, 2014, we understand that the applicable maximum noise levels at the property line that the Safeway shares with a condo complex to the south are 50 dBA at nighttime and 60 dBA during the daytime. Additionally, we understand that the limit applies at the property plane of the receiving property. While the consultant was on site, he noted that the Safeway was open and that more pieces of rooftop mechanical equipment (particularly exhaust fans) were operating than when he was on site for a previous measurement in March 2014. Our recommendations to add mass-loaded vinyl to the bottom of the roof screens and to add airflow diverters to AHU-1, AC-5, and EF-1, EF-2, EF-3, EF-5, EF-6, and EF-7 appear to be followed. This location was chosen because it minimizes the attenuation offered by the roof screen barriers for sound emitted by the two largest refrigeration condensing units and air conditioning equipment AHU-1 and AC-5. Based on the sound data provided,we believe that these are the major sources of sound. The A-weighted Ley sound pressure levels measured from 6/19/2014-6/20/2014 are shown in Figure 5. It can be seen that the noise levels at the measurement location remain approximately constant. Because the noise levels do not decrease in the late night, we conclude that the noise levels are dominated by mechanical systems noise instead of traffic noise. At around 2:45 PM an anomalously large peak of almost 80 dBA can be seen. We assume that this is not due to the mechanical equipment, however, because of its brief duration, it does not affect the statistics of our analysis. The average value of the sound pressure level over the entire measurement period is 58 dBA. Our previously measured A-weighted Ley sound pressure levels recorded 3/18/2014-3/20/2014 are shown in Figure 6. For easy comparison, both data sets are shown together in Figure 7. From Figure 7, it is clear that the rooftop sound levels have decreased since the measurement in March 2014. The average difference between the levels measured on 3/18/2014 and those measured on 6/19/2014 is 4 dBA. The average value of the sound pressure level over the entire measurement period for the previous measurement is 62 dBA, which is 4 dBA higher than the average Ley of 58 dBA in the new measurement. Taking into account the locations of the equipment and the roof screens as shown on sheets A2.41 and M2.2 of the drawings dated 07/09/2012, we have calculated the sound pressure level at a point a distance of 38 feet south of the edge of the roof, corresponding to the nearest property line. The calculation point is at a height equal to 5 feet above the roof surface. We have accounted for the following effects in our calculations. • Attenuation of sound with distance (equipment locations as shown on sheets A2.41 and M2.2 dated 07/09/2012) • Attenuation of sound by roof screens and roof parapet (locations as shown on sheet A2.41 date 07/09/2012) • Attenuation of sound by airflow diverting fittings on AHU-1, AC-5, EF-1, EF-2, EF-3, EF-5,EF-6, and EF-7 Additionally, we understand that the generator is an emergency generator that will be tested during the daytime and will only run at night in the event of a power failure. In this case, the operation of the generator constitutes emergency work and is not subject to the maximum sound level limits of the Code(per Section 10.48.030 of the Code). We predict that, with all rooftop mechanical equipment (except the generator) running and producing sound levels as provided in the sound data, the sound pressure level generated by the equipment will be 50 dBA at the property line. This meets the City standards of 50 dBA during nighttime and 60 dBA during daytime. As a check on our calculations, we compared the measured level with a calculated sound pressure level at the measurement location produced by the rooftop equipment (not including the generator).
