Application: Applicant: Location: 17-ASA-00 Marcia Garcia / Honeywell, Inc. 1 Results Way Architectural and site approval to remove trees and add new landscaping to an approved landscape plan, and add handicap accessibility improvements to an existing office / manufacturing building. Discussion: Applicant informed staff that they are removing three 14" trees and putting in 3 24" boxes. Applicant asked staff if the boxes should be larger than the proposed 24" boxes. Vera Gil responded that the 24" box were suggested only, and is rather large enough. The trees being removed are from the interior along the side of the building that do not screen anything, thus, the 24" boxes are appropriate. Com. Stevens moved to recommend approval. Discussion: Com. Stevens asked staff if the sites are covered. Ms. Gil informed staff that the east service yard is partially covered and the south service yard is fully not covered. 3 Com. Stevens asked staff if there is a noise factor that needs to be reviewed. Ms. Gil stated that there is a noise ordinance that they will comply with. Com. Stevens moved to recommend approval. Blaney Avenue (Tin Tin Market) Architectural and site approval for a 558 sq. ft. mechanical room enclosure and a trash / fish spray-off enclosure at an existing market. Residential Design Review Committee decision final unless appealed. Staffpresentation: Colin Jung introduced the Application 20-ASA-00 as an architectural site approval to enclose an existing un-permitted electrical, mechanical, trash and a fish spray-off area as shown on plan set Al-1. He commented that the application is proposed to address certain code enforcement issues in the area. One issue is the excessive noise level caused by the mechanical equipment and the non- point source violations. Areas cited are particular to the fish spray-off which was Being handled in the parking lot and was going into the storm drain instead of the sanitary sewer this caused problems and odors on the side of the building adjacent to the church. Complaints are not coming from the church but rather from the neighbors of La Reda Road and La Reda Court. Mr. Jung stated that the applicant is moving to correct such code violations. Another issue Mr. Jung discussed is the excessive noise level. He recommended a condition that additional noise testing be done before the final sign-off will be done on the permit to ensure the noise level will be reduced to meet the city's requirements. Otherwise staffwill seek other measures to mitigate the noise level. Furthermore, the concrete sound enclosure will have a roof over it as well as the fish wash and spray off area. 4 Mr. Jung stated that staff was recommending approval with the conditions that the wall is painted the same color as the existing wall and the noise monitoring condition is met. Com. Stevens asked staffifthe enclosure would abate excessive noise generated by existing mechanical equipment. Com. Stevens wanted to know why the noise level was permitted that the staff needed to look into the noise ordinances. Mr. Jung responded to the city noise complaints regarding excessive noise equipment at Tin Tin Market. The issue was investigated and the result found was that the noise came from the equipment. During the investigation it was revealed that there was no permit on file for the electrical equipment or a permit for the wooden enclosure. Com. Stevens asked the staff if the application would help to correct the situation. The staff replied that it would redirect the smell from the neighborhoods and cut down the noise from the mechanical equipment. MOTION: SECOND: ABSENT: ABSTAIN: VOTE: David Doyle moved for approval.
