Architectural Review of improvements to the parking lot and landscaping for an existing
office/industrial campus site.
Peter Gilli, Project Manager, presented an overview of the case based upon the staff report. The
applicant requests approval for parking lot expansion, restriping and landscaping modifications
to a section of the Hewlett-Packard (HP) campus on Pruneridge Avenue between Wolfe and
Tantau Avenue. We just recently received updated plans and a tree removal and replanting list.
The updated plans will result in 297 additional parking spaces through restriping and
reorganizing the parking lot with some encroachment into open space. The tree loss will be 37 of
varying sizes and varying species throughout the parking lot area. Those trees will be replaced
with a total of 15 new trees planted throughout the parking lot, which are indicated on this list.
Staff does not have concern about the loss of the open spaces in front of the buildings, instead we
tried to protect the open area around the existing orchard site and the applicant has modified their
plans to meet staffs wishes and also to get the majority ofthe parking that they required.
The meeting was then opened up for discussion.
Comm. K wok inquired about the number of existing parking spaces, and about the reason for
adding parking spaces.
In this particular section there are 877 parking spaces now and 297 shall be added.
The applicant described the proposed building program. She said that at the end of May 200 new
people would move into Building 46. So they needed to add 200 parking stalls to accommodate
the new people. At the same time the Executive Briefing Center which has a need for increasing
business and will therefore have more visitors. For that purpose at least 100 parking stalls are
needed. She mentioned that the nature ofHP's business is migrating to more business partners
and more visitors coming to their site. So, the parking spaces are not only to accommodate the
200-headcount growth, it's also to accommodate the business partners.
Staff used a standard parking ratio for the entire site of I space for every 285 square feet and
based on that they are underparked at their site. And they are choosing to intensify the parking in
this area where it is most needed.
Comm. K wok inquired about the necessity of the removal of so many mature trees, about the
traffic, and about the loss of open space.
Mr. Gilli indicated the fact that the removal oftrees would be necessary, but that the applicant is
saving as many trees as possible, that islands will be put around the trees that can be saved, and
that new trees would be planted to replace trees and to fill up the spaces that are bare. The trees
will be deciduous and evergreen.
Comm. Kwok asked for review ofthe plans by the City Arborist to insure that the City's interests
will be protected.
The second concern was the traffic.
The parking ratio is 80 to 90 spaces over their required parking, which is not significant at this
point. Ciddy Wordell, City Planner, mentioned that Bert Viskovich, Director of Public Works,
had agreed that this is within our comfort zone.
The last concern was the open space.
Mr. Gilli pointed out that the areas that are being lost are in front of the buildings and are more of
a designed open area. They are not efficiently used and are not really an open area to enjoy.
Instead, the focus was on protecting a substantial open area, which was initially proposed to be
encroached by some parking.
Staff is making recommendations for approval.
Action: Comm. Kwok recommended approval subject to review by the City Arborist.
