Organizational Information
For over 20 years, SouthTech Systems hCas been providing software solutions and
services to Local Government. We are a California Small Business Certified vendor
which meets the need of many government agencies that are required to have a
certain percentage of the procurements go to small businesses. Headquartered in
Riverside, California, with a satellite office in Yerevan, Armenia, we specialize in the
development and implementation of eGovernment and eBusiness software; we equip
organizations with products, services and enterprise solutions that automate manual
processes and improve staff productivity. SouthTech Systems also specializes in
building Electronic Document Imaging solutions, which includes.the analysis, design,
implementation, training, support, and maintenance of custom, turnkey.systems.
Our first success story goes back to 1993. Jose Dominguez, the Founder of
SouthTech Systems, built a system called CDATS, to automate the Marriage License
Issuance process. This system eventually got purchased by the State and distributed
to most of the California Counties. CAT;)' allowed County Clerks to stop using
typewriters and utilize computers for producing Marriage Licenses.
In 1998, we worked with the Orange County Recorder in building the first Internet
Electronic Recording System in the United States, which would allow Title
Companies record deeds and other real Estate documents electronically with the
Recorder's office. Orange County has successfully utilized our system and recorded
over 7 Million Documents without any single instance of fraud.
In 2006 SouthTech Systems developed a second generation Electronic'Recording
System for the County Recorders. Using our past experience of developing the
original Electronic Recording System and the newly released California State
Department of Justice Security Specifications, we launched a research and
development effort for a new Multi-County Electronic Recording System. In doing so,
we. were able to remain ahead of the curve by designing a robust, single-interface
system that would eventually be used by many California Counties.
This R&D development effort was highly successful; an effort which cultivated in
SouthTech Systems selling the software rights to a group of Southern California
Counties. Counties of Orange, Los Angeles, Riverside and San Diego became
partners in this effort. This product has since been named "SECURE" by the owners
of the system and has won numerous awards for innovation and originality.-
SouthTech Systems retains the rights to the software and source code for use
outside of California.
Another innovative software solution we haave developed is called DisclosureDocs
and eDisclosure, which automates the Filing of FPPC Form 700s. Since 2002,
SouthTech has automated the management of these forms. In 2008 the State
Legislation authorized a pilot to test the concept of Electronic Form 700 and out of 5
agencies participating, 4 were SouthTech Customers. Due to the success of
0

City of Cupertino
Counties of Orange, Santa Clara, Ventura and City of Long Beach, the Governor
signed a Bill to allow all agencies in California to utilize Electronic Form 700s. This
year over 35,000 Government Employees have used our system to file their Forms.
Our company's focus is to provide public agencies with cost-effective and scalable
applications that utilize database, digitized documents, workflow and electronic
document management technologies. Our system will automate manual processes;
improve staff productivity and services to the public. As a premier software developer
and EDMS systems integrator, we create, deploy, support, and maintain high-quality
client-server and browser-based software solutions.
Our company offers a unique blend of local governmental experience coupled with
extensive technical expertise including specific knowledge in the imaging, document
management, and workflow arenas. We pride ourselves on providing our customers
with system implementation teams who offer prior working experience in the public
sector. We believe this uniquely qualifies SouthTech Systems to meet the needs of
the Customer and sets us apart from other vendors.
SouthTech Systems, Inc. offers not only the necessary technical knowledge, but also
the in-depth government operational experience to make this project a success. We
do not use sub-contractors. We understand how your business works, and we can
blend cost-effective new technology with day-to-day operations to make your jobs
easier and to provide you with an efficient workflow.

Disclosure DocsTmIeDisclosure TM Software Suite Overview
DisclosureDocs is an automated database that manages the business process
associated with the FPPC mandated filing of Form 700, Statement of Economic
Interest. The system creates an entity account for each individual. Each individual is
assigned an account number and information is stored in tables regarding the
organization, department, and position title and filing requirements. The system
provides business process reports of v\fhat filings are due and tracks which
individuals have filed disclosure documents as they are received. The forms are
scanned into the system using scanners and bar code technology. This process
automatically indexes and stores the images with data in the repository. The
database is updated and reports are created to indicate compliance status. The
system user can then select from the individuals who have not responded to send
reminder letters. The system creates thE mailing labels and using "mail merge"
technology generates reminder letters. Various reports are created to track the
entities' response and the action taken by the "Filing Officer". The system also
includes a "Public Access" module. This allows staff and the public to search the
database and retrieve electronic document images of the disclosure documents for
viewing and printing.
Secured web access is provided with eDisclosure. The software provides a user
based login allowing for secure access to individual filer's profile and prior years
filings. The filer is alerted as to which forms are due for filing. Form -completion is
simplified by the ability to copy from prior year filings and making necessary
adjustments. Automatic form validations reduce most common errors. Filers can
easily save, preview and submit one set of forms for all positions, held. You can print,
mail or submit electronically.

DisclosureDocs ClickOnce Requirements (Automatic Update
Download)
DisclosureDocs desktop application is installed using Microsoft Net Framework
ClickOnce technology. ClickOnce deployment allows you to publish Windows-based
applications to a Web server or network file share for simplified installation.
If you decide to also have a QA environment you would need to have separate
ClickOnce packages for each environment created (Production and QA).
SouthTech System need this information from customer to prepare these packages.
1. DDocsServer address (for each environment).
i.e. http(s)://Yourpomain/DDocsServ(:Ir
2. ClickOnce location.(for each environment).
ClickOnce application can be deployf;d to the Web or a Network Share.
OPTION 1: Network Location
The location needs to be in an UNC Format:
\\ComputerName\ShareName\Path\DicsclosureDocs\Test
\\ComputerName\ShareNamePath\DicsclosureDocs\Production
Users who will be using DisclosureDocs should have access to this
location from their computer with their credentials.
When the end user installs the! application for the first time, he/she
would double-click our setup.exe that is located on the Network
Location. After that., every time the system is launched — it will check
for an update in the Network Location.
OPTION 2: Web Location
The location needs to be in an URL Format:
http(s)://Yourpomain/DisclosuireDocsinstall/Production/
http(s)://Yourpomain/DisclosuireDocslnstall/QA/
In this case customer will need to create a virtual directory on your Web
Server and store the content of the package provided by Southtech.
When the end user installs the application for the first time, he/she
would type the path in the browser
http(s)://Yourpomain/DisclosurreDocs/QA/DDocs.Application
After that, every. time the system is launched — it will check for an
update in the Web Location.
The consecutive updates will be provided by SouthTech Systems. Your staff would
need to copy new packages to the corresponding location and the updates will be
downloaded and installed automatically any time the user instantiates
DisclosureDocs on their workstation.
