The consultants ignored requests for an "other" or null option in their multiple choice questionnaire. In response, I developed an open-ended form for Cupertino residents and other park users to support more nature in the Stevens Creek Corridor, and to write to you about what is important to them. (See attached PDF.) Since December 1st, I have spent several mornings and afternoons walking through the Stevens Creek Corridor, chatting with park users, and collecting support forms. I also received significant positive feedback during the December 3rd Public Drop-in Event, after which I expanded the scope of the SCVAS Design Option D to include new community input and ideas. Some responses were also collected online through outreach to the NextDoor community. I believe it is important to provide you with direct responses from the community. Thus, I have not edited any responses, and they may not necessarily represent the views of Santa Clara Valley Audubon'Society (SCVAS) or other environmental groups. However, the ideas of "peace," "nature"/"natural," "walk," "wildlife," "overdevelopment," and "quiet" are shared by many. respondents. Respondents represent a diverse segment of our community: they range from middle -and high school students to mothers with kids to retired individuals. The vast majority are from Cupertino residents. Many respondents visited the Stevens Creek Corridor for its wildlife, walking opportunities, environmental education programs, and volunteer activities. Please reject the three proposed design options, since all would have significant impacts on valuable wildlife habitat and peace in the corridor. Instead, support Design Option D as proposed by SCVAS to preserve and enhance the creek corridor. Please offer the public opportunities to expand, not reduce, creek restoration and natural open space by the creek Thank you! December 13, 2014 Dear Mayor Sinks, Cupertino City Councilmembers, and Parks & Recreation Commissioners, In their latest outreach effort, MIG consultants asked community members to choose between Options A, B, or C for the Stevens Creek Corridor, offering no choices for those who wanted to see a more natural and less developed park. The consultants ignored requests for an ``other" or null option in their multiple choice questionnaire. In response, I developed an open-ended form for Cupertino residents and other park users to support more nature in the Stevens Creek Corridor, and to write to you about what is important to them. Since December 1 S`, I have spent several mornings and afternoons walking through the Stevens Creek Corridor, chatting with park users, and collecting support forms. I also received signiticant positive feedback during the December 3`d Public Drop-in Event, after which I expanded the scope of the SCVAS Design Option D to include new community input and ideas. Some responses were also collected online through outreach to the NextDoor community. I believe it is important to provide you with direct responses from the community. Thus, I have not edited any responses, and they may not necessarily represent the views of Santa Clara Valley Audubon Society (SCVAS) or other environmental groups. However, the ideas of"peace," ``nature"/"natural," "walk," "wildlife," "overdevelopment," and "quiet" are shared by many respondents and supported by SCVAS. Respondents represent a diverse segment of our community: they range from middle-and high school students to retired individuals, and from Cupertino residents to members of surrounding communities. Many respondents visited the Stevens Creek Corridor for its wildlife, walking opportunities, environmental education programs, and volunteer activities. Please reject the three proposed design options, since all would have significant impacts on valuable wildlife habitat and peace in the corridor. J a e e N F o o T r+i��s AudubonSociety „���•t�jrr�� HEALTHY PLANET , . � . _ December 15, 2014 Dear Mayor Sinks and Cupertino City Council, Santa Clara Valley Audubon Society (SCVAS), Acterra, Sierra Club Loma Prieta Chapter, Committee for Green Foothills, and the California Native Plant Society, Santa Clara Valley Chapter are environmental organizations that work to sustain nature and biodiversity in our region's future. Toward that goal, we engage in education for youth and adults, provide opportunities for nature-oriented recreation and habitat restoration, and engage in advocacy. We have participated in previous planning efforts in the Stevens Creek Corridor, efforts that have resulted in award-winning design and implementation. Together with Dr. Terry Trumbull of the Environmental Studies program of San Jose State University, we submit this letter to express our grave concern that each of the three Design Options proposed for a new Stevens Creek Master Plan includes components that could cause irreversible harm to one of the most valued natural resources in the South Bay: Cupertino's Stevens Creek Corridor. We propose a fourth Design Option for your consideration ("Alternative D," attached). In summer 2014, Cupertino completed an eighteen-million-dollar, six-year project to construct a multi- use trail along the creek corridor, to restore Stevens Creek in Blackberry Farm and the Stocklmeir property and to restore habitat and open space along the creek (the McClellan Ranch section has not been restored). It is the promise of a healthy creek ecosystem that attracted partnerships and millions of dollars in government funding (including a partnership with SCVAS that secured $850,000 in funding from the Santa Clara Valley Water District). Since the completion of the two phases of the Stevens Creek Corridor Project in sutnmer 2014, the park has attracted thousands of students, visitors and volunteers. The corridor provides the community with education, recreation and restoration opportunities that cannot be offered anywhere else in Cupertino or the south bay region: • SCVAS provides nature programs for young and old, including birding classes, Christmas Bird Count, bluebird nest box trails, `Young Audubon' fledgling groups, Wildlife Education Day, service days for high school students, and internships for Cupertino students. Over a thousand families and hundreds of youth participate in these programs at McClellan Ranch, Blackberry Farm and all along the creek. • Acterra offers water quality and aquatic insect monitoring, as well as habitat restoration and planting of California native plants—programs that engage over a thousand volunteers each year, including many students from local colleges. • The Cupertino City Naturalist educates thousands of Cupertino children: third-grade school groups from Cupertino alone account for over 1200 visitors each year. • 4H and the Community Gardens provide opportunities for activities that connect people to the agricultural heritage of Cupertino • McClellan Ranch Preserve and the habitat along the creek are visited daily by families, school groups, "mommy and me" groups, and many others who come to see the wildlife and enjoy the peace and beauty of this unique preserve. s ' December 15,2014 Page2of3 What attracts all these people to the Stevens Creek Corridor is Cupertino's success in preserving and enhancing the wide and continuous riparian and meadow habitat for native plants and over 130 wildlife species (including populations of birds that are declining in the Bay Area and the state and special status species). The great popularity of the Stevens Creek Corridor proves that Cupertino residents love and value this area exactly as it is now. Cupertino leaders and staff have worked diligently and invested millions of dollars and countless hours of work to develop a park that balances recreation, education, and the preservation of nature and wildlife. This investment is still ongoing through the construction by the City of the new Environmental Education Center. The City should not destroy the results of this multi-million-dollar investment before the public has even had a chance to enjoy the recently completed Stevens Creek Trail, the yet-to-be completed Environmental Education Center, and the facilities already in the creek corridor. If maintenance of the golf course is not financially feasible, the land should be restored to wetlands, meadows and oak forest. Each of the three proposed Design Alternatives includes components that are likely to upset the delicate balance that exists in the corridor. Many elements of MIG's Design Options belong in urban city parks, not in nature-focused parks, natural areas and creekside areas. • Design Option A would cause the most environmental desh-uction. This option includes a new road extending from Stevens Creek Boulevard through the park, extensive parking, new sportsfields and swimming pools in place of the existing golf course, a special events venue, "enhanced natural peninsula" in an area that requires no enhancement, conversion of the meadow to agriculture, and unnecessary new trails and bridges. • Design Option B would also introduce new paved roads along Stevens Creek, trails and bridges into sensitive ecological habitats, conversion of the meadow to agriculture, and replace nature (including restored native plant ecosystem areas) with play areas. • Design Option C would senselessly criss-cross the fragile habitat areas with trails and bridges, and reduce meadow habitat. All of these Design Options would consume natural open space and cause habitat fragmentation which is a known hazard to wildlife survival, as it brings human activity and disturbance closer to nesting, breeding and foraging grounds for wildlife and disrupts animal movement that is needed for foraging and dispersal. In particular, adding new trails on the opposite side of the creek from existing trails would double the level of disturbance from dog walkers,joggers and bicycles without significantly increasing trail connectivity. Excess of trails means that instead of viewing and enjoying nature, visitors will be observing other visitors. The beauty of the existing design will be lost. We consider the special status species of the Stevens Creek Corridor to be an asset to the City, and hope that Cupertino will celebrate and protect its biological diversity and the sensitive species of the Stevens Creek Corridor rather than "evaluate, minimize, and mitigate for potential impacts to these species" as their habitat is taken over and degraded. The changing number of volunteers and a limited budget can make it hard to keep up the garden's infrastructure and appearance. The December ]0, 2014 edition of the San Jose Mercury Newspaper had an article about the Rolling Hills of Cupertino 4-H club. It gave a brief history of the club at the McClellan Ranch Park location and an explanation of the club's "four essential elements" for youth development. McClellan Ranch Park is vital for the 4-H club members to raise their animals and work on personal growth. Visiting adults and children love seeing the animals! Improvements made to the 4-H area will showcase the importance of farm animals and how to care for them. McClellan Ranch Park supports many community activities. It is a field trip destination for schools, a nature classroom for children and adults, a place for the 4-H club farm, community gardens, hiking into nature, and to preserve examples of Cupertino's rural heritage. The restoration of the heritage buildings and maintenance of this park are vital because of the many and increasing demands made on it by the people of this city. The parking suggested in Option C at the intersection of Clubhouse Ln. will help people and groups visiting this lovely park. However, a playground, even one made of nature materials doesn't match this parks mission of teaching the need for conservation and the quiet observation of nature. It will be just another playground only with big rocks and wood. Does every nature park have to be a playground before kids can enjoy them? The care of McClellan Ranch Park and other city parks should take precedence over the development of more features for human use. It is a sad reality that when the budget gets tight, the first cuts in services hit the parks and libraries. There are only so many volunteers who can fill some of the gaps. Linda Vista Park I visited this park Thanksgiving week and again Sunday Dec. 7 with my husband. On the Dec. 7 visit, there was one person with two off leash dogs using the park at 1 1:50 am. This park has a large parking area, wide paved paths, and beautiful trees. There is a tot playground near the parking lot and bathroom that has a slope with shrubs and tall grasses and small boulders to play on. The upper playground is for older kids. Both had plenty of lawn for play. One picnic area up a short slope from the parking area looked like a group picnic area. On both days I visited this park, there were no children. There is one restroom building located at the parking lot and it's not set up for the disabled having no pull up bars at the toilets. The area that runs along the golf course to the water basins are far from this restroom. There is a huge lawn with a gentle slope that has a path along the golf course and then turns to start up the hill. This lawn could have boulders for climbing, tall grass to run around and hide in, logs for hoping and jumping, different trail materials, and so on for 2 At the Aster Ln. and Barnhart Pl. side there is one locked port-a-potty to serve the soccer players when they are there. Even if it were for use, it is far from both playgrounds, especially the preschool playground. The park has good parking. There are about 15 spaces on the Donegal Dr. and about 22 plus two handicap spaces on Leeds Ave. A smail entrance is at the end of Aster Ct. Each playground has a drinking fountain and garbage cans. On the December 9 visit, the half court basketball on the Leeds Ave. was being used. This park has a number of parking spaces and easy access. Good playgrounds are already there. It would nice if a restroom--it could be a composting toilet to minimize costs--is added for people using this park. Jollyman Park 1 visited this park alone on November 19th and again with my husband December 7, 2014. There has excellent parking. On Dumas Dr. are about 19 parking spaces and a new handicap space and entrance at the baseball area, and on the short side of Dumas Dr. are six parallel parking spaces. The baseball field was closed November 19th and December 9th, but is well maintained. There are soccer fields, and at 4:OOpm Nov. 19`h; they were all being used by kids. Also on the long side of Dumas Dr is a building that had a concession window, two picnic tables and handicap accessible restrooms. These are very far from the playgrounds on the S. Stelling Road side. There is another small entrance at the end of Tuscany PI. with four parking spaces and a half basketball court near it. It was nice to see the court being used by a teenage boy. There are crushed granite and paved walk ways for walking and biking. There are enough garbage cans to help keep the park clean. On the S. Stelling Rd. side are two age appropriate playgrounds with seating and tables. The preschool playground has metal fencing around it which helps caregivers who are responsible for the children's safety. The older level play area has a split rail fence around it. Also on the S. Stelling Rd. side is a volleyball net that was being used by men on December 7th. 4 Estates Dr. that is wide enough for bikes and walking, an entry from Alderbrook Ln. off Alderbrook Ave, and one from Calle de Barcelona. There is a wide path that loops around the park perimeter that supports biking and walking. Some kids used scooters. There were plenty of garbage cans. There are two tournament size soccer fields, two half basketball courts, two baseball fields, and two big lawn areas. Maybe another activity such as horse--shoes, bocce ball, or volley ball--could be carved out on the Miller Ave. side where there is a group picnic/barbecue area and the tot playground. The buildings at the head of the parking lot are an incredible asset. I saw the inside of the biggest one during Cupertino Parks and Rec. preschool activities. One building has concession style windows and a family restroom, and another has two restrooms. All were open to the public during park hours. There were two playgrounds: one for preschoolers and one for older kids. The fenced preschool playground near Miller Ave. is far from the bathrooms and not used much. Nearly all children from preschoolers on up and their care givers were using the playground closest to the bathrooms. Could the fenced preschool playground be relocated to be near the other playground and bathrooms? If not, could a bocce ball or volleyball courts be carved out on the Miller Ave. side of this park? Wilson Park I walked this park on a Sunday in November and again on Sunday Dec.9 with my husband. It has plenty of garbage cans. All ages were enjoying this park on the November visit but on Dec. 9, only a few were using the park. A restroom building and ceramics building are on Wintergreen Dr. which has street parking only. The restrooms were open. There is a volley ball court, and an older child play ground that has a big, artificial boulder. A half basketball court is near the older children's playground. The fenced preschool playground has shrub covered dirt slopes for running and climbing play, and slides set on slopes that kids have to climb to go down the slides. From the preschool playground there is a dirt area with trees next to homes fronting on Cold Harbor Dr. that ends at the park entrance from Cold Harbor Dr.. Trees give it a woodsy look, and boulders some boys were hopping and jumping on. More nature play elements and tan bark for soft landings could be added to this woodsy area. There is a paved bike/walking path, picnic. and barbecue areas on the Wintergreen Dr. side of the park. 6 Along the corridor walk and in the Blackberry Farm area there are benches already in place for people to stop for meditation and rest. There are plenty of garbage cans. My walk came to the Blackberry Farm area and its large parking lot that has a drive in entry from San Fernando Ave. At this entry is a small building used for retreats. The Blackberry Farm pool area, cafe, and concession were closed, but the restrooms, little orchard, gardens, windmill area and benches, pretty walkways were open to the public. This area has two pools, so putting in a lap pool and baby pool, dressing rooms and lockers to serve the pool users could work, with care not to make them huge and really intrusive looking. Having a road from Stevens Creek Blvd. into this area would strip it of its sheltered rural feel with its backdrop of mature trees and easy access to natural areas surrounding it. A bridge by the Blackberry Farm concession building leads to a huge group picnic area shaded by mature trees. For such a big, deep and wide area, there are no restrooms even at the farthest ends. There are crushed granite paths through this area and horseshoe game courts. When t first looked at this picnic area, I thought the crushed granite paths weren't good for wheel chairs, but on a the second look, my husband pointed out they were fine. However, none of the picnic tables looked like they had easy access for wheel chair users. It would be nice to put wheel chair accessible tables in the group picnic area. The Scenic Circle entrance and bridge are paved and fully accessible. There is a two door garage with a large asphalt area in front. Near this asphalt area is a trail to the creek, but it needs a marker and mulch material to make it more visible. The paved walk continues past two buildings to a two net volleyball court and a bocce ball court plus lawn area with picnic tables and benches. One of the buildings had restrooms that were closed for the season. Could these be open more often? Near this games area is a small crushed granite path going down to the creek where 1 saw a family enjoying the creek. The children were climbing the boulder at the creek's edge under the parents' supervision. Never far from areas developed for human use are natural areas of ineadows and glades of trees on both sides of the creek. They blend seamlessly together so the developed areas never over power the peace and nature. We heard bird songs that we don't here in our neighborhood all along the walk. The path came to the McClelian Ranch Park entrance behind the 4-H area. A small trail comes off this path and leads to a small open area with two benches and simple wood and dirt steps to the creek edge. Section 2. There is appropriated frc�m each of the several funds the sum of money set forth as expenditures for the funds named in the Fiscal Year 2013-2014 Proposed Budget Financial Overview by Fur�d {Attachment B1 ), as amended during the budget sessions, and stated for the purposes as expressed and estimated for each department. The City Manager is herel�y authorized to administer and transfer appropriations between Budget Accounts witliin the Operating Budget when in his opinion such transEers become necessary for a�ministrative purposes.
