Large retail site in Cupertino
I am writing to inquires one topic that was discussed on Dec. 3/4 City Council meeting.
During the discussion (4:28:57 into themeeting video) of the reason of rezoning PG&E site from quasi -public
to commercial. Council member Savita Vaidhyanatha asked the staff why the staff even consider the rezoning
since the owner does not ask for it. The staff answered that the reason to study PG&E site is because there are
several retailers approached the city seeking for a large retail site and sale tax is good tax for the city, and there
is not many large retail sites left in the city, therefore they studied PG&E site.
My question is under this circumstance, why do we get rid of the existing large retail site called Vallco? Why
can we ask those retailers come into Vallco? Why do we have so much problem with the sale tax that could be
potentially generated by Vallco that we have to change it to a 2M sf office?
I urge council members can go back and get bottom of this situation. I think it is important that we understand
all the possibilities of Vallco and evaluate the pros and cons objectively. It seems that this potential retailer
information can not be found in any GPA documents.
I would like this correspondence be on the record of GPA.

Dear Councilmen,
I am writing about the draft Housing Element discussed on Dec. 3 City Council meeting. First I want to
applaud councils' decision of separating Housing Element from the General Plan Amendment. I am grateful
that you stay up late and carefully deliberate on the Housing Element. I would like to further make some
suggestions on the draft.
First, I would like you to reconsider the margin that is put into the housing allocations. In the council meetings
on Nov. 10 and Dec. 2, quite some residents expressed the opinion that Cupertino does not need a 40%
margin. They also showed data of our neighboring cities on this margin which are all below 40%. Hereby I
would like to suggest you consider a 20% margin instead of 40%, that would bring down the total housing
allocation to about 1200 units.
Second, I would like you to consider a more balanced distribution of housing sites. In the current plan, it is
more or less evenly distributed across high school attendance area. And I appreciated that Mayor Sinks
talking about how we should balance the east and west Cupertino. However, if we look at the housing site of
elementary school and middle school attendance, the current draft is very unbalanced. In this draft, Vallco,
Oaks, Marina and Glenbrooks are all in the attendance area of one single middle school, i.e., Lawson Middle
while Oaks, Marina and Glenbrooks are all in the attendance area of one single elementary school, i.e.,
Garden Gate. Such an allocation would create unfair burden for these two neighborhood schools. Moreover,
the traffic increase to these two schools is also going to be a big safety concern, especially the students in
Oaks, Marina and Glenbrooks sites all need to cross De Anza Blvd. to get to Lawson. In light of the recent
biker accidents at Mona Vista and Eaton, I strongly urge you to reconsider the housing site allocation.
In summary, my suggestion for the current Housing Element draft is to keep the housing margin to 20% and it
can be achieved by removing either Oaks or Marina off the housing site list. That way, we also have a more
balanced plan. I would like this be on record of Housing Element and related GPA.

Dear Council members and Mr. Gary,
I attended the council meeting on Dec. 3 regarding GPA and HE reading, and I left by 1 Ipm when council
members were making housing allocations on the selected sites. I left because I was given the impression by the
council members that the meeting would only talk about housing elements and would postpone the approval of
GPA until developer provides site plans, until community is able to understand more on the amendments and
community benefits, etc.
However, to my surprise, the webcast video showed that around 1:30am Dec. 4, council members moved away
from the housing elements and decided to add 2,000,000 sqft of office space on Vallco area. I am confused.
How could this huge amount of office space be approved neither with developer's site plan nor community
inputs? Is office space part of HE? Or was the office space discussion just a proposal and it would be studied
again?
I checked the agenda of Dec. 16's council meeting, but still, it is not clear to me whether the high density office
space issue will be studied in the meeting. Could you please help clarify?
BTW, I would like this correspondence be on the record of GPA.

Re: Grocery Stores.and Drug Stores IN Cupertino
I had intended to gather more information related to this subject prior to tomorrow's council meeting,
but have had limited time to address this. In addition, I am unsure that I will be able to attend the Dec
16 meeting.
I do, however, want to briefly mention - for your consideration, and the record - that I believe that
something should be done to encourage property owners and developers on the East side of the city
to build a 'main stream' grocery and a drug store/pharmacy. The city of Cupertino is lacking an
adequate number of main stream grocery stores. There is the new Safeway on the very border of the
city (NorthWest) and Whole Foods (not affordable to many). The addition of Sprouts (also West) is
good, but I know no one that does all of their shopping in this type of store. I believe that the balance
of grocery stores in our city are what the commercial market refers to as 'ethnic grocery stores'. I see
this as a problem with the current population of the city. As more residents come in to fill the newly
built, and proposed, high density housing.... this will be a larger problem...
The same holds true with drug stores. I believe there is one each of CVS, Wallgreens, Rite Aid. With
Wallgreens being the smallest, and the only one on the East side. Target (West) , if you consider that
a drug store.
I believe that most East side residents shop at San Jose main stream grocery stores and drug
stores. I know of residents near Jollyman park and other West side neighborhoods that shop at the
Safeway in Saratoga, as they consider that the most convenient place to travel to.
I remember at least one EIR, or some other study, connected to a recent development that mentioned
that Cupertino had sufficient grocery store inventory. I believe that with the number, and location, of
main stream groceries..... this is a completely false statement. For drug stores also.
I remember that the Rose Bowl development initially'sold itself with a grocery of substantial size
being slated for a good portion of the retail space there. I have not heard anything that makes me
believe that will actually happen.
As 'retail' continues to be considered .... I don't think that it is wise to focus on 'social retail' functions
and ignore the lack of 'basic necessity retail' .
I also don't think that allocating an exorbitant amount of, yet more, office space that removes retail
options is beneficial to the city or it's residents.
There should be an effort to support our residents, not merely the tens of thousands of
'employees' and 'visitors' that will be flocking to our community and crowding our roadways .... .
Grocery stores may not have, the highest sales tax revenue, but they area 'community benefit'. I
would think that drug stores are a good source of income for a city.....
