However, I had to leave at 8 P.M.; due to our commitments. I wanted the council members to know that, as a senior citizen & taxpayer, I believe that the City should keep Blackberry Farms Golf Course operational. I believe that Design Option B offered the best compromise. However, I do not believe that Frisbee Golf Wor Foot Golf should be played simultaneously with regular golf due to the unpredictability of golf shots - especially mind [NOTE: I am a semi -active member of the Mid -Peninsula Senior Golf Club, which plays year -around at Blackberry every Tuesday, Thursday & Friday. The majority of these members are active players on fixed incomes; who enjoy playing 9 -holes & pay a reasonable rate (e.g., $11 per round)!]. If either of this activities are played in conjunction with regular golf rounds; then the City should make it mandatory that the non -golf players wear Helmets at a minimum. I believe that the City should cater to its tax paying citizens; especially senor citizens with limited fixed incomes; & mobility issues (i.e. walking on grass vs. concrete or asphalt; etc.). Hopefully, the City Council will keep this golf course. In the future, I believe that the council should allow concerned persons be allow to make their opinions known within a reasonable time period (e.g., by 9 P.M.); before any council member spends everyone's time pontificating his or her opinions. Below are responses to several of the questions., Further information will be provided as it becomes available. *What is the square footage of Blue Pheasant building? -- (Ans.: the Blue Pheasant building is about 6,800 sf per the lease) *What is the date that the Blue Pheasant lease sunsets? (Ans.: June 30, 2018) *What is the square footage of Stocklmeir house? (Ans. very roughly 1,500 sf) *What is the cost of a pedestrian/light vehicle bridge? (Ans.: the new bridge at Stevens Creek Corridor Phase 2 cost roughly $200,000 for direct construction, not including design, permitting, inspection etc.) *What is the length of pipe in the current golf course irrigation system? (Ans.: there are no plans available for the current system. A rough 'guesstimate' is about 2,700 LF of main line and 10,000 LF of laterals.) *Pool pumps: what is the cost per pump; when they were last replaced; what/why are we currently replacing? *Pool sand filters: same questions (Ans.: the slide pump was new in 2009-10 but was undersized. A least expensive pump was installed last year and has now failed. It is being replaced early this year before opening with a correct pump that is $7,000. A filtration pump for the slide pool has also been ordered, will be installed before opening, and costs $4,000. The other equipment is said to be considerably older and/or 'original.' Heaters were installed last October costing $75,000. New sand filters were necessary & will be installed prior to opening; they cost $52,000. The rectangular pool's filtration pump was rebuilt last year & is expected to last another 1-2 years. A new one will cost $6,000. Other investments have been made in the last year: chemical feeders, pool sweeps, pool covers, new stainless steel fasteners for the slide, and new LED lights for both lap pool and slide pool; most of this was required to receive a permit to operate.) My name is Lucas, and I am a 14 year-old who has been taking lessons with Jeff Piserchio at the Blackberry Farms Golf Course for the past 3 years. I have thoroughly enjoyed golfing with Jeff every Saturday, and my skills have come a long way. It is great to have a Public Course that does not require an expensive membership to play ori. I am disappointed to hear that the City Council is considering getting rid of this great golf.course. I see many a wide variety of people out enjoying themselves every Saturday, and I think a Public Golf Course is a very valuable thing for a city to have. We are not residents of the area, yet every week we have lunch somewhere in Cupertino after golf lessons. The course has created an interest in the Cupertino area among our family, and probably many others. I am urging the Cupertino City Council to vote to keep this gem of a golf course. I care very much about the city and its environment. I am, also, a bird enthusiast. Birds are intriguing creatures and they face dramatic loss of habitat on all fronts. I am a member of the local Santa Clara Valley Audubon Society and am impressed with their work on many issues in the valley. About the Stevens Creek Corridor, I am writing to support the request that you direct staff to move forward to an Environmental Impact Analysis with a Modified Alternative C (as explained on page 2-3 of the Staff Report) as the preferred alternative. Please ask them to remove element such as spine roads and playing fields that environmental groups oppose in their Evaluation of Design Elements from any alternatives that move forward to environmental review. Over the years we have enjoyed activities and educational programs at Blackberry Farms, McClellan Ranch and the Audubon Society. This is a beautiful natural park. Today, with much exciting growth in our city, it could be easy to lose sight of this area as a special habitat for birds, plants and other wildlife. Recently, we have enjoyed the new bike/pedestrian path between McClellan Road and Steven's Creek Boulevard. We have introduced friends to it and they are pleased that Cupertino created this path through such an unusual setting in a city. Please consider ways in which nature and open space in the park can be expanded and enhanced to provide more opportunities for walking, jogging, birding, wildlife viewing, and education. I appreciate the time and effort that Cupertino Staff and Parks and Recreation Commissioners spent in study and deliberations, and thank you for spending time reading my letter! I know that tonight's city council meeting will discuss the Stevens Creek Corridor Master Plan and Civic Center Master Plan. I'm afraid that I will not be able to attend it. But it doesn't mean that I didn't hear you, or I agreed on these plans, or I am not concerned about these plans. The fact is: my husband is extremely busy these days, and I have to take care of my two young kids. I also have a full time demanding job and I have to work from home tonight. I'm writring this email to let you know that I am against these two plans. If the city has to do something to spend the tax dollars, could you please consider the following higher priority things like 1) expanding the story room and parking space for the library. 2) Turn some open space into park for recreation in the east side of Cupertino. Spending more than $50 million on a new Civic Center sounds crazy to me. As a tax payer, I don't want my tax dollars to be spent like this. The current Civic Center can be reinforced to combat posible earthquake, instead of demolishing and building a new one. My current company's building, with 5 floors, was also reinforced to combat earthquake. It's absolutely doable. j I don't know if you have ever heard an old Chinese saying that Officer who did not work for the people, better go home selling sweet potatoes. My children have been taking private lessons with Jeff Piserchio for 4 years. We feel so very lucky to have a public golf course where we can afford to help our children learn a wonderful lifestyle sport. Every week I am impressed by the range of golfers teeing off at Blackberry Farms -college students, fathers and sons, senior women -all enjoying an affordable, beautiful golf course. We own a home nearby in Los Gatos, but find ourselves having lunch in Cupertino after golf weekly -frequenting establishments along the Stevens Creek corridor -stores and restaurants alike. We are very hopeful you will vote to maintain the Blackberry Farm Golf Course -as it is a wonderful draw to the Cupertino area. It is one of few family oriented courses in the south bay that gives young and old people both a chance to get outside and exercise, and learn a sport that would be financially out of reach in a private country club setting. I was planning on taking lessons there myself this summer -so my whole family could set out on the course together. How many other sports out there allow a family to share quality time together? Its loss was an unexpected side effect of the Phase I project. The Dept. of Fish and Game had an interest in this site. We used to have so many birds and now they're gone. I hope that you will find a way to restore lost habitat for birds. Incidentally, after Phase I construction we also noted that the bats had vanished - please do what you can to save the very few bats that are remaining. I would also urge you not to further develop the area at the bottom of the San Fernando Driveway. We have already endured a huge change of use from a residence to a City Office with a brand new 'adjacent maintenance building. In addition, we have endured a significant change of use of the entire area during Phase I. The City of Cupertino acquired the Blackberry Farm Area as OPEN SPACE. This is how it was promoted to the residents on the ballot. We were urged to SAVE THE OAKS in favor of "development." So please let's not develop what the taxpayers have been paying for with the UUT. We have walked, studied, listened, and watched wildlife in the Corridor, and wish other residents to be able to enjoy the same experiences in the future. This is a one-way opportunity; if the drastic changes that have been proposed go forward, there is no way to recover this resource. Please direct city staff and contractors to consider ways in which nature and open' space in the park can be expanded and enhanced to provide more opportunities for walking, jogging, birding, wildlife' viewing, and education. In this view, we are in complete accord with the views expressed by the Santa Clara Audubon. We have studied their proposals for a modified plan C, that gets close to their proposed plan "D" and fully support their proposals. I look forward to a more harmonious year where the City and its constituents are even better served. I'lm still not up to attending tomorrow evening's meeting, though I finally am beginning to recover from whatever was going around. In fact, the last few months have been challenging. So I'm taking this opportunity to share with you on a couple of subjects, in no particular order -- 1) The extension/improvement of the park running from McClellan to Stevens Creek, where a lot of good improvements have been made. However, re the Blue Pheasant and associated golf course, these were badly impacted financially last year (2013 and 14) from all the work at the entrance off Stevens Creek. It's not proper to compare and judge one facility against others when the loss of revenue is the result of another jurisdiction (the City) doing work that impacts patronage for many months. And particularly when the judging institution is the one responsible for the loss of revenue. The Blue Pheasant provides a service to the community not otherwise available. Though owned by the City, I can testify, personally, that its maintenance always was very low on the City's list of upkeep of City buildings. I can't help but believe that this has been deliberate, as the City never has liked the Blue Pheasant. It is not in the City's purview properly to decide what local businesses it likes and does not like, and then to work to get rid of them in whatever ways available to them. The golf course provides an easy course for seniors, beginners, and others wishing to play other than on a "regular" course, of which there are several. It's especially nice that seniors can enjoy that golf course_in the company of those of other ages --not be isolated into "their own" course. The staff properly has its own agenda. The Council's obligation is to review staff's recommendations --and question them, as appropriate. And to listen also to the constituents whom you were elected to represent. Even when they disagree with staff. In fact, it's more important to listen to the people. I hope you listen to your constituents and keep both facilities, though upgrading as necessary --including better on-going maintenance. 2) Senior Housing. I tried to get relevant advisory commissions as well as staff and Council interested in at least making a statement that new senior housing is welcome in Cupertino. Karen B. Golf in itself can be pretty intimidating for non -golfers, but foot golf brings it down to a much more tame level. There would also be more revenue -generating opportunities for the golf course to cater to Corporate or group events/parties. Now if you add a nicer restaurant or a gathering space at the golf course, you can make it a happening place. (Ans.: there are no plans available for the current system. A rough 'guesstimate' is about 2,700 LF of main line and 10,000 LF of laterals.) *Pool pumps: what is the cost per pump; when they were last replaced; what/why are we currently replacing? *Pool sand filters: same questions (Ans.: the slide pump was new in 2009-10 but was undersized. A least expensive pump was installed last year and has now failed. It is being replaced early this year before opening with a correct pump that is $7,000. A filtration pump for the slide pool has also been ordered, will be installed before opening, and costs $4,000. The other equipment is said to be considerably older and/or'original.' Please ask them to remove element such as spine roads and playing fields that environmental groups oppose in their Evaluation of Design Elements from any alternatives that move forward to environmental review. Over the years we have enjoyed activities and educational programs at Blackberry Farms, McClellan Ranch and the Audubon Society. This is a beautiful natural park. Today, with much exciting growth in our city, it could be easy to lose sight of this area as a special habitat for birds, plants and other wildlife. Recently, we have enjoyed the new bike/pedestrian path between McClellan Road and Steven's Creek Boulevard. We have introduced friends to it and they are pleased that Cupertino created this path through such an unusual setting in a city. But it doesn't mean that I didn't hear you, or I agreed on these plans, or I am not concerned about these plans. The fact is: my husband is extremely busy these days, and I have to take care of my two young kids. I also have a full time demanding job and I have to work from home tonight. I'm writring this email to let you know that I am against these two plans. If the city has to do something to spend the tax dollars, could you please consider the following higher priority things like 1) expanding the story room and parking space for the library. 2) Turn some open space into park for recreation in the east side of Cupertino. Spending more than $50 million on a new Civic Center sounds crazy to me. As a tax payer, I don't want my tax dollars to be spent like this. The current Civic Center can be reinforced to combat posible earthquake, instead of demolishing and building a new one. My current company's building, with 5 floors, was also reinforced to combat earthquake. It's absolutely doable. Every week I am impressed by the range of golfers teeing off at Blackberry Farms -college students, fathers and sons, senior women -all enjoying an affordable, beautiful golf course. We own a home nearby in Los Gatos, but find ourselves having lunch in Cupertino after golf weekly -frequenting establishments along the Stevens Creek corridor -stores and restaurants alike. We are very, hopeful you will vote to maintain the Blackberry Farm Golf Course -as it is a wonderful draw to the Cupertino area. It is one of few family oriented courses in the south bay that gives young and old people both a chance to get outside and exercise, and learn a sport that would be financially out of reach in a private country club setting. I was planning on taking lessons there myself this summer -so my whole family could set out on the course together. How many other sports out there allow a family to share quality time together? Its loss was an' unexpected side effect of the Phase I project. The Dept. of Fish and Game had an interest in this site. We used to have so many birds and now they're gone. I hope that you will find a way to restore lost habitat for birds. Incidentally, after Phase I construction we also noted that the bats had vanished - please do what you can to save the very few bats that are remaining. I would also urge you not to further develop the area at the bottom of the San Fernando Driveway.'We have already endured a huge change of use from a residence to a City Office with a brand new adjacent maintenance building. In addition, we have endured a significant change of use of the entire area during Phase I. The City of Cupertino acquired the Blackberry Farm Area as OPEN SPACE. This is how it was promoted to the residents on the ballot. We were urged to SAVE THE OAKS in favor of "development." So please let's not develop what the taxpayers have been paying for with the UUT. In this view, we are in complete accord with the views expressed by the Santa Clara Audubon. We have studied their proposals for a modified plan C, that gets close to their proposed plan "D" and fully support their proposals. There is nothing else close to it in Cupertino and we believe that others are deserving of this rewarding experience. The residents have overwhelmingly voiced their support of minimal development which supports the existing, natural, open spaces; i.e., Alternative D. I look forward to a more harmonious year where the City and its constituents are even better served. I'lm still not up to attending tomorrow evening's meeting, though I finally am beginning to recover from whatever was going around. In fact, the last few months have been challenging. So I'm taking this opportunity to share with you on a couple of subjects, in no particular order -- 1) The extension/improvement of the park running from McClellan to Stevens Creek, where a lot of good improvements have been made. However, re the Blue Pheasant and associated golf course, these were badly impacted financially last year (2013 and 14) from all the work at the entrance off Stevens Creek. It's not proper to compare and judge one facility against others when the loss of revenue is the result of another jurisdiction (the City) doing work that impacts patronage for many months. And particularly when the judging institution is the one responsible for the loss of revenue. The Blue Pheasant provides a service to the community not otherwise available. Though owned by the City, I can testify, personally, that its maintenance always was very low on the City's list of upkeep of City buildings. I can't help but believe that this has been deliberate, as the City never has liked the Blue Pheasant.. It is not in the City's purview properly to decide what local businesses it likes and does not like, and then to work to get rid of them in whatever ways available to them. The golf course provides an easy course for seniors, beginners, and others wishing to play other than on a "regular" course, of which there are several. It's especially nice that seniors can enjoy that golf course,in the company of those of other ages --not be isolated into "their own" course. The staff properly has its own agenda. The Council's obligation is to review staff's recommendations --and question them, as appropriate. And to listen also to the constituents whom you were elected to represent. Even when they disagree with staff. In fact, it's more important to listen to the people. I hope you listen to your constituents and keep both facilities, though upgrading as necessary --including better on-going maintenance. 2). Senior Housing. I tried to get relevant advisory commissions as well as staff and Council interested in at least making a statement that new senior housing is welcome in Cupertino. My attendance and remarks were received politely, and that's as far as it seems to have gone. I do not believe staff is interested in "pushing,"as they see it, senior housing. Certainly, they're not interested in putting "roadblocks" in the way of applicants. Again, you as the body of last resort, or appeal, for the citizen or group of citizens, need to take extra care to listen and try to respond positively to what's requested. Otherwise, there's the danger of perhaps becoming just yes-men and -woman for staff and applicants I hope, and request, that at the very least, you all have a statement in the record where it matters that the City welcomes applications for senior housing. 3) Road surface on Eastbound Homestead, immediately east of Wolfe. I hope you have not yet signed off on the roadwork necessitated by Apple at the intersection of Homestead, eastbound east of Wolfe. The number one lane is not good for a short while; the number two lane is awful! Please take a few minutes soon and drive east on Homestead through that intersection. And insure that necessary repairs are made soon. One last general comment. I've always remembered the response when, as a Councilmember, I was questioning a consultant hired by the City about their proposed study. The consultant answered with a question, "What result do you want from the proposed study?" Thank you for taking the time to read this. And please understand I very much appreciate all that you do for the City and for Cupertinans. I've sat where you sit and know and appreciate the challenges you face every day. I think adding foot golf is a great way to diversify city culture, and bring more people to the golf course who are not your usual patrons. Golf in itself can be pretty intimidating for non -golfers, but foot golf brings it down to a much more tame level. There would also be more revenue -generating opportunities for the golf course to cater to Corporate or group events/parties. Now if you add a nicer restaurant or a gathering space at the golf course, you can make it a happening place.
