Foothill Blvd. Dear Planning Commissioners: I write on behalf of the entire Chang family, residents at 10458 Vista Knoll Blvd. I am gravely concerned about the proposed apartment project at 10310 N. Foothill Blvd. As it stands, the project is not consistent with the character of the neighborhood. The project allows for two-story buildings in a 1960s-era neighborhood of one-story single family homes. The two-story buildings would tower over the yards and homes of Vista Knoll Blvd. It is clear to me that the developer is trying to squeeze money out of every square inch of the roughly 0.75 acres of land. The density of the housing is beyond reasonable. With only 30 parking spots for 15 units, residents and guests of the complex will undoubtedly have to park on Vista Knoll Blvd., creating both congestion and parking hazards. Currently, residents of the duplex at 10480 Vista Knoll Blvd. already park at the intersection of Vista Knoll and Foothill Boulevards, creating hazards for motorists. Additionally, the large number of people who will be living in this apartment complex will create excessive noise. This will affect the property values of area homes. I urge you to vote against this proposal. The character and lifestyle of the neighborhood will be adversely affected by the development in its current form. If development must occur, the project must be scaled down significantly. One solution would be to build single-story duplexes similar to the ones adjacent or single-family homes. Please consider the impact to neighbors before you vote. Jamming more than 50 people into about 0.75 acres will be a recipe for disaster.
