Hello Council Members,
I hope you will consider my carefully constructed input toward some of tonight's agenda items.
Item10• Pilot program for early morning collection of Recology containers
Conceptually, I think this is a good idea. However, I think it might need a few adjustments.
Two items stand out to me from the resident feedback to date;
- Consider shifting pickup schedules for this area to Wednesday morning (late start day)
- Consider closing the pilot program on 6/4 and reviewing the results over the summer
Two additional items which I would suggest;
- Please consider expanding the pilot program to include Rainbow Drive from Stelling to Bubb; as this was
one of the primary streets of concern at both the November and December meetings.
- Increase the buffer of time from the end of the early Recology pickup window to the earliest start time of
the nearby schools; the present 10 minute buffer is not enough and likely has the undesired effect of
bringing more trucks into closer proximity of students bicycling and walking to school.
I believe we can work together to make this a worthwhile pilot program but it does need some improvement from the
initial implementation and an open mind from some of our neighbors.
Item 11; Amending Cupertino Municipal Code relating to truck traffic routes
I believe the proposed ordinance improvements are a step in the right direction. However, I believe it is a bit too
conservative. I would request the following improvements be considered.
- The 500 feet distance should be increased. The exact wording can be reviewed but maybe a hybrid
limitation; something like "1000 feet or the next major cross street, whichever is further".
- The morning restriction needs to be increased from 7am to 10am as some schools start after 9:30am once a
week.
- After a transitional education period,the ordinance needs to have some bite to be effective; possibly with a
significantly, staggered fine increase for repeat offenders.
Finally, I believe that some areas have unique safety requirements due to the narrowness of their streets and therefore
need further restriction. For instance, I cannot think of any good reason why there should be any trucks within the
entire grid bound by McLellan to Prospect (north to south and inclusive)and within the interior of Stelling to Foothill
(east to west, not inclusive). (Note that 7-11 is open 24 hours which should provide for delivery time flexibility.) It
seems to me that this would be a natural "no truck" zone from 7-10am and 2-4pm. Please consider extra protection in
this area.
Item 12. 2015 Bikeway Improvement Prioritization

I believe there are many beneficial improvements included in this proposal. However, I hope that we can and should
move quicker to improve public safety around the city; especially for students travelling to and from school. I would
suggest the following;
- Increase the$250K funding request to at least$910K; to cover all priced, priority 1 items on page3 of
Bicycle Plan 2015 Update attachment.
- Front load much of the short term work to be ready to start on 6/9/15 and complete as much as possible by
mid-August to minimize construction impact on students.
- Reserve an additional$750K funding for the further funding request expected in June.
- Consider increased staffing to enable all of the above items to be properly addressed in the near term while
devoting resources to work in parallel on other important items such as working through the 400+
suggestions from the November community workshop, developing an updated pedestrian plan, and
studying more ambitious, long-term options.
Item 14; Mid-Year Budget Review
Over the past few months, there has been a lot of healthy discussion regarding public safety. Although it will take some
time to sort through all of the good ideas, I believe there is a lot of"low hanging fruit" which could result in a much safer
city for all of our residents and especially our students; if proper funding is identified. I believe the City has a unique
opportunity to stand out in the Bay Area and earmark a significant amount of additional money toward future public
safety improvements.
Below are a few items which I believe should be accelerated toward pilot evaluation this year;
- Shuttle bus service to/from select locations to a few schools
- Expanded crossing guard service
- Implementation of raised crosswalks at select crossing locations
- Addition of"flashing lights" to more crosswalks
I've studied many locations in my area and would be willing to provide detailed suggestions on ideal locations for
evaluation of some of these items.
