Good afternoon Vice Mayor Chang,
I would like to express strong support for the staff recommendations in Item 15 on tonight's Council agenda relating to
regulations and restrictions for water use, including the proposed resolution and ordinance. We urge you to adopt both
the resolution and the ordinance before you this evening, with one minor change pertaining to specific watering days:
every retailer across Santa Clara County, including both San Jose Water Company and California Water Service, have
agreed to the following watering schedule:
1. Odd Addresses/No Addresses (e.g., common areas of HOAs etc): Mondays and Thursdays
2. Even Addresses: Tuesdays and Fridays.
By specifying this agreed-upon watering schedule, both messaging and enforcement will be streamlined and regionally
consistent across our communities, which will bolster compliance and eliminate confusion.
As you know, California is currently in the midst of the worst drought in recent history, and it will take a collective effort
from all of our communities to help us weather this crisis. Groundwater levels in Santa Clara County have dropped
between 30-40 feet over just one year of pumping water from our aquifers, and we started this year with 80,000 acre-
feet less in those aquifers than we did last year. With no end to the drought in sight and the summer months upon us,
the danger of land subsidence has become a very real threat. Once subsidence occurs, groundwater storage space is
permanently eliminated and vital infrastructure—including gas and sewer lines, among others—is placed in jeopardy.
For these reasons, we commend you for considering drought response actions, and urge you to support staff's
recommendations, along with the specified watering days above. Please feel free to email or call me if you have any

drinking establishments where food or drink are served and/or

Proposed 2015 Regulations - continued
•The irrigation with potable water of landscapes outside of newly
constructed homes and buildings in a manner inconsistent with
regulations.
•Operators of hotels shall provide guests with the option of choosing not to
have towels and linens laundered daily.
•Limit outdoor irrigation of ornamental landscapes or turf with potable
water to no more than two days per week.
•Other restrictions on use of potable water as prescribed from time to time
by the Water Board or other governing body or agency.
Does not apply to the use of recycled or grey water;commercial nurseries,
golf courses,or other water-dependent businesses,unless specifically
included by the Water Board or other governing body or agency.
