SPECIAL CITY COUNCIL MEETING
ROLL CALL
At 9:20 a.m. Mayor Sinks called the Special City Council meeting to order in the Aloft
Hotel Tactic II Room, 10165 North De Anza Boulevard, Cupertino, CA 95014.
Present: Mayor Rod Sinks (9:05), Vice Mayor Barry Chang (9:07), and Council members
Darcy Paul (9:20), Savita Vaidhyanathan and Gilbert Wong (9:20). Absent: None.
CLOSED SESSION
At 9:30 a.m. Council went into closed session and reconvened in open session at 10:35
a.m. in the Aloft Hotel Tactic II Room, 10165 North De Anza Boulevard, Cupertino, CA
95014.
1. Subject: Public Employee Performance Evaluation (54957) Title: City Manager
Mayor Sinks announced that Council attained a briefing and gave feedback.

COUNCIL TEAM BUILDING RETREAT
2. Subject: City Council Team Building Retreat
Written communications for this item included a PowerPoint presentation and a
DiSC Profile Worksheet.
Dr. Marilyn Manning and Victoria Smith-Raymond of the Consulting Team, LLC
conducted the presentation via PowerPoint slides highlighting: Council
awareness and relationships within Council, with staff, and with stakeholders; .
desired outcomes of enhanced communication; reviewing meeting protocols;
improving meetings; and creating Council agreements with the intention of
practicing at meetings.
Discussion followed about ways to make City Council meetings more productive
and effective including the elements of good meetings: length; public comment;
questions; preparation; and briefings. The suggested practices for productive
meetings included: planning; pre-communication and preparation; transparency;
concise and effective time-management; less micromanagement; considering the
"big picture;" respecting the legalities of processes; reviewing agendas for
appropriate items; staying on topic; keeping personality conflicts out of
meetings; operating from a place of trust; replying to requests in a timely
manner; and being consistent with applying the rules. Council also talked about
Cupertino City Council values which included: a commitment to community;
quality education; integrity and trust; respect and treating others fairly; and
embracing diversity.
Dr. Manning briefed Council members on each of their leadership styles. She
handed out a DiSC circle which measured self-perceptions and helped in
understanding communication styles verses the styles of others, and reviewed
the dimensions of behavior models. Council members discussed the specific
strengths of each of their styles, what others might find challenging about their
styles, and ways of improvement especially in meetings.
ORDINANCES AND ACTION ITEMS
3. Subject: Revise Council Protocols established at May 10, 2007 Team Building
Session
Recommended Action: Revise Building Session Council Protocols established at
May 10, 2007 Team Building Session
Council reviewed the May 10, 2007 Council minutes and concurred to revise the
Building Session Council Protocols established at May 10, 2007 Team Building
Session as follows:
1. During Oral Communications, the public will continue to have 3 minutes
each to speak. Council will not make comments or ask questions during
this time. At the end of this period, Council members may submit requests
for additional information from the City Manager on any of these non-
agendized topics.

2. Revised Item 3B, Role of Mayor regarding the Mayor's Discretionary
Fund, to be spent at the Mayor's discretion with legal advisement from the
City Manager. If the Mayor and the City Manager cannot agree then it
will be brought to Council. Council members will be informed of the
Mayor's decision regardless.
3. Re-affirmed Item 6, Workload Management and Service Requests
regarding how items are placed on the Regular Meeting agenda. The City
Manager sets the agenda with input from the Mayor, but items can also be
added at the request of any two Council members with 72 hours' notice.
4. Re-confirmed the State provision relating to Special Meetings which are
called by the Mayor or three Council members.
5. Reviewed the process used by Council members to require a main motion
and a second in order to proceed with discussion or voting, on a
consistent basis.
6. Reviewed the practice of being prepared with questions or concerns
regarding information in staff reports and the Council packet before
Council's individual briefings with staff.
ADJOURNMENT
At 3:05 p.m., Mayor Sinks adjourned the meeting to a special closed session on Tuesday,
May 5 beginning at 5:00 p.m. regarding Conference with legal counsel — Anticipated
Litigation: Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Gov't
Code Section 54956.9. Number of Cases: One, in Cupertino City Hall Conference Room
A, 10300 Torre Avenue, followed by the regular meeting at 6:45 p.m. in Cupertino
Community Hall Council Chamber, 10350 Torre Avenue.
