September 23, 2003
CALL TO ORDER
At 7:40 p.m., Chairperson Shirley Lin-Kinoshita called the meeting to order in Conference Room
A, 10300 Torre Avenue, and led the Pledge of Allegiance.
ROLLCALL
Present: Chairperson Shirley Lin-Kinoshita, and Commissioners Carl Orr, Hema Kundargi and
Janet Mohr. Commissioners absent: Nancy Canter and David Kim. Staff present: City Clerk
Kimberly Smith.
APPROVAL OF MINUTES
1. Minutes of the regular meetings of July 22 and August 26, 2003.
Kundargi/Orr moved to approve the minutes. The motion carried with Commissioners
Canter and Kim absent.
PRESENTATIONS - None
ORAL COMMUNICATIONS - None
WRITTEN COMMUNICATIONS
Final report and evaluation from grant recipient Nupur Folk Dance Academy, includes
photographs and video (items available for review at the meeting).
The commission reviewed the photographs and accepted the report.
Interim report from grant recipient Janlyn Dance Company regarding performances at
Garden Gate Elementary, Collins Elementary, and Hyde Junior High Schools.
The commission accepted the interim report. Commissioner Mohr will contact Janlyn to
insure that their promotional materials reflect the financial support from the City of
Cupertino.
4. Distribution of new Commissioner's Handbook
The commission received the new handbook prepared by City Manager David Knapp.
5. Letter of resignation from commissioner Rita Young.
The commission received the letter of resignation. The City Clerk said that she had mailed
a thank-you note to Young, and the unscheduled vacancy had been posted. It will be filled
at the same time as the other vacancies in January 2004.

Consider amendments to Guidelines for Selecting Public Art
· Review existing contract with Artist Roger Berry
· Review samples from Town of Los Gatos and Foothill/DeAnza College District
· Review changes made to Guidelines at the commission's last meeting

This item was continued to the next meeting when more commissioners will be present,
and to allow more time for reviewing changes to the guidelines and the draft catalogue
form.
NEW BUSINESS

Extended Stay America (ESA) Hotel proposal for art
· Construction expected to be finished in early 1995
· Prepare letter offering support of commission
The commission suggested that ESA be contacted and provided with a copy of the
Guidelines for Selecting Public Art when that document had been finalized. They would
like an opportunity to offer comments regarding the art selected or commissioned by ESA,
particularly in terms of safety and potential vandalism, and would like to promote the new
community art in the news media.

Opportunities for art in new library.
· Library Commissioner Sheila Mohan may attend, or provide comments in writing.
· Offer of sculpture valued at $50,000
The City Clerk explained that Ms. Mohan had wanted to alert the Fine Arts Commission
that there were very limited opportunities for art in the new library because of the quantity
of glass. She added that the Project Manager, Terry Greene, felt there were a few places
where two-dimensional pieces could be placed in the building, and the outdoor areas had
ample space. She said that there had been some early discussions about the potential
donation of $50,000, or of a sculpture valued at that amount, by Mr. Dick Randall, and it
would probably be placed in the plaza in front of the library.
Commissioner Hema Kundargi volunteered to be the liaison with the Library Commission,
and would attend their meeting(s) and stay in touch with the Library Project Manager in the
event that opportunities for adding art should arise.

Creation of mural in one or more locations to discourage graffiti
· Mervyn's law enforcement grant
· Similar projects in Los Gatos
The City Clerk said she had comacted Mervyn's about their law enforcement grant and
whether it could be used to create murals in locations that are prone to graffiti vandalism.
An ad hoc committee composed ofHema Kundargi, Carl Orr, and Shirley Lin-Kinoshita
(acting as lead contact) was formed to collect initial information about potential locations,
size, theme of artwork, and recommendations as to whether the mural would be designed
and/or created by community members, students, or a professional artist. The sub-
committee will contact Kathleen Elliott, the instructor for the teen group Tomorrow's
Leaders Today, about the possibility of TLT participation, as well as contacting the Town
of Los Gatos which has done similar murals.

· Consider preparation of brochure and/or developing a walking tour of an in Cupertino
to include DeAnza College, Cupertino Senior Center, Quinlan Community Center,
Whole Foods, Portal Software, City Center Plaza, etc.

Status report on City Center Park project and an

The City Clerk said that improvements had begun on the curb and sidewalk on Stevens
Creek Boulevard adjacent to the park, and would take about five weeks. The
commissioners all were interested in visiting the artist's studio to see the work in progress,
and the Clerk will contact the Project Manager Terry Greene about the best timing for that
visit.

would like to volunteer her services.

The Commission received the report from Carl Orr regarding the October meeting. Janet
Mohr agreed to attend the November meeting
Shirley Lin-Kinoshita reported on upcoming events, including the First Annual Winter Art Fair
sponsored by Fine Arts League of Cupertino, as well as the League's 40th anniversary celebration.
Hema Kundargi reported on the First Annual Duwali Festival of Lights that had occurred the
previous week.

Carl Orr showed photographs of the walls and fences on the list provided by Service Center
Supervisor Bob Rizzo. He indicated that there were few areas appropriate for public

murals (many were privately-owned walls) and other areas showed minimal or no evidence
of graffiti. He had not visited the freeway underpass area, and the City Clerk said she
would obtain specific directions to that site and pass the information along so that he could
investigate that area as well.
Nancy Canter noted that there is one mural at DeAnza College and another one underway.
The work is supervised by a faculty member and the students work for an hourly wage, but
they had had trouble in both cases in getting the project completed.
4. Consider amendments to Guidelines for Selecting Public Art (continued from 9-22-03)

· Review changes made to Guidelines at the commission's last meeting

The City Clerk explained that the Commission had decided to review the adopted
guidelines and add sections on receiving gifts and de-accessioning art work. She noted that
samples of similar documents were provided by Los Gatos and DeAnza College. Janet
Mohr agreed to amend the Cupertino Guidelines to more closely follow the Los Gatos
format, which was easier to read, and would provide a status report and possible a new
draft for the Commission at the next meeting.

The Commission concurred that they should begin preparations to promote the sculpture
Perspectives for it's installation in March 2003. The City Clerk was asked to begin
preparing a website to highlight this piece as well as other public art in the community, and
Shirley Lin-Kinoshita agreed to begin collecting photographs and any information she
could obtain about the artist and the owner.

Status report on City Center Park project and art
· Status of"Perspectives" sculpture by Roger Berry
· Report on site visit to see work in progress
Orr, Mohr, Lin-Kinoshita and the City Clerk discussed the afternoon's field trip to see the
sculpture in fabrication. Along with artist Roger Berry, City Manager David Knapp,and
Senior Architect Terry Green, they were given a tour of Nor-cai Metal Fabricators by its
Vice-President and General Manager Michael Tran. They saw demonstrations of the wire-
frame computer model, the computer-driven laser cutter, the rolling machines used to
shape the stainless steel, as well as the nearly-finished sculpture. Perspectives will be
delivered to the site by truck in two pieces, and final welding will be done on-site.

7. Report on art donation for Cupertino Library
The City Clerk reported that Mr. Dick Randall and his wife had contacted the City of
Cupertino about making a $50,000 donation of art for the new Cupertino Library site.

Mural Project Lin-Kinoshita (lead) Mural idea was presented to the FAC on 9-22-03. Subcommittee
(graffiti deterrent) Orr formed (Orr, Kundargi, and Lin-Kinoshita is lead). First steps
Kundargi will be to visit the sites, determine location, measurements,
feasibility of getting one or more people there to paint. Orr did
initial investigation and photography but found little evidence of
graffiti or appropriate locations on public property for mural.
Smith will get more details regarding problem area at freeway
underpass (map, directions, etc.)
City Center Plaza/ Work has begun on street and sidewalk changes (September
Sculpture 2003). Park should be opened April 2004. SENIOR

Architect visited Norcal Metal Fabricators to view Perspectives
under construction. Clerk and commissioners to begin building

Art & Wine Festival Notes from 2003: "party favors" (colorful necklaces) were a
2004 good draw for children who brought parents. If hot, consider
Info booth spray bottles/portable battery fans. Need large Fine Arts
Commission sign on the booth, there were too many city logos
around so the banner alone was not sufficient. Paperweights
needed. 400 flyers each will be sufficient. Consider girl bags,
people didn't want to take too many flyers. Very successful,
great public outreach, definitely do again 2004.
Library Art Kundargi Will attend Library Commission meeting(s), monitor progress of
Opportunities library plans and identify potential art locations
2003 Cherry Kundargi was lead in 2001 and 2002. Lin-Kinoshita was lead in
Blossom Festival 2003.
Children's Art
Display Past activity: First year was a competition, 2nd year was an
exhibit of 4 Seasons comer, Each model received a $45 stipend,
schools got plaques totaling about $400. Third and fourth years
were felt banners. Interest waning, too time-consuming on part
of FAC to finish/install/teardown. 3rd and 4th years were felt
banners made by students. 5th year was an art exhibit - creation
supervised by Euphrat Arts in Schools programs
This is 6tt~ year, again Euphrat is overseeing the project, which
will be 2-d and 3-d projects in the theme of"Stevens Creek,
Naturally", about indigenous plant, animal and insect life of thc
creek.
Euphrat Family Day Cancelled for this year. Instead, Euphrat held a hands-on art and
April 1 2003 an information booth, FAC created brochures and flyers of
upcoming recreational and art events for the booth at the Flea
Market on April 5.
Student Artist of 2002 was handled by a different agency. Unknown if the
the Year, 2003 commission will be asked to participate in 2003

Commission vacancies opening up;
deadline to apply is Dec.
The application deadline is Dec. 30 for Cupertino residents
who want to serve on city commissions.
Upcoming commission vacancies include one. on p~lanning~
three on public safety, two o.n. parks and recreation, ~ve~on
nior, two on telecommumcations, and o.n.e on fine arts. 'l:n~e,] ,
also are four vacancies on the Community Development ~ocK
Grant Steering Committee and two onthe audit committee.
One of the two vacancies on the Cupertino Housing Com-
mission must be a representative from the business communi-

"Sandlot Stories" is a new book that chronicles childhood
adventures in sandlot baseball games from 37 authors around
the world. It includes Gottwald's story "Everyone Plays."
Recently, the National Baseball Hall of Fame in Coopers-
to ,,w~, N.Y-, added "Sandlot Stories" to its library.
Our librsries hold open to all children the possibilities

in the libraries in California," said Marcella Parsons, owner of
ARose Books Publishing.
Gottwald, an avid support of youth sports in Cupertino, will
be presented with his award in December by city council -
members Richard Lowenthal and Sandy James.
"Michael does more than anyone else to remind us of the
importance of youth sports, playing as a team, and to remem-
ber to take the time to celebrate accomplishment and effort;'
Lowenthal said.
