Hello Council Members,
I am writing to you today to voice my support for staff's recommendation to "Allow the solid waste
franchlsee (Recology) to begin permanent collection of solid waste containers as early as 6:00 AM. on select
Tri-School area streets"; which is scheduled as Agenda item 9 at the Tuesday 9/15/15 meeting.
I have reviewed the Staff Report and the related attachments. I understand that there are some minor
concerns from a·few residents and I respect those concerns. However, I think this is a case where the pros clearly
outweigh the cons. I am very familiar with the streets covered in the plan and some of the narrow widths and unique
challenges presented to students bicycling to school in this area: I believe that anything we can do to make it safer for
these students to bike to school in the morning in this area is worth pursuing. I am confident in Recology's desire to put
safety first.
I believe that Recology and City Staff have done a great job with the Pilot program and that this program has the
capability to be even more effective in the future.
To this end, I think that one simple thing that would help is for neighbors to start helping each other with
earlier retrieval of the bins from the street. Of course, this could be totally voluntary,
But in my neighborhood we routinely help each other based on schedule, capability, etc. I have seen the City broadcast
meeting notices via NextDoor. As part of the transition to permanent,
Would it be possible for the City to politely ask residents in this area to consider speaking with a few neighbors and see
how they could help each other out with early retrieval of bins from the street?
I would think the NextDoor neighborhood leads in these areas would be glad to help spread the word.

I live on Presidio Drive and have gone through the pilot program, and have found the program not
effective.
1. The collection does not always happen before school traffic starts anyway. There were many
occasions only one or two bins had been collected by the time school traffic starts.
2. The number of people who hear the garbage collection and rush out to remove the .bins are not
that many. I drove the street to send my kid to (a different) school and in general saw the vast
majority of garbage bins on the street. To make matters worse, while before collection the garbage
bins were all neatly lined up against the curbs, after collections many of the bins were away from the
curb, further impeding any traffic.
3. During school traffic time there are always many cars parked near the school. These cars
occupies much more space than the garbage cans.
4. I would like to remind everyone that the recent fatal Cupertino accident involved larger
truck. There is actually bicycle traffic for zero period students during the proposed early garbage
collection time, and I am not sure if we are reducing the risk by having a garbage collection truck ori
the street with this traffic. The smaller cars during rush hours in general moves slowly and might not
pose as much danger to cyclists.
5. No one like the early wakeup -we would rather wake up ourselves, particularly those with school
age kids.
I have talked to many neighbors and no one likes the idea, and no one think the idea works. I urge
the city to explore alternatives. Weekend daytime collection sure looks much more safer than the
current plan. The city could also explore letting cyclists use sidewalk for the last block -effectively
everyone moves at walking speed.

I wanted to support the idea of making walking and biking easier in Cupertino. As it stands now, it is too far a
ride and too chaotic for me to be willing to have my children ride their bikes on a regular basis. There is no
easy solution with an elementary school, a middle school and a high school all within a few blocks of each
other.
I like the idea of early pick up of trash cans from bike lanes to make the ride safer for children BUT I'm afraid
that there are too many people who leave for work early and won't pick up their cans and that the garbage
company won't come early enough. It will be legislation that will be ignored unless it has some teeth behind
it. It almost makes more sense to have trash pick up and cans put out after 9 am (unless it's Wed when there is
late start at the high school and the middle school).
My feeling is that it might be a better use of time and energy to just ask the garbage collection workers to put
the cans as close to the curb as possible (or even up on the parking strip) when emptying them instead of
leaving them thrown haphazardly in the bike lane.

The purpose of this message is to OPPOSE the proposed pennanent implementation of the
collection of Recology containers on Bubb Road.
It is clear that the pilot program has been an absolute disappointment.
The purpose of the "trial" collection schedule was assumed to allow residents to retrieve
containers from the street no later than 8: 15a. The Recology service under this "trial" program
was been a disaster. The pickup times have not been completed before the target time, but have
lingered up to the noon hour. Cyclists have not had the bike lane cleared.
In the past, the street sweeper has been very effective and efficient -cleaning the curb areas
Wednesday mornings. This is no longer the case. Due to delayed collection times, containers
remain in the street on Wednesdays, preventing successful cleaning. This is not acceptable.
We encourage you to vacate this failed program, returning our pick-up day for Bubb Road to
Monday. We want our collection day restored-the one we have had most of the 50+ years we
have resided at this address on Bubb Road-:MONDAY.

It has come out on Nextdoor that the reason for early morning garbage pick-up is so that people can park their cars near
schools. As you know, this pilot program was done so that residents could clear bicycle lanes so that they could be
rightfully used by students to go to school.
If you intend to change the program, I would recommend that residents along those bicycle thoroughfares place their
garbage cans in the driveway. This way we do not have to rely on residents to clear the cans from the right-of-way
before school. I have spoken to Recology, and they're open to the idea (we don't have to wait for a new contract cycle). I
would also recommend rolling the program out to other impacted areas of the City. When I met with Recology about
this, I showed them a document I created with school locations and bell schedules City-wide (sadly, they had been
running the trucks at exactly the time students were going to school on late start day-with the intent to pick up later so
as to avoid students!).
Here is the response that I put out on Nextdoor ...
The reason for the early pickup in certain areas was not to make room for parked cars, it was to make the bike lane
available to people riding bikes. A bike lane should not be a place to park cars or garbage cans. No one would ever think
it is a good idea to put garbage cans in the middle of the road where cars drive but that is what were doing with the right-
of-way for bicycles. The earlier pick-up was created to get the cans out of the bike lane before bicycles would use it on
selected bike lanes near schools. But I think there is a better solution.
If not for any other reason, we need to make it easy for students to get to school by riding their bikes or walking to relieve
traffic congestion. There are about 5000 students a day being funneled into the small area of Manta Vista, Lincoln,
Kennedy, and Regnart. Imagine the traffic congestion if all students were driven by their parents (with two round-trips per
day). Separately, crossing guards are not just there for student safety-they also help with traffic flow.
It used to be that we had one garbage can per household that was placed in the driveway. Now we have three huge cans
per household in the right-of-way for bicycles. I would ask that the garbage company go back to picking up the cans in the
driveway of homes along the important bike routes to school. That way, we don't have to rely on residents to make sure to
get the cans out of the bike lanes before the students are using them.
As a separate note, during the school year, groups were still using Blackberry Farm. One day, two huge tourist buses
were loading up on Stevens Creek Boulevard while students were walking home from school (one of them was my
kiddo). This was a huge relief to see after years of waiting and watching buses noodle around the Manta Vista
neighborhood and mixing it up with pedestrians. I'm so glad that City Council is concerned about ped/bike safety of our
citizens.

On the day Ethan Wong lost his life in the bike accident a year ago, my wife and I went through a
mental torture until we saw our son at school at noon as my son crosses that exact spot at the same
time. For about a year, we prevented him from biking to school which meant either I or my wife
dropping him at school; we could be more productive during that time doing something else instead of
spending 30 minutes twice a day dropping and picking him up at school; moreover, this adds to
congestion and pollution.
We would like him to bike to school again provided if we can make our roads safe for kids. Some
immediate measures we can take are
1. Trash pickup on weekends or early in the morning.
2. Ban all heavy vehicles on school roads between 6.30 am -9.30 am and 1.00 pm -4.30 pm
during weekdays.
3. Possibly look at making our roads one way to allow for better traffic flow and more room for
bikes.

Hello,
I'm "all in" for cycling safety as I bicycle commute myself. I am also one of the home owners that are affected
by this program and wanted to comment on it.
My wife and I have faithfully removed empty containers before we leave in the morning but 1 or 2 of three have
not been picked up early enough. If one is left on the curb then it defeats the point. All three must be collected
before school starts.
What percentage of homeowners are participating in the program? Has data been collected or are we just
wishing it is taking place? I don't see that high of participation.
Monday pickup seemed just as good. We could put the containers out on Sunday with no school. Wednesday
pickup allows the containers to be put out on the street on Tuesday afternoon before school lets out.

We wish we could attend the meeting tomorrow, but are not able due to a prior commitment.
We live at 21702 Columbus Avenue and OPPOSE the early morning collection.
1. If the purpose of the ordinance is to have the trucks not interfere with school traffic, it would be worth
considering having them start the route after 8:45 a.m.
2. If the purpose is to provide more room for bicycles, we suggest having no parking on the streets during
weekday commute hours. Cars protrude much farther into the street than do the garbage receptacles. Also,
many residents do not remove their cans from the street prior to school traffic, so the objective is not being
achieved.
In summary, the noise and inconvenience of the early morning collection will not appreciably impact bicycle safety
unless these other issues are addressed.
Please DO NOT APPROVE the proposed change of collection time.

First, do no harm: When the 6:00 A.M. trash collection pilot program began, it literally scared my 92-year
old mother out of her bed. "It sounded like a huge truck was going to crash through my window," she
said. Please, you must understand how important sleep is to a person's health and wellbeing, regardless
of their age.
" ... staff then conducted an outreach campaign by mail and door-hanger distribution to those affected
residents." "This notice was mailed the week of August 25 ... "
Not true. We live on Byrne Avenue and we did not receive anything in the mail prior to the pilot program,
or regarding staff's permenant recommendation. I thought it unusual when the door-hanger arrived with
only a vague reference to "public safety." (If an advance mailing went out prior to the pilot program, then
it too belongs in agenda packet.)
"As a result, bicyclists were forced to sometimes travel into the vehicular through lane." "No changes to
on-street vehicle parking are being proposed in this permanent program."
Without question, participation in the pilot program was dismal on some streets. And, it was pure folly
where on-street parking extends out further than the trash containers (like Byrne Avenue). Yet, through
experience, I do know city staff makes use of a strategy referred to as an "incremental step process," so I
imagine the taking of our on-street parking is probably next.
"To have this program become permanent, the City noise control ordinance requires a special exemption
for the increased noise that will occur prior to 7:00 A.M."
Authorizing noise before 7:00 A.M. is not good government; it is creating a public nuisance. Therefore, the
ordinance should not be breached before pilot programs for feasible alternatives have been concluded.
And, when it comes to public safety, why settle for less than half measures when there are feasible
alternatives to completely solve the problem without harming others in the process? Staff only offers a
different "day" as an alternative -but that sure sounds like a win-win to me!
Although staff failed to provide any costs associated with feasible alternatives, keep in mind that the
taxpayers provide generous subsidies for parks, play, library hours, organizations, etc. Therefore, when it
comes to the opportunity to completely resolve a public safety issue, I am certain the collective
