High Level BPC Mission
•Significantly increase quantity of intra-city bike/ped
commutes
•Priorities
1.Expand school commutes and bike/ped commuter population
among middle and high schoolers
2.Expand bike/ped as transportation choice for adults going to local
workplaces
3.Expand bike/ped as transportation choice for families and seniors
for errands and leisure
RATIONALE
•Encourage healthier life styles and better quality of life for residents
•Increase sense of community with more face to face interaction
•Better care for our environment (reduced pollution and greenhouse gases)
•Enable population growth without concomitant auto infrastructure
Measurable Objectives by end 2025
1.Be one of the top 5 cities in California for biking and
walking and achieve Gold status from the League of
American Bicyclists.
2.Expand middle and high school student bicycle and
pedestrian trips to 40% of total school commutes.
3.Expand intra-city trips for errands and leisure by adults
and seniors via bicycle/walking to 20% of trips.
4.Expand resident bicycle/pedestrian commuting to major
Cupertino employers and De Anza College to 15% of
total trips.
Items 2, 3 and 4 measured by bicycle/pedestrian vs. auto-trips.

Recommended Approaches
•Install class IV bikeways on arterial roads used to access middle
and high schools
•Complete an interconnected bicycle network enabling safe and
convenient access to schools, popular city amenities, recreation,
shopping, and major employer campuses
•Codify bike/ped design to receive at least equal weighting to
automobiles in new or revised multi-tenant or multi-use construction
projects. Preference for class IV bikeways as the default.
•Codify to ensure secure and convenient bicycle parking provided at
all schools, popular city amenities, recreation, shopping, and major
employer campuses
