In December 2007, we invested in a rooftop solar system to help the environment and to reduce our energy costs during retirement. At that time, even with the rebates, the cost was tremendous. It cost $19,000 for a 3000 KW system estimated to break even in 8 years . We are now just about to break even and the panels, controller, etc. have a finite lifespan. Each year, we barely break even on our energy usage which was our goal. We rely on the once-a-year true up to do so . In the winter, we "owe" PG&E because our generation does not cover our usage . As spring and summer approach we begin to return extra power to the grid. By the end of the summer/beginning of the fall we have given PG&E surplus energy so we 're in the black. Through the fall/early winter we eat up the extra energy we gave to the grid so that by January (our true-up) time, we are near zero. We made this decision almost 8 years ago and now they are threatening to change the rules, just when we are about to break even on our investment. The policies they ar e proposing would make it so that our energy costs would go up significantly AND when it came time to replace parts (controller in 2 years-lifespan of 10 yrs .), we might not find it worth the cost to continue using solar. We thank the staff for preparing this material and encourage all members of the Cupertino City Council to approve sending this letter t.o the CPUC. The industry employs more than 50,000 people. The incredible cost-savings of solar are evident from this chart (note: $50/MWh is equivalent to $0.05 /KWh). As seen in this chart not only are costs declining, but the current cost are now cheaper than most fossil-fuel power plants. The chart above comes from a report by the Lawrence Berkeley National Laboratory (https ://emp.lbl.gov/sites/all /files /lbnl-1000917.pdf). I will probably be unable to attend on Tuesday when I understand this topic will be discussed. ROSENFELD: Well, everybody who's ever walked on a roof knows if it's white it will only heat up maybe ten degrees above ambient temperature. If it's some nice architectural green or terracotta tiles or whatever, it can heat up to eighty degrees above room temperature. So a white roofreflects solar radiation back into space where it's transparent, where it belongs, and a dark roof traps heat and contributes to the greenhouse effect. GELLERMAN: We should say this is not a new idea. The ancient Greeks knew about building in light colors long, long ago. ROSENFELD: The Greeks have known to white wash their roofs and their whole buildings for 2,000 years, and the Pharaohs had white roofs 5,000 years ago. GELLERMAN: Well, calculate the effects. I just put a new roof on my house actually . I live just outside of Boston. And how much money would I save ifl put up a white roof. I gotta tell, you I put up a dark roof. ROSENFELD: Instead of giving it to you in dollars, because I don't know your air conditioning load and your habits, I can say that it will reduce your air conditioning by 10 to 20 percent, or your air conditioning load on the summer by 10 to 20 percent if the roof is white instead of whatever you put up. White roofs are good because they save air conditioning and they're common sense. But in addition the white roof, because it doesn't trap energy, reflects it back into space, cools the world directly. And for 1,000 square feet which is like half the area of your house, a white roof as opposed to a dark roof cools the world enough to offset the heating effects of ten tons of carbon dioxide.
