The Code Sections referenced are from the 2013 California Building Codes unless otherwise noted. The following items shall be included with the re -submittal documents addressing Plan Review Corrections: • Please write your response to each comment on the line provided and please have all the responses on one copy. • Two sets of the requested plans and documents shall be wet -stamped and signed by all licensed professionals involved with the project. Important: To ensure an efficient review and approval of the permit application include the corrections required by all reviewing agencies onto the resubmitted documents. Plan Review Comments [01/26/16] 2"d Comment: In general, most of the plan review comments from the 15t round were not addressed. Many of the responses stated `Not Required, Minor, or Done.' Please read thru the comments carefully. Since the majority of comments were not addressed, they were re -printed as they are still applicable to the project. It is a requirement for the designer and the structural engineer to contact the Plan Check Engineer Arnold Hom and set up a meeting. The building utilizes a combination of shearwall and brace wall lines, but the clerestory addition at the rear exceeds the conventions of brace wall framing. It is a requirement for the engineer to contact Arnold Hom. RESPONSE [05104/15] Sheet T, Project Data, Type of Construction: Specify building is Type V-B and building is FULLY SPRINKLERED. Due to the amount of roof/ceiling demolition, building requires sprinklers per Cupertino Existing vs. New Construction Matrix. [01/26/16) 2"d Comment: Building may still require sprinklers due to the amount of remodel work. On the existing plans, specify the square footage of each room. If more than 75% of the existing habitable space is remodeled, or more than 50% of the existing exterior wall is no longer existing exterior walls, than fire sprinklers are required. See attached copy of the Cupertino Existing vs. New Construction Matrix. It is a requirement for the designer to contact the Plan Check Engineer. RESPONSE 2. [05/04/15] Sheet T, Project Data, Codes: Revise codes to include the Cupertino Municipal Code (not City Ordinace), and include the 2013 California Residential Code. RESPONSE 3a. [05/04/151 Sheet T, Sheet Index: Missing sheet CG-1. Provide missing sheet. [01/26/161 2"d Comment: Missing Sheet SW2. RESPONSE 3b. [05104/15] Designer of the drawings to sign each sheet they created. On cover sheet, specify name of designer, design firm contact information. RESPONSE 4. [05/04/15] Complete and fill out 2 copies of the Cupertino CalGreen Checklist- Residential Forms. Check off all appropriate boxes in Column 2. Complete Section 1 of the Form. Leave Section 2 blank. RESPONSE 5. [05/04/15] Sheet A0, Site Plan: Specify slope and direction of site drainage at the new additions (front and rear). Specify on plan a minimum 5% grade slope away from foundation for a minimum distance of 10 feet measured perpendicular to the face of the wall. (R401.3) Exceptions: a) If building site does not allow 10 feet of slope, indicate the installation of drains or swales to ensure drainage away from the structure. b) Impervious surfaces within 10 feet of the building foundation shall be sloped a minimum of 2% away from the building. RESPONSE 6. [05/04/15] Sheet A0, Site Plan: Specify the location of the 25-foot Building Line. Specify location of the 1-foot wide by 20-foot long Anchor Easement that occurs at the Southeast corner of the lot (runs along the south property line). RESPONSE 7. [05/04/15] Sheet Al: Specify that existing ceilings and roof framing are to be removed. RESPONSE 8. [05/04/15] Sheet Al: Specify if the windows for Bedroom 1 and 2 are existing to remain or will be replaced. If they are to be replaced then they must meet current requirements for emergency egress, per section R310 of 2013 CRC. 2 RESPONSE 9. [05/04/151 Sheet Al: Specify locations of water furnace and heaters. Specify if they are existing to remain or existing to be replaced. RESPONSE 10. [05/04/15] Provide revised Energy Forms. Revise so that this is a remodel of the entire building, as the entire roof/ ceiling will be replaced. Provide whole house ventilation/ indoor air quality fan. Duct testing is required as entire building's roof/ ceiling is being replaced and new duct work will be done; provide HERS registered forms. [01/26/16] 2"d Comment: Response states that Energy Forms were revised but none were provided. RESPONSE 11. [05/04/15] Sheet A2: Provide a reflected ceiling plan. Specify the heights of ceilings and coffered ceilings at all locations. RESPONSE 12. [05/04/15] Sheet A2: Revise front entry door to be new/ replaced, per elevations on A3. Specify that at least 1 door leaf is required to be minimum 32-inches clear width with the door swung into the 90-degree position, per section R311.2 of 2013 CRC. RESPONSE 13. [05/04/15] Sheet A2: Provide another building section going in the east -west (left -right) direction, down the middle of the building showing how Family Room, Dining Room, Trellis, and Living Room interact. RESPONSE 15. [05/04/15] Sheets A2 and S3: Specify location of furnace. If located in the attic, specify the maximum weight of the furnace. [01/26/161 2"d Comment: Furnace and water heater locations must be shown on the existing plan. On the proposed plan, specify if they are new units, or existing units that were relocated. RESPONSE 16. [05/04/15] Sheet A2: Specify locations of carbon monoxide detectors. Detectors required to be placed just outside the immediate vicinity of each sleeping area. Per section R315 of 2013 CRC. Specify that carbon monoxide detectors are required to be hard wired, have battery back-up, and be interconnected. RESPONSE 17. [05/04/15] Sheet A2: Specify locations of smoke detectors. Detectors required to be placed inside each bedroom and just outside the immediate vicinity of each sleeping area. Per section R314 of 2013 CRC. Specify that smoke detectors are required to be hard wired, have battery back-up, and be interconnected. RESPONSE 18. [05/04/15] Sheet A2: Specify if the existing bathroom to the left of Bedroom 2 is to have no work or will be remodeled. RESPONSE 19. [05/04/15] Sheet A2: Provide a wet -listed GFCI at the front and rear of the building. Per article 210.52( E ) (1) of 2013 CEC. RESPONSE 20. [05/04/15] Sheet A2: Provide more GFCI outlets along the kitchen countertop. Must be placed within 24-inches of sinks and ends of countertop, and be spaced at no more than 48-inches on center. Per article 210.52( E ) (1) of 2013 CEC. RESPONSE 21. [05/04/15] Sheet A2: Provide a GFCI outlet at the end of the peninsula countertop. Peninsula requires outlet, but cannot be placed underneath a countertop that has an overhang exceeding 6- inches. Per article 210.52( C ) (3) of 2013 CEC. RESPONSE 22. [05/04115] Sheet A2: Provide vehicular bollard in front of the water heater as the wall was removed and the water heater is now in the direct path for vehicles. Provide vehicular protection of gas appliance. Per section 308.1.1 of 2013 CIVIC. RESPONSE 23. [05/04/151 Sheet A2: Provide more electrical receptacle outlets. Outlets are required to be placed at every 2-feet section of unbroken wall space. Outlets to be placed at 12-feet on center along the floor line. Per article 210.52(A) of 2013 CEC. Areas of concern are: 23a. East wall of Dining Room. 23b. West wall of Living Room. 23c. South Wall of Dining Room. 23d. West wall of Family Room, at each side of sliding door. 23e. North wall of Dining Room. RESPONSE 24. [05/04/15] Sheet A2: Include the following notes: -Showers not to exceed 2 gpm at 80 psi. Per section 4.303.1.3 of 2013 CGBC. -Lavatory Faucets to be max 1.5 gpm at 60 psi, min 0.8 gpm at 20psi for lavatories. Per section 4.303.1.4.1 of 2013 CGBC -Kitchen Faucets to be max 1.8 gpm at 60 psi. Per section 4.303.1.4.4 of 2013 CGBC -Toilets to have a maximum flow rate of 1.28 gallons per effective flush. Per section 403.2.1 of 2013 CPC and 4.303,1.1 of 2013 CGBC. RESPONSE 25. [05/04/15] Sheet A2: Specify all fans in bathrooms shall have a humidistat control. Per section R303.3 of 2013 CRC. Specify minimum 50cfm for intermittent ventilation for bathrooms per section 150(0) of 2013 California Energy Code and ASHRAE62.2. 20cfm allowed if continuous ventilation. RESPONSE 27. [05/04/151 Sheet A2: Specify minimum 100cfm Hood for the kitchen stove. Per section 150(0) of 2013 California Energy Code and ASHRAE 62.2. Area above the kitchen will have to be remodeled for the new addition above. RESPONSE 4 28. [05/04115] Sheet A5: Please specify that all roofing material shall be Class A Rating, per Cupertino Municipal Code section 16.06.080. Provide details for the roof with asphalt sheathing (diagonal hatched area). Specify the exact type of roofing material to be used. Specify the roof slope in this area (there is a minimum slope for asphalt shingles). If built -up -roofing material is to be used, provide a detail/ specs showing that it meets Class A rating. RESPONSE 29. [05/04/15] Sheet A5: Detail 16/A6 is called out; this detail doesn't exist. RESPONSE 30. [05/04/15] Sheet A6 detail 10: Show the ceiling framing, and specify the insulation rating. Show the skylight walls at the ceiling, and specify the same insulation rating for the skylight walls as it must be the same as the ceiling (still part of attic space). [01/26/16] 2"d Comment: Completely new design has been provided. Rear addition creates a clerestory condition; no analysis done to roof diaphragm. RESPONSE 31. [05/04/15] Sheet A0: Specify that electrical panel will be upgraded to 200Amp panel. RESPONSE 32. [05/04/15] Sheet S3 Roof Plan and sheet S5 detail 6: Specify the drag load in pounds per lineal foot for the truss blocks (per detail 6/S5). [01/26/16] 2"d Comment: Building now uses a combination of brace wall systems and shearwall lines. Some of the brace wall lines do not meet brace wall requirements (such as having holdowns within 10- feet of the corner end, clerestory addition does not have brace walls/ shearwalls on all four sides, nail spacing for brace walls and anchors not called out, etc.). Shearwall systems do not have collectors shown, especially at the front entrance and interior sheanwalls. RESPONSE 36. [05/04/15] Sheet S3: Provide details for all interior shearwall connections to the trusses/ roof diaphragm above. RESPONSE 37, [05/04/15] Sheet S3: Specify reference details for the Simpson Strong walls to roof framing/ trusses above. RESPONSE 38. [05/04/15] Sheet S3: Provide details at all four sides of trellis and show how it is connected into the building. Specify type of wood used and spacing of members. Revise roof beam RB1 to be decay resistant wood as it is exposed to the elements and connected back into the building and used as a drag collector. RESPONSE 39. [05/04/151 Sheet S2: Specify length of all sheanwalls (existing and new). Specify locations of all holdowns (new and existing), specify their size, and specify a reference detail for any holdown installation (into new and existing concrete). For details, specify type of epoxy used, depth of embedment, and clearance from concrete. Specify minimum stem wall and footing dimensions. RESPONSE 40. [05/04/15] Sheet S2: Provide talcs per ACI 318 Appendix D for holdowns installed into existing concrete. [01/26/16) 2"d Comment: Holdowns are still required for corner brace walls that are within 10-feet of brace wall line corner. Also, plans clearly label some walls as shearwalls; shearwalls require calculations and may require holdowns into existing concrete. This comment may still apply. RESPONSE 41. [05/04/15] Sheet S2: For all shearwalls, provide a schedule that specifies its nailing pattern, type of nail used, capacity in pounds per lineal feet, anchorage requirements to foundation and to roof framing/ trusses/ double top plate above. Required for existing shearwalls as well. RESPONSE 42. [05/04/15] Sheet S2: For the 2-foot-6-inch footings, specify the rebar requirements and provide details. [01/26/16] 2"d Comment: Footings F-1 and F-3 specify to use detail 71S4; no negative reinforcement is provided for this footing and there are brace walls/ shearwalls/ Simpson strong walls above this footing. RESPONSE 43. [05/04/15] Sheet S2: Provide a different hatching pattern for all new foundations. It seems that many of the Simpson strong walls occur on top of existing foundations; provide details and calculations to substantiate this connection. Are there new foundations under all Simpson Strong Walls? RESPONSE 44. [05/04/15] Sheet S2: No calculations were provided for the lateral analysis of the building. Provide talcs. Further comments may follow due to lack of information. [01/2611612nd Comment: Plans still specify shearwalls in some locations, but brace wall lines in other locations. Shearwalls require analysis/ calculations; none provided. RESPONSE 45. [05/04/15] Sheet S2: Per ESR Report, mixing shearwalls with Simpson Strong Walls on the same line requires a stiffness analysis. Include this in the talcs per comment 44. [01/26/16] 2"d Comment: Clarify which lateral elements are brace wall lines and which are shearwall lines. Original comment may still apply depending on the method of analysis. RESPONSE 46. [05/04/15] Sheet S2: Call out reference detail for shearwall anchorage to foundation for shearwalls connection to existing foundation. RESPONSE 47. [05/04/15] Sheet S2: Show outline of grade beam that connects the patio's Simpson Strong Wall foundations back into the building. Occurs around the perimeter of the Patio. RESPONSE 48. [05/04/15] S4 details 1, 5, and 8: For shearwalls with a capacity greater than 400 plf nominal stress (200 plf allowable stress), anchor bolt plates must be within 1/2-inch of the plywood. Per ANSI/ AF&PA SDPWS-2008 section 4.3.6.4.3. This is for cross grain (perpendicular to grain) bending. Also, revise details 1 and 2 to specify 24-inches of depth from pad grade (crawl space grade) to bottom of footing, per soils report. Also, show the Pad grade (interior grade) to be level. And specify spacing of horizontal #4 rebar. RESPONSE 49. [05104/151 S2: Specify if holdown epoxy anchorage into existing concrete will be done by Engineer of Record or done by 3rd party Independent Testing Agency. If done by 3rd Party, complete and fill out 2 copies of the Cupertino Special Inspections Form. RESPONSE 50. [05/04/15] Sheet T: Provide a Special Inspections List, listing all required special inspections. Specify which are done by engineer of record, and which are done by 3rd party inspection agency. For example, (1) epoxy holdowns into existing concrete done by Engineer of Record (or by Special Inspection Agency).
