Applicant notified all adjacent neighbors on Orion Place. ? Trees: 62 total existing trees, 41 will be saved including an Oak tree and 21 may be removed depending on the final building footprints. • Tree protection measures: Tree protection plan by the City Arborist as a condition of approval. ? The applicant is required to be flexible with their building designs and save as many trees as possible. ? Building material should be recycled. ? Minor grade changes. ? New sidewalks. Application No.: Z-2003-07, U-2003-11, GPA-2003-02 (EA-2003-14) Applicant: Chinese Church in Christ Location: 10455 Bandley Drive The following items were discussed: ? Minor lighting impacts in the parking lot. Lighting will be designed to minimize impacts on neighbors. ? Minor noise impacts in the rear pazking lot. Recommend parking at the back of the lot against the wall. ? No traffic impacts. ? Trash receptacle to be located away from the rear of the property. ? Parking Impacts: . 164 parking stalls on site, 90 more needed for full "buildout" and fixst tow in the back • ITE Manual: Traffic Consultant suggested use of the front and side first row in the back. • Staff recommends that the applicant use more of the spaces on the property for a total of 129 and have a parking agreement with 10260 Bandley Drive to share 99 spaces for a total of 228. ACTION: Recommendation for a Mitigated Negative Declaration with the following mitigations: 1. LiQhting Mitigations - Applicant will work with the neighborhood to create parking lot lighting that will not impact the residences behind the church. 2. Noise Mitigations - Limited exit doors at rear of building. Limited parking allowed in rear parking lot. Trash collection area near building, not near residences. 3. Parkine Miti at~ ions - No parking in back row adjacent to residences. Require use of another other site as church attendance increases. Wolfe Road The following items were discussed: ? The applicant stated that since the study session, more landscaping has been proposed and an enhanced courtyard area. ? Trees: 149 existing, 90 to be removed. 300 new trees are proposed. ? Traffic Impacts: A traffic study was performed. No impacts on the intersections. • Traffic study recommendation to change the left turn lanes in to Wolfe Road. Need more queuing space. ? Parking: Shared parking analysis states the need for 521 parking spaces. There are 521 existing spaces. ? Retaining wall will be stepped and landscaped. ACTION: Recommendation for a Negative Declaration.
