MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION
JANUARY 8, 2004
1. CALL TO ORDER
Meeting called to order at 7:08 P.M. by Commissioner Dor.

4. MINUTES - Minutes of November 13, 2003, motion by Commissioner Chang, seconded by
Commissioner Chen, approved unanimously 3-0.
5. ORAL COMMUNICATIONS - Charles Bedord stated that he has applied for the Public
Safety Commission and wanted to attend a meeting prior to the interviews.
Dan Borrego, as a member of Leadership Cupertino has also applied for the Public Safety
Commission and wanted to attend a meeting prior to the interviews.
6. WRITTEN COMMUNICATIONS - None.
7. REPORTS
A. Santa Clara County Sheriff Department - None presented.
8. Santa Clara County Fire District - Assistant Fire Chief, Ken Waldvogel distributed the
November 2003 activity fire/emergency report, nothing out of the ordinary and is
consistent with monthly reports.
Assistant Fire Chief Waldvogel, also indicated that four (4) new pieces of equipment
have been delivered and assigned to the Cupertino area. One of the units is a Haz-Mat rig,
which is stationed at Seven Springs Fire Station.
Recently, our arson investigator (handler) and Rosie, the new arson dog, completed a five
(5) week course through the Bureau of Alcohol Tobacco and Firearms & Explosives
(ATF). The training certifies the team, especially Rosie, in sniffing out hydrocarbons.

The recent draft release of LAFCO study, there are some jurisdiction issues with the City
of Saratoga, where half the City is serviced with SCC Fire District and the other half with
Saratoga Fire Protection District. The City of Saratoga is in the position to recommend
contracting only one fire service and that decision should not impact the City of
Cupertino.
C. Commissioner's - Commissioner Chen reported on a ride-a-along with the Santa Clara
County Sheriff Department.
8. OLD BUSINESS
A. School Traffic Project - Assistant Director Goepfert recaps to the Public Safety
Commissioners the position of Fremont Union School District and issues associated with
proposing an on campus circulation plan for Lincoln Elementary School and Monta Vista
High Schools traffic. Ultimately, the recommendation would be made by the
Superintendents' Office and the Board of Trustees would be the body to implement
action. Additional, Assistant Director Goepfert points out to the Commission, that care
must be taken in terms of the process and to develop a proposal at staff level. At which
time present to the Board of Trustees. If there appears an interest in the proposal then it
should be presented to the City Council.
B. Assistant Director Goepfert reports on the combining of the Public Safety and Bicycle
Pedestrian Commissions. At this point, it is considered a non-issue by the City Council.

A. New Commissioner's may present potential new goals.

A. None.

Motion to adjourn by Commissioner Chen, seconded by Commissioner Chang,
Vote unanimous, by all in attendance. Meeting was adjourned at 8:09 P.M.
