I am very concerned about the article I read in the Cupertino Courier about an issue that could be
discussed April 5,April 19 and May 3rd at a City Council Meetings.The article mention at the March 15
meeting, members of the council discussed making changes to the current oral communications policy
as an effort to save time during meetings.
The policy for oral communication states that speakers can address the council for three minutes,and
there is no limit to the number of speakers.The article goes on to say that council members proposed
several ideas, including limiting the time each speaker has to two minutes or less,or using a lottery
system to choose any were from five to 10 speakers to address the council at the beginning of the
meeting,then saving the rest of the speakers for after regular agenda items have been address.
It seems that in the past the council has tried to shorten meeting and this was not accepted well with
the public. I really do not know why this is being brought around again the public does not want to
change the way oral communication is set up we need to be heard.
If there is anything that needs to be addressed is that people who do talk only talk about things that are
not on the agenda and sometimes this rule is no kept which causes time wasted the council needs to
keep this rule.
I would like to suggest that maybe any awards that are given out to the public be put on the agenda only
once a month this would help with the length of the meetings.The other items that are related to City
Government Business can also be added but minor issues.
I also feel that issues such as the Vallco Town Center,Goodyear Tire Build and the Oaks project should
be always put on special meeting status and that there should not be anything on the agenda with it. I
would also suggest that there be no oral communication at the special meeting in order to keep the
meetings short.The council can save oral communication for maybe the awards meeting night or put it
on the agenda as a night of oral communication only when any one can come and voice their concerns
and I hope if they do that the council gets back to the public with information and solutions. Many
times the issues addressed are never taken up by the council and the public has time. It would be nice to
have an open line of communication with the Council during oral communication and with shorter
meetings this could be possible.
