Each City should consider modest bike and pedestrian safety improvements to other possible routes that oonnect to the trail. The 4 cities should support each other with future efforts to continue with master planning & implementation of trail segments • Continue collaboration with regional partners, & support each other to pursue funding for closing the gap for the Stevens Creek Trail between Mountain View and Cupertino • Reach out to Callrans, VT A, County to express that bike-pedestrian access through the interchange is a priority, & discourage modifications that may limit future improvements • If circumstances change in the Study Segment 3 area, undertake further studies to identify a feasible route [railroad right-of-way becomes available or land availability changes or the 1-280 interchange area were to be rebuilt, e.g.] 38 6/21/2016 19 JCWT Recommendations continued • Support improvements on Foothill Boulevard/Expressway. Consider bike- pedestrian improvements if there are improvements to the 1-280/Foothill interchanges or as part of any other city or county projects in the vicinity • Collaborate with Los Altos and Sunnyvale on the master planning, environmental review, & construction of improvements at Homestead Rd. identified in Study Segment 3 (i.e. Homestead Rd. bridge widening or Homestead Road bike/ pedestrian bridge) & on pursuing grant funding • Support pursuing a spur trail on Stevens Creek Blvd. to Rancho San Antonio County Park • Projects should try to improve habitat values in & around the creek channel • Existing public lands near Stevens Creek should be maintained as public land to preserve habitat & future trail opportunities 39 Commission Input Parks & Recreation Commission and Bicycle Pedestrian Commission reviewed the Feasibility Study Dec. 15, 2015. • Commissioner input was supportive of the JCWT recommendation • Commissioners noted support for improving Foothill Blvd., the 1-280/Foothill interchange, Stevens Creek Blvd., and a spur trail to Rancho San Antonio County Park • Comments noted support for collaboration with U.P. Railroad, Caltrans & other agencies, and preserving opportunities • Additional comments provided by individual Commissioners, see Attachment E. 40 6/21/2016 20 Sample Recommendations 1. Accept the Joint Cities Coordinated Stevens Creek Trail Feasibility Study 2. Accept the JCWT alignment recommendation including: ~ Support the City of Mountain View in the Stevens Creek Trail planning and implementation for Segment 1 > Support improvements for Los Altos actions relating to Feasibility Study & JCWT recommendation, consistent with Nov. 2015 approval of such by the Los Altos City Com1cil > Support the City of Smmyvale for a Segment 2 alignment, & a future Bernardo Avenue parking and traffic study with associated actions, at such a time as Smmyvale may pursue a Bernardo Ave. bike/ped. trail or other Segment 2 improvements )> Support a Segment 3 connection from the existing off-street bike/ ped. path on the north side of Homestead Rd. in Los Altos, to a Bernardo Ave. pathway alignment, via either widening the existing bridge or building a new separate bike/ ped. bridge, and collaborate with Smmyvale and Los Altos on such implementation > Support pursuing a spur trail on Stevens Creek Blvd. connecting to Rancho San Antonio, as described for Segment 4 41 Sample Recommendations continued 3.
