The undersigned organizations-Rails-to-Trails Conservancy, Friends of Stevens Creek Trail, San Francisco Bay
Trail Project , Save Our Trails, and Bike Walk Cupertino -would like to commend City of Cupertino staff for their
work on the Bicycle Master Plan update. Bicycling has become an important strategy in addressing traffic
congestion , reducing vehicle emissions, and offeri ng opportunities for recreation , and the recommendations in
the draft Plan are a significant step forward in making Cupertino a more bicycle-friendly community.
In Feb r uary, we had submitted comments recommending that key trail projects be identified among the high
priority projects in the plan. We were pleased to see that staff was responsive in addressing these important
projects as well as other priorities identified by residents in the public workshops. The draft Plan includes a
well-developed network oftrails and separated bikeways , which would offer users more protection from
traffic than conventional bike lanes , and this should provide an important step to encourage more bicycling .
We also want to acknowledge the importance of the Stevens Creek Trail which , when completed , would offer
connections from the Ridge Trail to the Bay Trail as well as access to ma j or employment centers. As ind i cated
in the feasibility study, there are challenging issues that need to be resolved before proceeding with the
Cupertino segment. However, since many bicyclists specifically use trails because they are protected from
traffic, we support that any recommended alignment to complete the Trail be ident ified along streets that will
provide a low traffic stress environment for users, rather than bike lanes along arterial streets.
We recommend that the City Council adopt the Bicycle Plan update, and look forward to seeing the City of
Cupertino implement these projects to provide safe bicycle access for people of all ages and all abilities .

Cupertino is faced with many challenges including traffic congestion, auto pollution, and global warming. By providing
better infrastructure for bicyclists, all of these issues can be mitigated . Getting more people to take bikes as an
alternative to autos , is also good for physical and mental health of the community. The bicycle plan provides for
improvements that all ages can take advantage of: kids going to school, adults going to work, families going on errands
or dining out, and seniors going out for recreation.
