He mentioned that his main concern was postage costs. Mann said that the
c~m~ittee can accept a grant for up to $200 any __rog_nth, tbxm~3h the $1000
9xants are only twice per year. Krey supplied the grant application.

Fletcher took tb~ item cut of order on the agenda, and skipped to

request on behalf of Able Cable. Fletcher made a motic~ to accept Don

Questions we~-e raised concerning Tom Wayman's grant r~c~aest on behalf
of New Horizon's' in regards to his budget, listing labor costs. Mann
stating the purpose of Access as bringing togetb~_r volunteers, not paid
professioD~ls. Mann moti _o~_~_ to approve $600 for the project and
encouraged scme fur~n~ to be used for p;-c~tion. (]%iavacci seconded, and
the motio~ passed unan/mously.
DISCUSSION OF HERITAGE FRANCHISE ~
This item.was also taken out of order on tb~ ager~m. C~,,aittee members
eXPressed' oo~oern about certain aspects of framchise payment written in
th~ proposed Heritage contract. Mann, Schmid, and Fletcher believed
Heritage _shgul.. d include subsidiary funds f;-~ such th/rigs as installation
fees in the definition of 9xo~s receipts. ~y stated that since United
was paying fees based on installation costs, Heritage should do the same.
Lopez c~m,~nt~ that this i~_e was not discussed during negotiations
and it would not be in the City's best interest to bring it up at this
tim-_. She also said that finance director, Blaine Snyder had ~-eviewed
this aspect of the cc~ ar~ had no proble~ with Heritage's definition
